Peter Catterall Queen Mary, University of London MACMILLAN AND EUROPE, 1950-1956 1 The Cold War, the American Context and the British Approach to European Integration Much of the work which has so far appeared on Harold Macmillan’s attitude towards European integration has focused, understandably, on the period 1957-1963.2 This, after all, was the period during which Macmillan, as Prime Minister, moved from the expedient alternative of the Free Trade Area to the failed entry negotiations of 1961-1963. Work on the period up to 1957, in con- trast, has tended to be more sketchy and superficial. Its basic tone is summed up in Richard Lamb’s comment that Macmillan was “not consistent.”3 Hugo Young, more acerbically, refers to “a mixture of contradictions.”4 Nevertheless, this view would certainly seem to be supported by a cur- sory glance at the Macmillan record in these years. On the one hand Mac- millan was an enthusiastic participant in the Council of Europe from its creation in 1949 until his entry to government in 1951 made further involve- ment impossible, leading the Conservative delegation to Strasbourg in 1950 and 1951. After his appointment as Foreign Secretary in 1955 he complained in his diary: “The F.O. (so strong is tradition) is—from the time of Ernest Bevin and Eden—hostile to the European movement—as a Churchill stunt! I keep trying to persuade them that I favour it—as one of its founders!”5 Yet, on the other hand, many historians seem to have taken the view that this self-ident- ification was more apparent than real. Macmillan has been universally con- demned as having spent the rest of 1955 trying to sabotage the Messina negotiations and the Spaak committee that paved the way for the Treaty of Rome. Some have even portrayed him as consistently hostile to the European Defence Community.6 1. Cercles 5 (2002) / 94 Even those who have appreciated his early advocacy of a European Army have tended to imply that such enthusiasm was buried under growing Germanophobia as the 1950s wore on [Young 113-114]. Macmillan’s Cabinet memoranda can prove a fertile source for such interpretations, not least the anxieties he expressed in March 1953: “Are we really sure that we want to see a Six Power Federal Europe, with a common army, a common iron and steel industry (Schuman Plan) ending with a common currency and monetary pol- icy?”7 All of this, he feared, threatened to hand to Germany “on a plate what we have fought two world wars to prevent.”8 The resulting historiographical tone is neatly summarised in the title of Martin Schaad’s recent book, Bullying Bonn.9 To be fair to Schaad, he does not, however, emphasise British anxieties about Germany and geopolitics. His fo- cus instead is on the extent to which Germany was seen, particularly after the normalisation of relations with the Federal Republic by 1955, as a means of le- veraging British ends in Europe. In Macmillan’s papers in 1960-1961 that pav- ed the way for the entry negotiations, for instance, a divergence between de Gaulle and Adenauer was seen as offering an opportunity for Britain.10 Whilst historians have disagreed, however, about the degree of cordiality in Macmillan’s relationship with Adenauer,11 all have tended to portray it as ins- trumental and ineffective. In Macmillan’s account, Adenauer’s approach to European integration was, however, no less instrumental. During Macmillan’s 1957 visit to Germany the Chancellor apparently told him “I don’t want us to get strong again too quickly […] I see great dangers ahead. That is why I yearn so for Eu- ropean unity and (in view of France’s weakness) for British participation.” [HMD: 12 May 1957] At the same time, as Young acknowledges [Young 114], the European idea in the 1950s was in any case far from crystallised. What form Europe should take, and to what purpose, remained a matter of debate. Even those 6. Peter Catterall / 95 who agreed upon objectives did not necessarily agree upon the means. Fur- thermore, as Alan Milward has demonstrated,12 there was a clear instrumen- tality to the approach taken to European integration by all players. In an arena of competitive negotiation, this was, of course, always likely. Macmillan, Monnet, Spaak and others all had to articulate their positions against each other, react to different initiatives and cope with countervailing domestic pressures. After all, European ideas had to explained and promoted to natio- nal audiences who, as Spaak admitted, frequently had little grasp of the issues so avidly discussed by what was in many ways “an intellectual movement of the few.”[HMD: 26 October 1952] This was not the least reason why schemes such as the Schuman Plan or the European Army went through various itera- tions. Accordingly, even if Macmillan did shift his ground on these issues, which is a matter of debate, it does not prove that he was as inconsistent in his approach to European integration as has been claimed. This paper seeks to test this prevailing orthodoxy by looking in parti- cular at Macmillan’s involvement in the Council of Europe 1949-1951, and his reactions to the successive challenges of the European Army idea, the Schu- man Plan and the Common Market proposals. In the process it is hoped that it will provide a fuller analysis than any hitherto of how Macmillan’s thinking on European integration developed in the period up to his entry to 10 Down- ing Street. The Council of Europe In many ways Macmillan was an ideal delegate to the Council of Europe As- sembly. He spoke French fluently, and enjoyed friendships with many conti- nental politicians, particularly French and Italian, dating back to his time as Minister Resident in North West Africa in 1942-1945. As he acknowledged, I like foreigners; I like listening to their speeches; and I am beginning to under- stand, after a good many years of experience, their way of thinking. I find their speeches much more interesting and witty than those I have to listen to in the House of Commons. Their method of thought is at least logical. They try to arg- ue a case, where we are content with mere assertions. Apart from these person- al predilections, I must also admit that I like the life at Strasbourg. [HMD: 15 May 1951] From his diaries it is clear that he relished the polyglot manoeuverings for po- litical advantage in an assembly which had yet to acquire the rigid political divisions of the British Parliament. [HMD: 18 November 1950] This passage points to three components of Macmillan’s thinking on Europe. Firstly, Macmillan did have clear and practical objectives. To achieve these the Council of Europe did not necessarily prove a perfect vehicle. But that some of Macmillan’s ambitions were frustrated, requiring adjustment, does not de- monstrate inconsistency. As he noted when returning to the Council as For- eign Secretary, It’s fun to be back in Strasbourg, where I spent so many weeks 6 years ago, with Churchill, Sandys, Maxwell-Fyfe, and all the rest; in the early formation years of the European movement.

Hugh Dalton described how ‘That first sensa- tion, tingling and triumphant, was of a new society to be built. There was exhilaration among us, joy and hope, determination and confi- dence. We felt exalted, dedication, walking on air, walking with destiny.’1 Dalton followed this by aiding Herbert Morrison in an attempt to replace Attlee as leader of the PLP.2 This was foiled by the bulky protection of Bevin, outraged at their plotting and disloyalty. Bevin apparently hated Morrison, and thought of him as ‘a scheming little bastard’.3 Certainly he thought Morrison’s conduct in the past had been ‘devious and unreliable’.4 It was to be particularly irksome for Bevin that it was Morrison who eventually replaced him as Foreign Secretary in 1951. The Attlee government not only generated great excitement on the left at the time, but since has also attracted more attention from academics than any other period of Labour history. Foreign policy is a case in point. The foreign policy of the Attlee government is attractive to study because it spans so many politically and historically significant issues. To start with, this period was unique in that it was the first time that there was a majority Labour government in British political history, with a clear mandate and programme of reform. Whereas the two minority Labour governments of the inter-war period had had to rely on support from the Liberals to pass legislation, this time Labour had power as well as office.

    Britain and Europe ROBERT COOPER Forty years after Britain joined Europe both have changed, mostly for the better. This story does not, however, begin in 1972 when the negotiations finished and were ratified by parliament, nor in 1973 when the UK took its place at the Council table as a full member, but ten years before with the first British application and the veto by General de Gaulle. Sometimes, going further back still, it is suggested that if Ernest Bevin’s ideas for West European cooperation had been pursued,1 or if Britain had decided to join talks on the Schuman Plan,2 or to take the Spaak Committee seriously,3 things might have been different. But the truth is there was no Robert Schuman or Jean Monnet in Britain, and no readiness to think in radically new terms. Had the UK been present at the negotiations that led to the European Coal and Steel Community, the outcome for Britain would probably still have been the same, precisely because the vision was lacking. The decision on the Schuman Plan was a close-run thing—the idea of planning for heavy industry being in accordance with the ideas of the Labour government. But British ideas were very different from those of the French or the Americans, who were thinking in terms of supranational bodies—indeed, for Monnet this was a cardinal point. His approach was supported by the Benelux countries, which were already setting up their own customs union. Bevin had an ambition to lead Europe, but it is not clear where he wanted to take it.

    P R O F I L E Clement Attlee was born on 3 January 1883 in Putney, the seventh of eight children. His father, Henry Attlee, was a solicitor and senior partner in the firm of Druces and Attlee, whose offices were in the Middle Temple. After being home-schooled, Attlee was educated at the preparatory school Northaw Place and then Haileybury College, both in Hertfordshire. At Haileybury, which had a strong military ethos, Attlee became an enthusiastic member of the Volunteer Rifle Corps. After leaving Haileybury in 1901 Attlee went on to University College, Oxford, where he studied Modern History. He specialised in Italian and Renaissance history and graduated in 1904 with a second-class degree. After leaving Oxford Attlee followed in his father’s footsteps and entered the legal profession, although without any great enthusiasm for it. He had been admitted to the Inner Temple on 30 January 1904, and in the autumn of that year entered the Lincoln’s Inn chambers of Sir Philip Gregory. His father’s connections meant he had already C L E M E N T dined at the Inner Temple; he was called to the Bar in March 1906. In October 1905, Attlee accompanied his brother Laurence to the A T T L E E Haileybury Club, a club in Stepney, East London for working-class boys, run by former Haileybury College pupils. Included in the party were officials of local antiquarian societies, civil servants, businessmen, and newspaper reporters. In the midst was the Cabinet minister from Whitehall: a large-framed seventy-year-old man, with white hair and ruddy face adorned by mutton-chop whiskers, attired in an old alpaca suit and bowler hat. Instantly recognized wherever he went, he possessed an unmistakable ringing voice, in which he greeted everyone as his friend. At Housesteads, the official retinue stopped to concentrate on the silent stones. Characteristically, the minister conversed warmly with the eighty-one-year-old keeper of the fortification, Thomas Thompson, before pondering the moral and political dilemma revealed by the threat of extensive quarrying to the Roman Wall. As the Cabinet minister in the second Labour government responsible for national monuments and historic sites, George Lansbury was steeped in British his- tory. However, he recognized that , tons of quarried stone provided the pos- sibility of permanent employment in a region blighted by the inter-war Depression, but only at the expense of one of the most striking and beautiful stretches of the ancient monument.1 In Britain today, George Lansbury is probably remembered best, not as the First Commissioner of Works, but as the humanitarian and Christian pacifist leader of the Labour Party, apparently out of touch with the realpolitik of European affairs in the s.

ZEBEL Mr. Zebel is a professor at Rutgers University, Newark N THE autumn of 1942, Allied forces operating under Dwight Eisenhower's direction invaded French North Africa. Because of Iunanticipated developments, the American general and his military and political advisers found themselves cooperating closely with Ad- miral Jean Darlan and other reputedly fascist officials2—this in seem- ingly flagrant disregard of the idealistic war aims announced in the Atlantic Charter and the Declaration of the United Nations. The reac- tion to this strange and distasteful collaboration was a public uproar in liberal circles in the United States and a greater, more general, and more sustained wave of protest in Britain. British cabinet ministers, for moral and less altruistic reasons, likewise expressed their deep concern. Dissatisfaction was most profound among those dissident Frenchmen, notably General Charles de Gaulle, who remained at war against the Axis. Then, about six weeks later, the public indignation subsided when Darlan was replaced by a more reputable but ineffectual leader, General Henri Giraud. But the diplomatic controversies which had erupted over North African policies were not really eased until Washington agreed to the appointment of the future Prime Minister Harold Macmillan as the new British representative at Eisenhower's headquarters to share more fully in the political decision-making with the Americans. I discussed, in particular, the Welfare State, which was instituted by the Attlee Government, completing reforms of earlier governments: the Liberals, before the First World War, and then the wartime Coalition. I now want to discuss the other elements of the settlement. The second element was a belief in planning, which was a great contrast to the end of the First World War, when planning and nationalisation had rapidly been succeeded by de-control. The Labour Party, in its 1945 Manifesto, called “Let us Face the Future”, said that it would plan “from the ground up”. Herbert Morrison, Leader of the House of Commons, said in 1946 that, “planning, as it is now taking shape in this country under our eyes, is something new and constructively revolutionary, which will be regarded in times to come as a contribution to civilisation as vital and distinctively British as parliamentary democracy and the rule of law.” But what did planning mean? During the War, of course, goods had been allocated by a policy of rationing, which is what some members of the Labour Party believed in by “planning”. One economic advisor wrote in his diary: “I fear that Cripps [Sir Stafford Cripps, President of the Board of Trade and then Chancellor in the Labour Government] wants a detailed economic plan in the sense of a statement of exactly how many shirts, how many pairs of boots and shoes, etc., we should produce over each of the next five years.

The essay in question is about the currently contentious subject of intervention by a state in the internal affairs of another state, and I shall return to it later. But I begin by quoting Himmelfarb’s remark because, though it was written nearly half a century ago and much has happened since, it is still true: the connection between foreign policy and morality remains ‘a subject much wanting in thought’. It is not, of course, wanting in words or assertions. The intense debate about Iraq and American foreign policy over the last three years has mainly been a moral debate. We have read and heard millions of words on such matters as a ‘Manichean’ global contest between good and evil, the impropriety of trying to remain neutral in that conflict, the moral authority of the United Nations and ‘the international community’, the right and wrong of the pre-emptive use of force and intervention in the internal affairs of sovereign states, ‘exporting democracy’ and democratic governments deliberately misleading—that is lying to—their citizens.

The preeminent Western European power in 1945, Britain stayed aloof instead of taking the leadership of the emerging European communities in the first 10 years after the war. By thoroughly examining the pivotal post-war decade, this thesis will argue that staying outside of these earliest post-war European communities severely damaged the United Kingdom both politically and economically. In particular, it will argue that Britain’s deep attachment to the Commonwealth of Nations – and specifically the relationship with the ‘old dominions’ of Australia, Canada and New Zealand – played the vital role in binding the hands of British leaders who were straddling the fine line between the old Commonwealth connections and the attempted new closer relations with Western Europe.
