Over ten years, through community and social care contracts worth more than £2bn, Virgin Care has become a major player in the NHS but has paid no corporation tax. This prompted Sir Vince Cable to say in 2018: “I would welcome further investigation by the Government of whether they are exploiting loopholes in order to avoid paying their full tax liability.” 2. Virgin Care’s explanation for paying no tax is that it has not made any profit, due to the costs of starting up and growing a new business; it reports an expectation of making a surplus in the future. 3. Virgin Care’s parent is Virgin UK Holdings Ltd, which is a subsidiary of Virgin Group Holdings Ltd, based in the British Virgin Islands, a tax haven, and whose sole shareholder is Sir Richard Branson. 4. Commenting on the structure of the Virgin group, a tax expert (Richard Murphy) commented: “Tax planning is at the very core of their activities. This is the wrong priority for companies working in the state-funded NHS, where the tax contribution everyone makes, including those who supply NHS services, is vital to the continuing health of the nation.” He went on to speculate that the company structure makes it unlikely that Virgin Care will pay any tax in the UK in the foreseeable future. 5.     BIRTHDAY HONOURS 2019 – HIGH AWARDS KNIGHT GRAND CROSS OF THE ORDER OF THE BRITISH EMPIRE (GBE) Sir Michael John Burton QC Michael Burton is the figurehead of the Investigatory Powers Tribunal since its inception in 2000 and has played a pivotal role in the UK’s world leading oversight of its security and intelligence agencies. He is an experienced QC and latterly a judge of the High Court. He has ruled on landmark cases that have had considerable impact on the landscape of investigatory powers. He has adapted the Tribunal to deal with new, wide-ranging counter terrorism powers. As a result of his work, there have been tangible improvements in how authorities operate to ensure that they are working within the law. He founded the Corinne Burton Memorial Trust in 1992 in memory of his late wife and for the past 26 years the Trust has funded art therapy for cancer patients as well as providing support for students wanting to pursue this field. Most notably, he has set up a scholarship fund at Goldsmith’s College, London University which is awarded every year to a student who wishes to study art psychotherapy with a focus on cancer care. As Chair of the Trust, he maintains an active role in its funding projects, outreach activities and strategic direction. This meant that, unlike the television series which were filmed in London, the filming locations would be found in close proximity to the studios on the streets of Borehamwood and the nearby village of Shenley, which is just a couple of miles to the north-east. However, each of the three films did have at least one scene shot away from the Borehamwood area, as will be revealed later. In 1971 came first On the Buses film, which was to use a number of filming locations in Borehamwood and less so in nearby Shenley. The scene where Stan is forced to undergo a test after an accident and has to drive the bus on a skidpan was filmed at London Transport’s facility in Chiswick, West London, which unfortunately closed in 1983 and the site has since been redeveloped. Mutiny on the Buses was also filmed largely in Borehamwood, incorporating locations used in the first film as well as new sites. Shenley was once more chosen as an ideal filming location for certain scenes owing to the quiet, secluded nature of the area.
