HTMi (Singapore) is EduTrust certified r The Private Education Act 2009 and Private Education Regulations 2009 was enacted ” in December 2009. The Private Education Act also establishes the Council for Private Education (CPE) to formulate and oversee the implementation of initiatives to regulate and develop Singapore’s private education sector. This includes the Enhanced Registration Framework and the EduTrust certification scheme. In October 2016, the Council for Private Education was renamed as the Committee for Private Education. Course Application

Applicants can submit their application through our authorized representatives or directly to HTMi (Singapore) via online or email. The application form can be downloaded at https://htmi.sg/application-form

Applicants are required to submit supporting documents such as, not limiting to, academic transcripts, personal statement, passport size photo. Only full, completed application will be processed. Application process for domestic and international students take approximately 1 – 2 weeks and 4 – 8 weeks, respectively.

International students who received the IPA and AFE should strive to report to school (after clearing necessary quarantine procedures) in Week One.

Both domestic and international students are required to bring along original and translated (if applicable) documents for verification on their first day of reporting.

This encompasses passport or NRIC, academic transcripts / qualifications, birth certificate and any other necessary documents. International students will be advised of the Immigration & Checkpoints Authority’s formalities which includes medical check up and student pass collection.

Conditions and Obligations Governing Student Pass Holders

Immigration Act Chapter 133, Security Bond Regulation 21 outlines the conditions and obligations that all student pass holders are to strictly abide by. HTMi (Singapore) students are required to familiarize themselves with these regulations.

The programme is mandatory for all new students. Fee Protection Scheme

HTMi (Singapore) has in place a Fee Protection Scheme (FPS) to protect the paid fees of both local and international students.The FPS serves to protect the student’s course fees in the event that the PEI is unable to continue due to insolvency, and/or regulatory closure. The FPS is compulsory for all students and had appointed Liberty Insurance as our FPS insurance provider. Under the FPS insurance scheme, students’ fees are insured by Liberty Insurance and HTMI (Singapore) shall purchase the insurance within 7 calender days of the course fee payment date in order to protect students’ fees.

Student Code of Conduct

HTMi (Singapore) holds itself to high standards and strive to provide quality education to all our students. To maintain these standards, we have high expectation of our students and will not tolerate bad behavior. HTMi (Singapore) reserve full right to discipline or expel students who exhibit such behaviour.

Attendance, Punctuality and Absences

Attendance at all scheduled activities is mandatory, unless otherwise stated. A student whose attendance falls below 100% of the allocated class hours for a particular module (excluding Medical Leave or alternate valid proof of absence), may be provided up to two verbal warnings and a subsequent final written warning.

If a student fails to attend classes for a continuous period of 7 days or more or has an attendance rate of less than 90% in any month without any valid reason, the student pass is liable for cancellation. Refer to www.ica.gov.sg for details.

Failure to furnish the original MC when requested will be deemed as absent. Please note that it is serious criminal offence to submit fraudulent MCs, which is chargeable under the Penal Code Chapter 224. Only MCs from doctors and dentists with the Singapore Medical Council.

HTMi (Singapore) shall not hesitate to impose serious penalties on students who are found to have perform acts that constitute academic dishonesty. This is not an exhaustive list, but it constitutes the following: • Plagiarism: To steal and pass off (the ideas or words of another) as one’s own, or to us (another’s production) without crediting the source, or present as new and original idea or product derived from an existing source.

• Academic fraud: Cheating during examination or assessment, falsification of data, false citation, contract cheating (students hiring someone else to complete their own academic work) and / or collusion (copying the work of another student or allowing another student to borrow one’s work).

Acceptance of Gifts Alcohol & Drugs

Smoking is strictly prohibited at the Institute premises. Students are only permitted to smoke outside the building at the designated area (yellow box). Students who fail to observe this rule, will be issued with a final warning letter. The legal age for smoking in Singapore is 21 years old.

Students Email Account

HTMi (Singapore) provides every student with an email address. Both academic and non- academic staff regularly communicate with students using the HTMi (Singapore) email network. It is vital for students to know how to use it and check their account regularly. All important messages will be sent via this email. HTMi (Singapore) assumes that such messages to students have been received, read and acted upon (if necessary) when required by a student.

Student Pass for International Students

Student Pass is your primary source of identification during your stay in Singapore. You are required to carry it on you at all times. If you lose your Student’s Pass in Singapore or overseas, you are required to lodge a police report with the Singapore Police and submit this report to Student Services Department. Student Services will then assist you to re-apply for a new pass. You will be required to pay for the charges accordingly.

As a Student Pass holder, please take note of the following: • During the validity period of your Student Pass, you must not engage in any form of employment or attend an industrial attachment / internship programme, whether paid or unpaid, without a valid work pass issued by Ministry of Manpower. • Overstaying is a punishable offence under the Immigration Act. Apply for an extension one month prior to expiry of your Student Pass if you have not completed the course. • Surrender your Student Pass to ICA for cancellation within seven days of the date you complete or terminate your full-time studies, go on leave of absence or withdraw from HTMi (Singapore). Refer to www.ica.gov.sg for details.

HTMi (Singapore) students are strongly encouraged to pursue 6 months of career work experience. Ideally, students should embark on this upon successful completion of Advanced Diploma before the commencement of their Bachelor Degree.

HTMi (Singapore) also conducts regular, informative employability workshops to assist in gaining essential job search skills. This includes interview preparation and resume writing. Support for Students with a disability

HTMi (Singapore) supports and encourage the use of alternative methods of assessment for students with disability. This encompasses situation where the student is unable, because of disability, to undertake assessment in the same manner as other students.

School Activities

Excursions and educational visits are arranged throughout each semester. There are two main types of excursions at HTMi (Singapore):

I. Professional, educational excursions linked to a specific unit which are planned as part of the module taught at HTMi (Singapore) and are aimed at helping students’ development and application of theories studied in class.

II. Outdoor activities or leisure excursions for students bonding sessions and / or increase students’ knowledge of Singapore.

Refund for Withdrawal Due to Non-Delivery of Course:

HTMi Hotel &Tourism Management Institute will notify the Student within three (3) working days upon knowledge of any of the following: (i) It does not commence the Course on the Course Commencement Date; (ii) It terminates the Course before the Course Commencement Date; (iii) It does not complete the Course by the Course Completion Date; (iv) It terminates the Course before the Course Completion Date; It has not ensured that the Student meets the course entry or matriculation requirement as set by the organisation stated in Schedule A of the student contract within any stipulated timeline set by CPE; The Student should be informed in writing of alternative study arrangements (if any), and also be entitled to a refund of the entire Course Fees and Miscellaneous Fees already paid should the Student decide to withdraw, within seven (7) working days of the above notice.

Refund for Withdrawal Due to Other Reasons:

If the Student withdraws from the Course for any reason other than those stated above, HTMi Hotel &Tourism Management Institute will, within seven (7) working days of receiving the Student’s written notice of withdrawal, refund to the Student an amount based on the Refund Table.

Refund During Cooling-Off Period:

HTMi Hotel &Tourism Management Institute will provide the Student with a cooling-off period of seven (7) working days after the date that the Contract has been signed by both parties. The Student will be refunded the highest percentage (stated in Refund Table) of the fees already paid if the Student submits a written notice of withdrawal to the PEI within the cooling-off period, regardless of whether the Student has started the course or not.

Attendance at all scheduled activities is mandatory, unless otherwise stated. A student whose attendance falls below 100% of the allocated class hours for a particular module (excluding Medical Leave or alternate valid proof of absence), may be provided up to two verbal warnings and a subsequent final written warning.

Students who are absent from class due to sickness must inform the student services team either via email [email protected] or phone (6815 4528 OR 8600 8329). A valid medical certificate (MC) shall be submitted on the next reporting day, to the Student Services Department. If a student fails to attend classes for a continuous period of 7 days or more or has an attendance rate of less than 90% in any month without any valid reason, the student pass is liable to be cancelled. Refer to www.ica.gov.sg for details.

Failure to furnish the original MC when requested will be deemed as absent. Please note that it is serious criminal offence to submit fraudulent MCs, which is chargeable under the Penal Code Chapter 224. Only MCs from doctors and dentists registered with the Singapore Medical Council.

Student Contract

All students who accept the placement offer at HTMi (Singapore), must sign a student contract which details the terms and conditions of their enrolment. The terms and conditions are specified by the Committee for Private Education (CPE). HTMi (Singapore) will terminate the contract for students caught breaking the Singapore Law.

Class schedule and academic calendar

All classes are spread over 8 months, which is known as a semester. In a semester, there will be 2 teaching blocks of 16 weeks each. The class schedules for each block will be communicated to the students via:

1. Email to the students’ respective htmi.sg email addresses prior to course commencement 2. The Student Notice Board in the Institute.

Any changes to the schedule due to some unavoidable circumstances will also be communicated accordingly. The classes can vary in terms of days and duration per week, the timetables will be pasted on the Notice Board and also emailed to the students at the beginning of each Block. The format of the timetable will remain the same each week and will be prepared and published on the notice board.

Student to Teacher Ratio

For every class at HTMi (Singapore), the average student to teacher ratio is 25: 1

Course Transfer

A student who requests for an internal course transfer within the HTMi (Singapore) must have their existing contract terminated. A new student contract will be signed based on the procedures for executing student contracts.

A student who transfers from his/her current course to another course within HTMi (Singapore) shall be deemed to have withdrawn from the enrolled course and the Refund Policy shall apply unless as otherwise agreed between HTMi (Singapore) and the Student.

When the transfer of course application is approved, the student will be required to sign a new contract for the new course and apply for a transfer of course with Immigration Checkpoint Authority for a change in Student Visa. Student Services will cancel the current FPS Insurance and purchase new FPS insurance for the new course. Student must meet the entry requirements of the new course and pay the new course fee at the point of transfer.

The student must also fulfil all the admissions criteria of the new course and will be subjected to the HTMi (Singapore) student selection and admission procedures.

20 HTMi (Singapore) Student Handbook Version 1. 2021 Course Withdrawal

Students may withdraw from the course at anytime after course commencement and before completion of course. To withdraw, student sends a dated and signed written notice by email to HTMi (Singapore) stating their request with their particulars, or; Student may obtain a withdrawal form from Student Services. Refund will be carried out in accordance to Refund Policy Table.

Conditions for granting of Transfer and Withdrawal: • All outstanding fees must be settled prior to request for transfer. • Student to fill in Course Withdrawal/Transfer Request Form, including submission of any supporting documents and adhering to the process as stated in the Course Transfer Procedures.

Course Deferment

Students wishing for deferment need to take note of the course completion timeline. Students need to ensure there is sufficient time for completion of their studies within the timeline. Student may apply for deferment of a module in a semester only ONCE and deferment of course is also ONCE only. A decision will be given in writing no later than 4 weeks after the written request is received.

Deferment of a course prior to commencement date or within one month of course commencement, with all fees received (or the portion remaining) will be held for the next course commencement date. A new student contract will be signed, with a new application for Student Pass. In the event deferment is rejected, student can choose to withdraw and any refund of fees will be according to the Refund Table.

Graduation (all courses) and Official Academic Transcripts

All students are provided with course certificate that indicates they have satisfactorily completed the requirements of the course. Academic transcript which details the course, subjects completed and results for each module are also provided.

All students are responsible for checking their own examination time-table and for taking note of important datelines on examination-related matters.

Examination and Coursework: Examination Re-Sit (Applicable to Foundation, Diploma and Advanced Diploma Programme Only) This is applicable to student(s) whom; 1. fail their respective subjects. • Students re-sitting their examination(s) are only permitted to achieve the maximum mark be capped at a pass (60%) according to the subject and year the student is enrolled. • A re-sit fee is required at a cost of SGD $250 (inclusive of GST) and the maximum mark be capped at a pass (60%). • A student who needs to re-sit an examination or coursework assignment must complete the Student Request Form by the stated deadline in the semester in which they intend to re-sit and pay the re-sit fee of SGD $250 (inclusive of GST), per examination subject, to the Academic Department. • Students who do not meet these deadlines may not be permitted to re-sit the examination. All students re-sitting the required examinations should stay in close contact with the lecturers of the subject(s) they have failed, in order to maintain learning support. Note: Only 2 attempts on re-sit, per subject, is permitted. If student(s) still fail after the 2nd re-sit attempt, student(s) will have to retake the subject.

Examination and Coursework: Retaking of Subject (Applicable to Foundation, Diploma and Advanced Diploma Programme Only) This is applicable to student(s) whom; 1. have not permitted to take an examination due to exceeding the permitted number of unapproved absence (will be assessed as fail), 2. fail to attempt an examination subject, without an approved reasonable reason, by the Academic Dean (will be assessed as fail) • Subject condonement (at the end of the final semester) may be allowed at the discretion of the Examination Board, provided the students grade average is above the pass mark for the programme, and there are circumstances that warrant condonement. In order for a grade to be condoned, it must be no more than 5% below the passing mark for that individual subject. Note: • A maximum of two (2) subjects may be condoned in the respective programme (Foundation / Diploma / Advanced Diploma) • Student(s) will not be allowed to progress to the next academic level if they have not fulfilled the criteria to pass at the present level. Arrangements for re-take should be made with the Academic Department.

The Academic Department will release the examination timetable; - 1 month before the scheduled examination week

Release of exam results

Every student will receive their own exam results via their personal HTMi email, one (1) month after the end of the scheduled examination week.

Absence from an exam

Absence If a student fails to take the examination, the student shall be deemed to have failed the course unless the Academic Dean is satisfied that there is good and sufficient reason for the student’s absence from the examination.

Compassionate Leave In the event of death in a student’s immediate family (defined to include parents, grandparent, siblings and spouse), the student may decide whether to proceed with the scheduled examination(s). If the student decides not to take the examination(s), the student has to inform HTMi (Singapore)’s Academic Department immediately.

Leave of absence on compassionate grounds will be granted for absence from any examination(s) within 7 days of the death (starting from the day of the death, inclusive of Saturdays, Sundays and Public Holidays).

The form Application for Compassionate Leave for Examination must be duly filled up, together with a copy of the death certificate, must be submitted to HTMi (Singapore)’s Academic Department, latest by the 2nd working day after the scheduled examination date.

Confidentiality of student data

Personal information of all students shall be handled in accordance with HTMi (Singapore) Privacy Policy (available at “https://htmi.sg/quality-management”). The information may be shared internally or with third parties for administrative and legislative purposes (under the Private Education Act 2009 and the Private Education Regulation 2009).

This includes other academic institutions to verify authenticity of qualifications, fee protection and medical insurance providers. All Government Ministries and associated Statutory Boards are exempted from the Personal Data Protection Act (PDPA).

Student Feedback

HTMi (Singapore) students are strongly encourage to provide feedback on course and quality of lecturer and module taught, school facilities, service standards both at HTMi (Singapore) and from the school representative.

Students may do so at any time either verbally or through writing to Student Services Department and / or to their respective lecturers. Students are also given access to Student Forum, which happens twice per intake, to communicate any areas for improvement.

HTMi (Singapore) aims to resolve all disputes, whether financial or otherwise, involving the school and the students in a just and amicable manner.

Dispute resolution and grievance process shall be activated if the complaints could not be resolved (Section 2.7.1 a) and the dispute resolution shall align with the provision in Private Education Act.

Dispute resolution process is categorized as following • Resolution by a staff member or a team appointed by the Academic Dean • Resolution by the Managing Director / Director • Resolution by reference to a third party like CPE, Small Claims Tribunal.

If internal efforts to resolve dispute fails and/or absence of an acceptable solution, the students may approach CPE’s Student Service Centre for assistance.

Procedures 1. Upon receiving a written dispute by the parent /student stating the nature of dispute, HTMi (Singapore) will acknowledge this letter within 3 working days. 2. The Academic Dean himself or an appointed person by him will investigate the basis of dispute and suggest a resolution with the parent’s or/and student involved. 3. On the instances of the disagreement can’t be resolved, the issue will be bought to the Directors involvement to explore options for an amicable resolution. 4. In the event of disagreement after this stage, HTMi (Singapore) will email stating their options a) Shall advise the parents to either refer the matter to the Student Services Centre at CPE (Dispute resolution scheme) b) Small Claims Tribunal (in case of fee issues). 5. All disputes shall be attempted to be resolved within 21 days of receiving in writing, unless a third-party intervention occurs.

In the event that the Student and the School are unable to resolve a dispute, the student and the school may refer the dispute to the Singapore Mediation Centre or Singapore Institute of Arbitrators through the CPE Student Services Centre for mediation prior to instituting any legal action.

Accommodation and Cost of Living in Singapore

The actual cost of living will vary depending on student individual lifestyle. On average, students can expect to pay SGD 600 – 1300 per month for accommodation and SGD 500 – 1200 for food and transportation. Students have few options to select from when it comes to accommodation. This includes: 1) Public Housing (either room or the whole apartment) 2) Private Housing (either room or the whole apartment) 3) Student Hostels (room) 4) Service Apartment HTMi (Singapore) do not provide accommodation to students.
