Dated: Shimla-5, the 6th March, 2019 Subject: - Notification of Pradhan Mantri Fasal Bima Yojna (PMFBY) in Himachal Pradesh for Kharif, 2019 season. Sir, The Government of India, Ministry of Agriculture, Department of Agriculture & Cooperation, Krishi Bhawan, New Delhi vide their letter No. 13015/03/2016-Credit-II dated 25 th April, 2018 has conveyed its Administrative Approval for the implementation of Pradhan Mantri Fasal Bima Yojna (PMFBY) during Kharif, 2019 season. As decided by the State Level Co-ordination Committee on Crop Insurance (SLCCCI) in its meeting held on 5th March, 2019 at 11:30 A.M. under the Chairmanship of the Principal Secretary (Agriculture) to the Govt. of H.P., the Pradhan Mantri Fasal Bima Yojna (PMFBY) will be implemented during Kharif, 2019 season on the following terms & conditions. During Kharif, 2019 season, Maize and Paddy crops will be covered under this scheme. The Agriculture Insurance Company of India Ltd. & The New India Assurance Co. will be the Implementing Agencies (IAs) for Maize and Paddy crops in Cluster-1 and Cluster-II respectively as decided on the basis of Lowest Weighted Average Premium (WAP) as per Operational Guidelines of PMFBY received from the Govt. of India. 1 1. Coverage and Exclusions : Coverage of Risks: Following stages of the crop and risks leading to crop loss are covered under the scheme. I. Prevented Sowing/ Planting Risk - Insured area is prevented from sowing/planting due to deficit rainfall or adverse seasonal conditions. II. Standing Crop (Sowing to Harvesting) - Comprehensive risk insurance is provided to cover yield losses due to non-preventable risks viz. Drought, dry spells, flood, inundation, pests and diseases, landslides, natural fire and lightening, storm, hailstorm, cyclone, typhoon, tempest, hurricane and tornado. III. Post-Harvest Losses - Coverage is available only up to a maximum period of two weeks from the harvesting for those crops which are allowed to dry in cut and spread condition in the field after harvesting against specific perils of Hailstorm, cyclone, cyclonic rains and unseasonal rains (last date by which harvesting should have been done is mentioned in seasonality discipline). IV. Localized Calamities - Loss/damage resulting from occurrence of identified localized risks of Hailstorm, Landslide, Inundation, Cloud Burst, Natural Fire due to lightening affecting isolated farms in the notified area. 2. General Exclusions: Losses arising out of war & nuclear risks, malicious damage & other preventable risks shall be excluded. 3. Coverage of Farmers:- All farmers including sharecroppers and tenant farmers growing the notified crops in the notified area are eligible for coverage. However, farmer should have Insurable interest for the notified/ Insured Crops. The non-loanee farmers are required to submit necessary document evidence of land records prevailing in the State (Records of Right (RoR), Land Possession Certificate (LPC) etc.) and/or applicable/contract/ agreement details/ other documents notified/ permitted by concerned State Govt. (in case of share croppers/tenant farmers). a) Compulsory Component: The scheme would be compulsory to the Loanee farmers availing Seasonal Agricultural Operation (SAO) loans from the Financial Institutions, i.e. Commercial Banks, Cooperative Banks, Regional Rural Banks and Primary Agricultural Co- operatives (PACs) for the insured crops within the stipulated period. b) Voluntary Component: The scheme would be optional for the non-loanee farmers. 2 4. Crops Covered & Insurance Units:- During Kharif, 2019 season, Maize & Paddy crops will be covered in 10 Districts except Kinnaur & Lahaul/Spiti. The Insurance Units will be Tehsil/ Sub-Tehsil which have been annexed at Annexure - “A” & “B” . 5. Cluster formation under PMFBY:- There are 2 Clusters under PMFBY during Kharif, 2019 season which are as under:- Cluster – I : There are four Districts in this Cluster, i.e. Chamba, Hamirpur, Kangra and Una. Cluster – II : There are six Districts in this Cluster, i.e. Bilaspur, Mandi, Kullu, Shimla, Sirmour & Solan. 6. Indemnity Level :- The indemnity levels for Maize and Paddy crops will be @ 90%. 7. Sum Insured:- The sum Insured for both Maize & Paddy Crops will be Rs. 30,000/- per hect. each. 8. Premium Rates & Implementing Agencies:- As per Government of India operational guidelines, Tenders were called from all 18 empanelled Insurance Companies upto 20 th Feb, 2019 which were opened and finalized on 21 st Feb, 2019. Subsidy on Premium:- Maximum Insurance Charges payable by the farmer for the cereal crops to be covered during Kharif, 2019 season would be 2% of Sum Insured or Actuarial Rate, whichever is less. The difference between actuarial premium rate and the rate of Insurance charges payable by farmers shall be treated as Rate of Normal premium Subsidy, which shall be shared equally by Centre and State Governments. 10. Claim Settlement : Insurance Company shall take all necessary steps to take appropriate re-insurance cover for their portfolio in order to safeguard insured’s interest. The liability of payment of all claims shall be of the concerned IAs. However, in case premium to claim ratio exceeds 1:3.5 or percentage of claims to sum Insured exceeds 35%, whichever is higher at the National Level in a Crop Season, the Govt. will provide protection to Implementing Agencies (IAs). The losses exceeding the above mentioned level in the crop season would be met by the Central Govt. and the concerned State/UT Govts. on 50:50 basis. 11 . Seasonality Discipline : The cut -off date is uniform for loanee and non-loanee cultivators. The Seasonality Discipline of PMFBY for Kharif, 2019 seasons is as under : Kharif, 2019 season :- S.N. Assessment of loss/ shortfall in yield:- a) Crop Cutting Experiments : State shall maintain a single series of crop cutting experiments, i.e same set of CCEs and yield estimates are used both for crop production estimates and Crop Insurance. In instances, where required number of Crop Cutting Experiments could not be conducted due to non-availability of adequate cropped area, the yield estimates for such insurance unit area can be generated by using methods as (i) Clubbing with neighboring/ contagious units or (ii) adopting yield estimates of next higher units or (iii) adopting the yield of neighboring insurance units with maximum correlation.
