Finally, I would like to offer a critique of this project itself. Undertaking such a project in just four months was necessitated by the urge to address the needs of deaf newcomers whom we serve. I share the feelings of all advisory committee members, who stated that they felt inadequate about making recommendations on the report in so short a time. Remaining confusion and errors can be attributed to the time constraints. Nonetheless, this report provides an important guideline for developing appropriate programs and services for deaf newcomers. Cindy Woon-ling Tam Project Director Adult Education Program The Bob Rumball Centre for the Deaf 3 lNTRODUCTION The Deaf Newcomer Needs Assessment has been made possible through funding from Citizenship and Immigration Canada. The objective of this assessment is to evaluate the need for language training programs for deaf newcomers. It is also necessary to identify barriers which impede community integration and to recommend policies, programs and solutions which will improve the integration of the deaf newcomer into the community at large. This assessment is the first to target this group and to attempt to gain solid statistics on the challenges that deaf newcomers face when they enter Canada. Statistical results and analysis obtained from this research have been distributed to all service providers. It is hoped that this assessment will be used as a reference for accommodating the needs of the deaf newcomer. For the purposes of this study, a deaf newcomer is defined as an individual who is not Canadian-born, who is 16 years of age and older, and who has lived in Canada for 10 years or less. A glossary (Appendix A) is included for further clarification of the terms used in this report. 4 PROCESS OF THE GRANT APPLICATION The Language Instruction for Newcomers to Canada (LINC) Program at The Bob Rumball Centre for the Deaf was started in November 1993. LINC provides language training to deaf and hard of hearing students from inside and beyond the Metropolitan Toronto area. Instructors in the program have identified a number of needs affecting the students within the program. With input from LINC instructors, Cindy Woon-ling Tam, Director of the Adult Education Program, put together the framework of the Deaf Newcomer Needs Assessment research plan

Well, maybe I am a bit of a nerd, but Dr. Cox’s work is seminal to this field and should permeate any clinical program. Evidence-based research and evidence-based practice means that it is the clinician who must have be the arbiter of what has been demonstrated in the literature to be useful and what may only be marketing. Often, a great sounding idea is just that, but unless it has independent object support that is free from confounding factors, clinical caution must be exercised. This is a supplementary issue of the Canadian Hearing Report that has been sponsored by Starkey Laboratories. Starkey, like many other manufacturers, has placed a lot of time, money, and effort into ensuring that any innovation is well supported by the literature and this issue is a selection of some interesting well-supported, technologies and ideas.     Canadian Hearing Society Non-consolidated Financial Statements March 31, 2019 Independent auditor’s report To the Directors and Members of Canadian Hearing Society Our qualified opinion In our opinion, except for the effects and possible effects of the matters described in the Basis for qualified opinion section of our report, the accompanying non-consolidated financial statements present fairly, in all material respects, the financial position of Canadian Hearing Society (the Organization) as at March 31, 2019 and the results of its operations and its cash flows for the year then ended in accordance with Canadian accounting standards for not-for-profit organizations (ASNPO). What we have audited The Organization’s non-consolidated financial statements comprise: the non-consolidated statement of financial position as at March 31, 2019; the non-consolidated statement of operations for the year then ended; the non-consolidated statement of changes in fund balances for the year then ended; the non-consolidated statement of cash flows for the year then ended; and the notes to the non-consolidated financial statements, which include a summary of significant accounting policies. Basis for qualified opinion The Organization has recorded its land and buildings acquired prior to 2003 in the amount of $3,476,576 at cost. Since information is not available to separate the cost of the land and buildings, the Organization has chosen not to amortize the amount applicable to these buildings and we were also unable to quantify the effect of this departure from ASNPO.
