General Information on the Mission Context Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, or those hit by natural disasters, wars and economic collapses by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects a year in the following sectors of intervention: Food Security, Health, Nutrition, Construction and Rehabilitation of infrastructures, Water, Sanitation, Hygiene and Economic Recovery. PUI is providing assistance to around 7 million people in 23 countries across Africa, Asia, the Middle East, Eastern Europe and France.

The conflict in Yemen started in 2014 with an internal political crisis which, later on, degenerated into an open war between northern-based , and forces loyal to the official government, led by President Abdrabbuh Mansour Hadi. In March 2015, violence escalated when a Saudi-led coalition launched military operations to restore the official government and stop the Houthi-Saleh alliance, who already controlled Sana’a and advanced on Aden. The Saudi intervention led to a stalemate in which the country largely remains as per now. The war also escalated on the economic front as the Saudi-led coalition declared a blockade on large portions of the country still controlled by the Houthis. The armed conflict has spread rapidly throughout much of Yemen since mid-March 2015, with devastating consequences for civilians. More than 5 years of violence has led one of the world's poorest countries into chaos. The disruption of the commercial and humanitarian imports as well as of the market system, the displacement of populations, the loss of livelihoods and incomes, the damage on the private and public infrastructure and the general destabilization of the public system have contributed to the widespread of food insecurity, malnutrition and to a serious lack of access to health. Today, according to the Yemen Humanitarian Needs Overview (HNO, 2019), it is estimated that approximately 24.1 million people in Yemen, about 80% of the population, are in need of humanitarian support, including 14.3 million in acute need, while 19.7 million people in Yemen require assistance to ensure adequate access to healthcare. PUI’s history in the country and intervention strategy PUI has been working in Yemen since 2007, through an integrated approach mainly focused on health and nutrition, coupled with food security and WASH activities, in order to combine an emergency response with a longer term community based approach. PUI currently supports several Health Facilities in Al Mansuryah, As Sukhnah and Al Mighlaf Districts in Hodeidah Governorate and in Al Jabin District in Raymah Governorate in the North of Yemen; Since 2019 an operational base has been established in the South of Yemen, in Al Mokha District, located in Taizz Governorate. HEALTH In terms of health, PUI supports the Ministry of Health in providing Primary Health Care services in different Health Facilities (HFs), both in Hodeidah, Raymah and Taizz Governorates, among which: Integrated Management of Childhood Illnesses (IMCI) and vaccination, reproductive health (Antenatal Care, Postnatal Care, family planning, institutional deliveries, mother and baby corners), medical curative consultations for all patients, and health education/promotion at community level by Community Health Volunteers (CHVs). NUTRITION In terms of nutrition, PUI ensures the following: screening by CHVs at community level and by nurses at HF level in order to manage both cases of Moderate Acute Malnourished (MAM) Children Under 5 (CU5) and Pregnant and Lactating Women (PLW) as well as Severe Acute Malnourished (SAM) CU5; Infant and Young Child Feeding (IYCF) promotion by midwives at HF level and by CHVs at community level. Cases of SAM CU5 with complications are referred to Stabilization Centers (SC) either supported by PUI or by any other organization/institution. The children can therefore benefit from in-patient treatment, including the provision of 3 meals a day for their caretakers. FOOD SECURITY PUI distributes Food Baskets to HHs with at least one SAM case enrolled in Outpatient Therapeutic Program (OTP) in order to improve their household’s nutritional status, but also monitor the cases after they are discharged and thus prevent any relapse.

WASH In terms of WASH, PUI implements: hygiene promotion activities through the delivery of hygiene kits to all SAM cases as well as awareness campaigns; water supply and sanitation, by supporting the health structures through the rehabilitation and improvement of water supply systems as well as by conducting beneficiary satisfaction surveys on WASH services. PUI also ensures that Infection Prevention and Control measures are mainstreamed in their WaSH rehabilitation works at health facility level. Configuration of the Mission

Job Description Overall objective Under the overall supervision and direct line management of the Deputy Head of Mission for programs, the Grants & Reporting Officer is an active key for the development of concept papers, proposals, donors´ reports, and other documents relevant to the programs of PUI in Yemen. In constant liaison with the operational, MEAL and support teams, s/he supports the gathering and compilation of all necessary information on ongoing projects and mission developments, in order to report on PUI’s activities internally and externally, with utmost attention to timeliness, accuracy and quality. Also, the Grants & Reporting Officer will help the Mission Coordination Team in their daily tasks, depending on emergencies and priorities established, and will support/lead the production of communication materials both for international/local audiences. Tasks and responsibilities Under the direct supervision of the Deputy head of mission for Programs, and in liaison with the MEAL team, the Grants & Reporting Officer will be responsible for: 1. Grant management, including concept note and full proposal development, 2. Reporting for all internal and external purposes, especially donor reporting, 3. Visibility and communication to ensure due visibility of donors and of PUI within the frame of the projects by producing/disseminating external communication materials.

Specific objectives and linked activities 1. Reporting, concept note and proposal writing In coordination with other teams (HQ, Finance, Program Implementation teams, Field Coordinators, MEAL team) to ensure that grant concept notes, proposals and reports are timely, high-quality, and responsive to donors’ requirements.  Develop and use program reporting templates that facilitate the acquisition and aggregation of information in programs and assist the program implementation team in timely and accurate reporting to donors.  Support the mission in the information compilation and capitalisation regarding the humanitarian context and reflect it in internal and external reporting.  Keep senior management informed of any projected inabilities to meet contractual obligations, report submission, and significant budget variances. Also, be able to proactively mitigate risks through proposing remedial solutions, such as informing donors or raising timely modification requests or no cost extensions.  Accompany and when needed, train field teams in report writing skills (capacity buidling).

2. Facilitate the analysis of data in liaison with relevant program, technical and MEAL staff in order to inform evidence based concept notes and proposals  Work alongside program, technical and MEAL teams to obtain accurate data and analysis  Use data to contribute to programming decisions that are then reflected in concept notes and proposals

3. Visibility and communication to contribute to the visibility of donors and PUI within the frame of the projects, and ensures the preparation of external communication tools In accordance with the institutional PUI communication policy, and in link with the Communication department in HQ:  Ensure that the information is available to share communication material about PUI programs/activities in Yemen.  Supervise the set up and maintenance of a database of professional photos and videos related to PUI activities and/or beneficiaries.  Prepare success stories for publications on social media

4. Other activities:  Follow up, in collaboration with the DHoM, on funding opportunities, including global/local calls for proposals,  Active role in project kick-off meetings, and in collaboration with the MEAL Manager to after action reviews,  When needed, leads/contributes to the production of short briefs to support management/HQ with their donor relations/donor communications,  Follows up on the humanitarian context in Yemen, through various sources of information including cluster information, and ensures availability of written and updated transcription for external and internal purposes,  Ensure proper filing of all donor documentation (agreements, reports final versions, etc.) and of donors/PUI guidelines and templates. Focus on the immediate priorities Reporting and proposal development: elaboration and follow-up of internal and external reports (verify the information on the PMTs, develop new technical reporting tools, mapping of activities, etc.) and all donor documents (concept notes, proposals, interim and final reports, amendments).

Team management  The Grant & Reporting Officer reports directly to the Deputy Head of Mission for programs, or the Head of Mission in his/her absence.  S/he works in close collaboration with (not exhaustive): Desk Program Officer (HQ/Paris), the Head of Mission, the Administration/Finance & HR Coordinator, the field coordinators, the MEAL Manager and technical team.

TRAINING  BA/S or equivalent in social science,  HEAT or similar program management, international development or other humanities based degree.

PROFESSIONAL EXPERIENCE  Humanitarian  Previous experience in similar position  International including projects  Technical development/implementation, grants writing (concept note and proposal), and the analysis and inclusion of data and M&E for these.  Previous experience in one of the following sectors: health, nutrition, MHPSS, FSL

KNOWLEDGE AND SKILLS  Experience with US, EU and UN donors  Ability to facilitate positive relationships for reporting and proposal requirements with external contacts, including donors.  Previous experience of concept note  Knowledge of the Yemen crisis and and proposal development background/context in order to work with  Experience with qualitative and program teams to contribute to future quantitative data collection and analysis programming development methodologies  Knowledge of basic donor compliance especially for reporting  Ability to produce written communication pieces of success stories and best practice
