Avenue, Portland, OR 97208 RECEIVED JAN 092008 I am very concerned with the direction the Bush Administration is headed with the management of nearly 2.6 million acres of federal forests under the Western Oregon Plan Revisions.The changes the Bureau of Land Management is contemplating will unravel the protections of the landmark Northwest Forest Plan, and will lead to water pollution, degraded habitat, and increased conflict and controversy. The Bush Administration would place half of the public land that the BLM manages - and most of our best old-growth BLM forests - in "Timber Management Areas" to be clearcut every 80 years. The Bush Administration's preferred alternative proposes to clearcut 110,000 acres of Oregon's old-growth (120+ years) and build 1,000 mile of new logging roads every decade while creating over 100,000 miles of new Off Highway Vehicle Emphasis Areas - all at the expense of roadless areas, threatened species, water quality and non-motorized recreation. Shockingly, the proposal ignores the role that these forests play in regulating the climate. Most Americans want federal land managers to embrace thinning second growth forests, safeguard communities from wildfire and protect what remains of our nation's ancient forests. Indeed, many Oregon forest managers are already moving beyond the conflicts of the past. By focusing on previously logged public forestlands - many of which are now overgrown and in need of thinning - they are providing wood to local mills while actually improving conditions for fish and wildlife and keeping saws out of precious old-growth forests.

This potential sister city relationship will benefit Portland in several ways. First, Suzhou is a city· which has been revered in Chinese culture for over 2,OOO.years. In any future dealings between citizens of Portland and the Chinese, a reference to Suzhou is one which will be impressive to our Chinese counterparts. In effect, citizens of Portland can piggyback upon the notoriety of Suzhou. Second, Suzhou is now the fourth leading economic region in China. Beyond its raw economic productivity, Suzhou is well placed to trade with foreign countries because of substantial hard foreign currency earnings derived from tourism, silk, and food exports. In satisfaction of the criteria established by this city council for sister city relationships, Suzhou, as part of the People's Republic of China, has established diplomatic relations with the United States. Suzhou has no other sister 4 • • 4 160692 city in the United States. Portland does not have another sister city in China. Portland and Suzhou are roughly of the same size, and each city is one which values culture and a high quality of life. Finally, our Sister City Association is establishing cultural, educational, economic and social exchanges with Suzhou. We have now involved several hundred citizens of Portland and have raised approximately $1,700 to support Portland-Suzhou sister city activities.

A total of 52 Asian Pacific Americans have served in the House and Senate from 1900 to the present: 6 Senators (4 who have also served in the House), 26 Representatives (including the 4 who served in the Senate), 11 territorial Delegates, and 13 Resident Commissioners from the Philippine Islands. Resident Commissioners served from 1907 to 1946 while the Philippines was a U.S. territory and commonwealth (all were Philippine born). Asian Pacific Americans served in a total of 56 seats. It appears that E. Clay Shaw (R) is ahead in Florida's 2 2nd district, and Rush D. Holt (D) is ahead in New Jersey's 12t' district, but they have not yet been declared the winners. Regarding NRC's oversight committees, in the Senate Committee on Environment and Public Works, the Chairmanships are likely to remain unchanged. However, if ranking minority member Senator Max Baucus (MT) moves to take over the ranking slot in the Finance Committee, Senator Harry Reid (NV) may become ranking member of the Environment Committee. In the House Committee on Commerce, Chairman Thomas Bliley (VA) is retiring. Representatives W.J. "Billy" Tauzin (LA) and Michael G. Oxley (OH) are rivals for the chairmanship. Rep. John D. Dingell (Mich) will remain as the Committee's ranking member. It is likely that Joe Barton (TX) will remain chairman of the Energy and Power Subcommittee; however, the Committee's ranking members are less certain at this time. Regarding the House and Senate Committees on Appropriations, the full committee chairmanships and ranking members are expected to stay the same.
