In view of the finding, the State Project office of RMSA started the ‘Think it Over’ project which emphasised on processes facilitating the above objectives. The proof of pudding lies in its taste; and relying on this metaphor, the SPO RMSA, in the year 2015-16, decided to conduct a study on the efficacy of the teaching methods being followed in the classrooms. As samples do not always give a correct picture, it was decided to go for census study. Main objectives behind the study were to know and analyse the learning levels of the students of class 9th class in English, Science and Math and to study the difference in achievement level across different spectrum based on area, gender, social groups and summer/winter vacation schools etc. Besides, we also wanted to expose the students to the format of competitive examinations which are mostly based on multiple choice questions given on the OMR sheet. The methodology adopted was consultative and participative in which resource teachers from different schools contributed through preparing various types of questions. The sample question papers thus prepared were distributed through the resource persons and other teachers in individual schools. As the SPO RMSA was conscious of the fact that the learning levels of a sample group will give lopsided results, it deliberately decided to go for a census study. The format for the survey test was designed with the help and guidance of the expert faculties of NCERT. The test was conducted in all the schools on the same day and in order to ensure absolute fairness the School Management Committees sent their representatives to the test venues at the time of conduct of the test. It was for the first time in the history of government schools that all the students of a class were exposed to the method of Multiple Choice questions, the answers to which were to be given on the OMR sheets. The IT team from the State Project office evaluated all the answer sheets at the State HQ and the results and analysis has been brought out in end of February within three months. The results of the test brought out certain interesting facts about the learning levels of the students and their proficiency in dealing with this kind of tests. The results of the test revealed various loopholes in the skills attained by the students. Having known the performance/ learning levels, the next focus area will be to carryout remedial teaching based on the individual student requirement. The teachers of the schools will be taking remedial classes in IX and X as per the school readiness programme already circulated to all the schools/school administrators. In addition the students will also be encouraged to ask more thought provoking questions through the Swyamsidham portal so that the spirit of self-reliant learning can be encouraged. Constant monitoring of the students performance by way of written assessment shall be popularized and teachers shall be motivated to adopt the best practices of schools while preparing the students to board and other competitive exams It is expected that with such innovative methods the learning levels of the students will improve tremendously. Main objectives behind the study were to know and analyse the learning levels of the students of class 9th in English, Science and Math and to study the difference in achievement level across different groups in view of the area, gender, social groups and summer/winter vacation schools in order to take appropriate remedial measures. Besides we also wanted to expose the students to the format of competitive examinations which are mostly based on multiple choice questions given on the OMR sheet. As this was a census study, all the students of 9th class from various government schools of Himachal Pradesh participated. This mammoth task would not have been possible but for the whole hearted support and directions of the our worthy Additional Chief Secretary Education, The Director Higher Education , State Project Director SSA/RMSA, the Deputy Directors and the District Project Officers of SSA/RMS ,coordinators and BRCCs working in different districts. Expressing this gratitude, first of all I am thankful for the consistent support, guidance and cooperation which the State Project Office of RMSA Himachal received from the esteemed faculties of NCERT Survey Division especially Head Dr. Shrikant and Dr. Indrani Bhaduri . Our sincere thanks are also due to those of our resource teachers, who prepared the question papers based on the Swayamsidham philosophy of focusing on inquiry, research, comprehension and application, at very short notice and that also with so much of thoughtfulness. This initiative would not have borne fruit but for the efforts of the heads of institutions and the coordinating teachers who facilitated the smooth conduct of the test and then immediate to and fro transmission of the answer sheets. With deep gratitude we acknowledge the sincere efforts of the members of the School Management Committees who gave their wholehearted support in proper and fair conduct of the test and making the whole effort a success. Sincere thanks to the IT personnel who through their innovative ways helped in ensuring smooth sailing for this ambitious Endeavour. Anima Sharma State Quality Coordinator RMSA 4 | P a g e A Report on State Level Achievement Survey of 9th Class Himachal Pradesh Introduction: The main objective of education especially in the age group of 14-18 is to prepare the individual to face the real life challenges , world of competition and achieving good quality educational outcomes. All the educational qualitative interventions are to be initialized, imparted and judged scientifically & logically. Achieving good quality educational outcomes for all is the dream of all policy makers, educationalists and teacher. Keeping this in view, Himachal Pradesh, conducted a census survey of all the students studying in ninth class, the initial stage of Rashtriya Madhyamic Shiksha Abhiyan, after completion of elementary stage to judge the achievement of various students. This survey has been conducted for the first time in the state. The OMR based test was conducted on 21st November 2015 in three subjects of English, Science & Mathematics. Each subject carried 50 question of one mark each. Development of Tool of Survey As the state wants to focus on the assessments of quality as well as various skills of learning, objectives type question bank to be answered in OMR sheet was prepared by an experienced and diverse group of teachers including heads, lecturers, PGTs and TGTs of the state. These have been working as the members of State Resource Group in different programmes like training, Swayamsidham project and e-content development etc. Dr. Indrani Bhaduri Professor of NCERT was approached to develop and select the items of state achievement survey in a workshop of teachers. The question bank was finalised by NCERT, which provided the constructive guidance and support to the state in the development of the tool on the basis of IRT(Item Response Theory). Objectives of the Survey: The survey was conducted in view of following objectives: 1. To study the achievement level of the students of class 9th class in English, Science and Maths. 2. To study the difference in achievement level with regard to area, gender social group and summer and winter vacation schools. 3. To give exposure to students to face the competitive examination and to attempt multiple choice questions based on different level of learning and to test comprehension and in filling up the OMR sheet. 5 | P a g e 4. Conditioning of all the teachers to focus on development of different level of skills of lower and higher order of learning in students apart from following age old method of rote learning only. 5. To identify the talented students and motivate the high achiever schools. 6. To give the remedial backup to low performers at initial stage of RMSA. 7. To map the training need analysis of teachers. Administration of the Test The question papers were properly sealed at the DIET level by all BRCC's under supervision of District Project Officer and sent to different schools one/two days before tests.
