PORTUGAL

I. PASSENGER STATISTICS (Tables 1-111) The Statistical Department in the Ministry of Finance basing itself on the reports of the local authorities has published information con- cerning since 1855.The statistics are compiled from the passport registers and include only authorised emigration. No investi- gation of clandestine emigration is made.Emigration from Madeira and the Azores is included, but citizens proceeding to Portuguese colonies not being obliged to procure passports (Act of April 27, 1907) are not Passport statistics are compiled also for all the Portuguese overseas colonies.

II.PORT STATISTICS (Table IV) Statistics of embarkations and disembarkations at Lisbon and Oporto have been available since 1919.Allthirdclass passengers are regarded as emigrants.No separate particulars are available for the different passenger classes, and passengers to and from Madeira and the Azores are excluded. Statistics about the number of migrants from Portugal to Argentina (1857-1924), (1837-1924), Cuba (1911-24), United States (1820-1924), Uruguay (1867-1924) and Hawaii (1911-24) will be found in the national tables for those countries.Statistics about the number of migrants re- turning to Portugal from Argentina (1858-1924), United States(1908-24), Uruguay (1879-1903 and 1916-21) and Hawaii (1911-24) will be found in the national tables for those countries. SPAIN

1.—PASSENGER STATISTICS COMPILED BY THE GEOGRAPHICAL AND STATISTICAL INSTITUTE (Tables I-ITT) By a Decree of April 21, 1861, the General Commission of Statistids (Comision General de Estadistica), called into being by a Royal Order of 1856, was reorganised and renamed Junta general de estadi.stica.It con- sisted of two sections, one geographical,.the other statistical.The Order of July 15,1865, created a Department for geography and another for statistics and the Junta was retained as a consultative body. In 1870 the Geographical Institute was founded and, three years later, it was en- trusted with the compilation of statistics.Since 1882 it has published the Estadistica dcl nwvimento de buqucs y pasajeros pm' mar. The statis- tics are based on the manifests required by the Royal Order of August 13, 1883, from. the masters of vessels. No vessel carrying passengers to places abroad may leave the port without delivering the manifest to the sanitary authority.For arriving passengers other forms are prescribed. The officials of the Sanidad maritima transmit these forms monthly to the Institute which digests and publishes them.These statistics cover all arrivals and departures, including persons proceeding abroad from the Balearic Isles, the Canaries and . Emigration data began to be collected from the year 1865, but unfortunately they are to be found only in private sources.

II. EMIGRATION AND IMMIGRATION STATISTICS (Tables TV-TX) Since 1909 the Superior Council of Emigration has compiled and published monthly statistics of intercontinental emigration, and since 1915 corresponding statistics have appeared for immigration. The statistics of emigrant and immigrant citizens are based on in- formation supplied by the emigration officers in the form of lists of names which ara transmitted to the Superior Council after the emigrants have embarked.These lists are copied from the slips detached from the special identification papers held by the emigrants. For the purpose of these statistics the term "emigrant" is defined as "a Spanish subject who wishes to leave Spain, and to be conveyed on payment of a fare or free of charge, in the third or in any other class recognised by the Superior Emigration Council as being equivalent there- to, to any place in America, Asia, or Oceania". The term "immigrant" is defined likewise as "anyone who returns to Spain from America, Asia, or Oceania, with a third class ticket or a ticket of an equivalent class". Consequently, Spanish migration statistics do not include (a) persons SPAIN Mo who emigrate to European countries or to Africa, or(b) personswho travel first or second class or even in a "superior" thirdclass. Statistics about thenumber of migrants from Spain to Argentina (1857-1.924), Brazil (1850-1924), Canada (1900-24), Cuba (1902-24), Mex- ico (1009-24), Paraguay (1887-1906), United States (1820-1924), Uruguay (1867-1903) (1902-24) and Hawaii (1911-24) will be found in the national tables for those countries.Statistics about the number of migrants returning to Spainfrom Argentina(1857-1924), (19 11- 24), United States (1008-24),Uruguay (1879-1903)and Hawaii (19 12-24) will be found in the nationaltables for those countries.

The Malta Emigration Department, which now compiles the statis- tics on the basis of the applications for passports was established in October 1919.Accurate emigration data are available from November 11, 1918. The figures are for British subjects born in Malta and Gozo, except tourists and travellers.
