In his message, Mr. Bahuguna said that all have to take steps to eradicate social evils. He said that teachings of Lord Sri Krishna in Bhagvad Geeta were relevant even today. He said that all should follow the teachings and contribute towards the prosperity of the State. Press Note Dehradun, 9 August, 2012: Nehru Yuva Kendra Sangathan has donated relief material for disaster hit people of Uttarkashi. Vice President of NYKS BP Singh and Director, Uttarakhand Zone, NYKS, AP Ghildiyal called on Chief Minister Vijay Bahuguna in this regard on Thursday. The Office Bearers of NYKS said that the Sangathan members of both national and Uttarakhand chapters would donate their one day salary to Relief Fund. The Sangathan is also providing tents, sleeping bags, stoves, flour, rice, pulses and sugar for 700 people to District Administration. They said that the members had been asked to render their services in relief works. Also present on the occasion were Congress State General Secretary Vijay Saraswat and Mahant Vinay Saraswat. Press Note Dehradun, 9 August, 2012: The State Government has decided to totally waive off Mountaineering fee, merge Garhwal Mandal Vikas Nigam and Kumaon Mandal Vikas Nigam under one unit, prepare action plan for better arrangement of public lavatories in main tourist spots including Char Dham Yatra and explore possibility of operating guest houses of PWD, Irrigation and other government departments in PPP mode. Decision to this affect was taken in the review meeting of Tourism Department chaired by Chief Minister Vijay Bahuguna at Secretariat on Thursday. Decision was also taken to increase grant for Veer Chandra Singh Garhwali Paryatan Rojgar Yojna from existing 25 percent to 33 percent or from existing Rs. 10 lakh to Rs, 15 lakh whichever is minimum. Mr. Bahuguna said that the Centre had sanctioned Rs. 160 crore for tourism development in Uttarakhand, tender for ropeways at Yamunotri-Jankichatti and Purnagiri-Chulighat had been received, while, 16 other places had been identified for ropeway. Chief Minister Bahuguna observed that for betterment of tourism activities, it was necessary to bring GMVN and KMVN under single unit. He said the single entity would ensure a single brand for Uttarakhand Tourism and enhance its popularity. Noting pathetic condition of guest houses of both the Corporations, he directed the officers to explore possibility of operating them in PPP mode for welfare of the workers and asked them to bring the proposal in the Cabinet. Underlining Uttarakhand’s vast tourism potential, Mr. Bahuguna laid emphasis on simplifying the investment process to encourage more investors in this sector. He stressed on slating time frame for the execution of process. To encourage Rafting and other adventure activities, Mr. Bahuguna advocated integrated tax collection system and directed the officers to bring proposal of Beach Camping Policy in the Cabinet. The Chief Minister said that the government would consider bringing the proposed Eco-Tourism Board under Tourism Department. He said that arrangements would also be made for the proper training to tourist guides. Mr. Bahuguna directed the officers to maintain high sanitation standard at Char Dham, Hemkund Sahib, Piran Kaliyar, and other tourist places. Bio-degradable toilets would be constructed at Kedarnath route and master plan prepared to construct lavatories at Char Dham routes under which high standard toilets would be constructed in every 10 to 15 km distance for which budget of Rs. 24 crore had been proposed. Mr. Bahuguna directed the officers to organize Tourism Mart at New Delhi and invite prominent travel agents of the country in the Mart. The meeting was attended by Tourism Minister Amrita Rawat, Chief Secretary Alok Kumar Jain, Principal Secretaries DK Kotia, M Ramaswami, Rakesh Sharma, S Raju; Secretaries RadhaRaturi, Dr. SS Sandhu, Dr. Umakant Panwar, Surendra Singh Rawat; Additional Secretaries Dilip Jawalkar, Nidhi Pandey and other senior officers. He said that people who divide the society on the basis of caste, religion and community could not be friends. He said that dignity ought to be maintained in the party organization by all. Mr. Bahuguna said “The people around you who tell you about your shortcomings are your real friends”. He said that though his birthplace was Allahabad his ‘Karmbhumi’ was Uttarakhand. Irrigation Minister Yashpal Arya said that late Hemvati Nandan Bahuguna was a man of vision and was good policy maker and administrator.

    Government of Uttarakhand Information and Public Relations Department Media Center secretariat Press Note New Delhi /Dehradun; 25rd Nov,2013 : The Chief Minister, Vijay Bahuguna, attended the 33rd Indian International Trade Fair on the occasion of Uttarakhand Day organised at Pragati Maidan in New Delhi today. A cultural evening was held to mark the occasion. Several artists from Uttarakhand performed at the cultural evening organized at the Lal Chowk Theatre. The audience witnessed the rich and historic culture of Uttarakhand through the performances held today. This event was held by the Industrial Department with the help of the state’s cultural department. During his visit, the CM also went around the Uttarakhand Pavilion at the trade fair and took information about the products on display. At the pavilion, there are 50 stalls of handicraft, 23 of food items and 22 of business stalls in hall number 6. The products of the state have received great appreciation at the international trade fair and thus have done good business. Exhibitors have received several enquiries and orders. This year the attraction of the fair were the mementoes produced by the Uttarakhand Handicraft Department. These have been developed with the help of the Uttarakhand Small & Medium Scale Industries Department along with the National Institute of Design, Ahmedabad. NID has made an effort to develop the state’s handicraft industry according to the market demand and turn it into a source of employment. Thus, new designs of candles are being developed in Tamra Shilp at Bageshwar, Ulan and Ringal Shilp at Uttarkashi, Aipan at Almora and Nainital districts.

One would have thought that the BJP would be different but as Arunachal Pradesh, and now Uttarakhand , shows nothing has changed. It is surprising that even the former Chief Minister Vijay Bahuguna has joined the dissident camp. It is the turn of Uttarakhand now to face the devious game being played by the Centre to dethrone a democratically elected government. In this the BJP is proving itself to be a party with “no difference” when it comes to the question of dealing with non-BJP governments. Such ugly political games bring disrepute to the system of democracy. The political crisis in Uttarakhand continued over the weekend, as Governor K.K. Paul gave Chief Minister Harish Rawat of the Congress a deadline of March 28 to prove his majority in Assembly. Congress government in Uttarakhand led by Harish Rawat plunged into a crisis with nine party MLAs turning rebels and opposition BJP approaching the Governor staking claim to form the government. The Governor's directive to Rawat came even as BJP, claiming majority with support of nine rebel Congress MLAs in the 70-member Assembly, stepped up efforts to form its government, contending that the Rawat ministry has been reduced to a minority. According to Assembly Speaker Govind Singh Kunjwal the anti-defection Topic law is in place and whoever is found guilty of violating it will have to be acted against.

    Uttarakhand: The Golden Combination of Cheap Energy and a Large Industrial Base Working Paper Mapping Power Project Jonathan Balls June 2017 Project Overview This working paper was written as part of a collaborative research project, Mapping Power, which aims to provide a state-level analysis of India’s electricity governance. The project is coordinated by Sunila S. Kale (University of Washington, Seattle), Navroz K. Dubash (Centre for Policy Research), and Ranjit Bharvirkar (Regulatory Assistance Project), and carried out by a team of 12 researchers. The research explores the views and perspectives of various stakeholders and organizations in each state and how they will be affected by new initiatives in India’s electricity sector, as well as the forces and constraints that shape decision-making in electricity governance. Using data from qualitative interviews with key informants buttressed by quantitative data, the research team covered 15 states as part of the analysis: Andhra Pradesh, Bihar, Delhi, Gujarat, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttarakhand, Uttar Pradesh, and West Bengal.     5 When the Floods Came Water, rock, and mud descended on Kedarnath twice, first in the evening of June 16, 2013, and then in the morning around seven on June 17, 2013. Those hours are in fundamental ways beyond discursive reach. But we can try to gather fragments, as have dozens of video documentaries, hundreds of journalist accounts, and thousands of Facebook posts. In a fragmentary way, it is possible to say that Kedarnath remained, during and after the flooding, a place that resisted human control and a place marked by a relatively high level of shared experience across diverse social, economic, and cultural subjectivities. It remained a zone of transi- tion to the beyond-human, a vanishing point relative to human frameworks of understanding and control. It remained a place characterized by the enmeshing of the divine and the natural. The floods came as a surprise and a rupture, but also, given their Himalayan location, they were not a surprise and they were not a rupture. I embark on the description of this event with the concept of “border situation” in mind as it is discussed by anthropologist Michael Jackson in his work The Palm at the End of the Mind. Jackson (2009, xii), as part of a broader engagement with the question of the putative cultural universality of something called “religious experience,” found himself focusing on “critical situations in life where we come up against the limits of language, the limits of our strength, the limits of our knowledge, yet are sometimes thrown open to new ways of understanding our being-in-the-world, news ways of connecting with others.” He was drawn to the term situation and its use in compounds like limit situation (from Karl Jaspers) and frontier situation (from Theodor Adorno) because the concept of situation is an “existential” concept that engages experiences of being-in-the-world in a way 145 146 When the Floods Came that does not reduce those experiences to either “political economy” or “religious belief or doctrine” (Jackson 2009, xii).

Chief Minister Bahuguna congratulating them said that they were working for a noble cause and assured them to extend all possible help from state government’s side. Chief Minister said that there was lot to be done in the field of plastic surgery and all those dedicating their services to this field deserved appreciation. He said that it would be an endeavour of the state government to ensure availability of all those equipments used in the plastic surgery in all government hospitals. He advocated organizing medical camps in remote places so that people there could avail of benefits of these camps. Chief Minister presented citation letters to Dr. Erric Mony, Dr. Deb Russi, Dr. John Pata, Dr. Annie Disnmore, Caroline Parskin and Jessica Cosco. Jaykrishna Bhaktavatsala, Country Director of Research International Centre said that the Organization had organized medical camps in all over the country in which patients with burn injuries and deformation were being treated through plastic surgery. I focus on the circulation of competing discourses about change on the sacred Hindu river, the emergence of actors and movements that address the Ganga’s management, and the transformation of actor subjectivities. I especially emphasize the meanings that people produce about a river that some fear could ‘disappear’ due to the projected impacts of hydroelectric development and upstream glacial melt. My framing of these issues employs social practice theory to situate the past and enduring struggles that inform the conflict. In using this theoretical lens and especially its dialogic approach, I present a variety of views and discourses to elucidate the cultural or figured worlds that inform the debates about the river’s management. Through the exploration of “river dialogues”, I demonstrate how the conflict is charged with varied understandings of the Ganga’s utility, the agency of its Hindu Goddess, and the continuity of the cultural-religious practices linked with its flow.
