The Power of Democratic Cooperation The Power of Ajin Choi Democratic Cooperation The inºuence of de- mocracy on foreign policy and world politics is one of the most hotly debated issues in the ªeld of international relations. The proposition that democracies are better equipped to win in war is no different in this respect: It is a provoca- tive thesis that contrasts sharply with some well-received theories of interna- tional politics. In his article “Democracy and Victory: Why Regime Type Hardly Matters,” Michael Desch raises several challenges to this proposition.1 He critiques the empirical methodologies, theoretical explanations, and histori- cal evidence that some scholars say explain democratic victory in war and concludes that, in the end, democracy has “no particular advantages or dis- advantages” (p. 8).2 In examining ªve causal mechanisms offered by “democratic triumphalists” to support the military effectiveness of democracy, Desch argues that “none of them is logically compelling or has much empirical support” (p. 25). In this ar- ticle I do not attempt to respond to all the points Desch raises. Instead I focus on one of his critiques—namely, whether democratic allies can be more effec- tive than nondemocratic allies in wartime and whether they are more likely to achieve victory. My goal is twofold: ªrst, to offer an alternative theoretical ex- planation for the relationship between alliance behavior, the role of domestic political institutions, and their effect on war performance to explanations that Desch attributes to democratic triumphalists; and second, to provide quantita- Ajin Choi is a lecturer in the Department of Political Science at Yonsei University in Seoul, South Korea. -

The passed Act is amended over the years to monitor new forms of interstate transportation, such as buses and trucks. September Hull House opens Jane Addams establishes Hull House in Chicago as a 1889 in Chicago “settlement house” for the needy. Addams and her colleagues, such as Florence Kelley, dedicate themselves to safe housing in the inner city, and call on lawmakers to bring about reforms: ending child labor, instituting better factory working conditions, and compulsory education. In 1931, Addams is awarded the Nobel Peace Prize. November “White Caps” Led by Juan Jose Herrerra, the “White Caps” (Las Gorras 1889 released from Blancas) protest big business’s monopolization of land and prison resources in the New Mexico territory by destroying cattlemen’s fences. Terrell, Dean of the Robert B. Toulouse School of Graduate Studies Caernarven-Smith, Patricia. Gladstone and the Bank of England: A Study in Mid- Victorian Finance, 1833-1866. Master of Arts (History), May 2007, 378 pp., 11 tables, bibliography, 275 titles. The topic of this thesis is the confrontations between William Gladstone and the Bank of England. These confrontations have remained a mystery to authors who noted them, but have generally been ignored by others. This thesis demonstrates that Gladstone’s measures taken against the Bank were reasonable, intelligent, and important for the development of nineteenth-century British government finance. To accomplish this task, this thesis refutes the opinions of three twentieth-century authors who have claimed that many of Gladstone’s measures, as well as his reading, were irrational, ridiculous, and impolitic. My primary sources include the Gladstone Diaries, with special attention to a little-used source, Volume 14, the indexes to the Diaries. The day-to-day Diaries and the indexes show how much Gladstone read about financial matters, and suggest that his actions were based to a large extent upon his reading. In addition, I have used Hansard’s Parliamentary Debates and nineteenth-century periodicals and books on banking and finance to understand the political and economic debates of the time. -

This study addresses this gap using Social Movement Theory, which sees social change as a complex process involving various Tibetan social groups and external reformers, the Communist Party of China (CPC). This approach was applied by comparing recruitment and mobilization efforts of several key internal and external reform movements in 20th century Tibetan history. Findings include that internal reform failures can be explained by their narrow social and geographic basis and limited mass appeal. Moreover, initial CPC reforms succeeded through recruitment and mobilization across Tibetan regions and social groupings. Subsequent reforms failed due to decreased attention to recruitment and mass mobilization of Tibetans. A major implication of the study is that understanding social reform in today‟s Tibet requires a SM Theory approach, which currently is lacking among scholars of the Tibetan question and political representatives of both sides. iii Acknowledgements While finishing this work, I thought it is not enough simply to say thanks because the support of many people are behind this research such as family, professors, helpers, and all the people whose work is related to this work. -

Although he had a career with Google, Ghonim’s aspiration was to liberate his country from Hosni Mubarak’s dictatorship and bring democracy to Egypt. Wael became a cyber activist and worked on prodemocracy websites. He created a Facebook page in 2010 called “We are all Khaled Said,” named after a young businessman who police dragged from an Internet café and beat to death after Said exposed police corruption online. Through the posting of videos, photos, and news stories, the Facebook page rapidly became one of Egypt’s most popular activist social media outlets, with hundreds of thousands of followers (BBC 2011, 2014; CBS News 2011). An uprising in nearby Tunisia began in December 2010 and forced out its corrupt leader on January 14, 2011. This inspired the thirty-year-old Ghonim to launch Egypt’s own revolution. He requested through the Facebook page that all of his followers tell as many people as possible to stage protests for democracy and against tyranny, corruption, torture, and unemployment on January 25, 2011. -

Much of the impetus for fundamental reform in Czechoslovakia in the 1960s came from the intelligentsia, yet much of this same intelligentsia had, as we shall see below, helped bring a Stalinist regime to power a mere two decades earlier. The ideological odyssey of the Czechoslovakian intelligentsia — or, at least, its dominant left-wing component — from orthodox Communism to reform Communism is thus an integral part of the story of the Prague Spring. As one of many instances where intellectuals have clashed with Communist Party authorities, the Czechoslovakian case raises broader issues about the politics of the intelligentsia in state socialist societies. Yet it should be emphasized at the outset that most of the intellectuals active in the Prague Spring were themselves members of the Communist Party of Czechoslovakia (hereafter referred to as the CPC) and remained faithful to the ideals of socialism. -

Mbaye University of North Carolina-Chapel Hill University of West Georgia VU Amsterdam Hyung Min Kim Inha University This article builds on social movement theory to explain ideological variation among socialist, social democratic, and labor parties across 18 countries in the early twentieth century. We propose a causal argument connecting (1) the political emergence of the bourgeoisie and its middle-class allies to (2) the political space for labor unions and working-class parties, which (3) provided a setting for internal pressures and external opportunities that shaped socialist party ideology. Combining quantitative analysis and case studies, we find that the timing of civil liberties and the strength of socialist links with labor unions were decisive for reformism or radicalism.
