2020/21 ● No. 8 ● April 2021 April Discussion Groups To Focus on the County’s Climate Action Plan Forty years ago, scientists predicted that greenhouse gases (GHG) would warm the planet and soon change the climate. Today, the gases pose a threat to human society and all ecosystems. Spurred on by the Montgomery County Council’s Emergency Climate Mobilization Resolution, the County’s Climate Action Plan (CAP) sets ambitious countywide greenhouse gas emis- sions reduction goals to cut greenhouse gases 80% by 2027 and 100% by 2035. The Plan identifies the County’s major sources of GHG emissions – energy generation, transportation and private buildings. It lays out actions to reduce GHG emissions in these sectors and provides a pathway to achieve its climate change goals. At the April discussion groups, the conversation will be on what Montgomery County has done to date on this issue and where it is in the process of finalizing its first Climate Action Plan. Attendees will have the opportunity to get into the weeds on what the county is doing in the area of climate change. The 2018 concept of developing a CAP has resulted in two extensive county reports so far, with public comments on the second one now undergoing evaluation. Ms. Antoine has diligently monitored and spoken out for the protection and expansion of voting rights during the 2021 Maryland legislative session, which will end April 12. She will review some of the bills that were introduced to expand voting rights and some that were intended to limit voting rights. Ms. Antoine will talk about the successes during the 2021 legislative session and the work that still needs to be done to improve and expand voting. Ms. McLaughlin will give a look behind the scenes of the 2020 primary and general elections. What challenges did the Board of Elections have to meet in the midst of COVID? Update on Local and State Redistricting LWVMD testified in favor of bills to strengthen the standards used for drawing district maps for both state legislative districts and congressional districts, although they are not expected to advance in the General Assembly. The Maryland State Redistricting Commission had been expected to announce the full membership on Friday,

March 12 (see: https://redistricting.maryland.gov), but has now said it may be delayed. They have confirmed they will be subject to the Open Meetings Act (which itself may be strengthened by pending legislation in the MGA). The Montgomery County Redistricting Commission held its first two meetings to get themselves organized and up to speed on the legal requirements for the redistricting process. They plan to have most subsequent meetings on the second Wednesday of the month at 5 p.m., which are live-streamed and available for viewing (example from the most recent meeting): https://www.facebook.com/MontgomeryCountyMdCouncil/videos/183741016891376/ Both commissions welcome input from the public. The League, with our partners (Common Cause and hopefully others) will be sponsoring state-wide, and county by county outreach and education activities.
