It's a budgeting tool that integrates strategic planning, long range financial planning, and performance management. Outcome based budgeting is a practice of suggesting and listing of estimated outcomes of each programme or schemes designed or being implemented by the Administrative Departments. An interesting feature of Outcome based budgeting is that the outcomes of the programmes are measured not just in terms of the amount spent but also in terms of physical output.In short, the “Outcome Budget” is an effort of the Government to be accountable and transparent to the people. In keeping with the spirit of holistic budgeting vis a visallocative priorities, scheme wise outcome/output framework is required to be reflected in the Outcome Budget document of the Sports & Youth Services Department beginning from the FY 2017-18. Online Tickets go live for the Indian Hockey Team Home Matches of the FIH Hockey Pro League 2020 today ~ Tickets are available on ticketgenie.in from 1100hrs IST onwards ~ New Delhi, 21 November 2019: With close to two months to go for the second edition of the much-anticipated FIH Hockey Pro League 2020, Hockey India on Thursday announced that the sale of online tickets for the Indian home matches will go live today from 1100hrs IST onwards. It will be the first time that India will be participating in the FIH Hockey Pro League 2020, which will see the Indian Men's Hockey Team play hosts to the likes of The Netherlands, Belgium, Australia and New Zealand in a total of eight matches which will take place at the Kalinga Hockey Stadium in Bhubaneswar spanned from 18th January - 24 May 2020. The six-month long FIH Hockey Pro League 2020 will see World No. 5 Indian Men's Hockey Team start off their campaign by hosting World No. 3 The Netherlands in two home matches on 18th and 19th January 2020, which will be followed by the Indian team playing two more home matches against the World Champions, Belgium on 8th and 9th February 2020 at the Kalinga Hockey Stadium. National: Justice D K Jain to be new Law Commission chief Justice D K Jain, a Supreme Court judge who is due to retire on January 24, is likely to become the next chairman of the Law Commission. The 20th Law Commission was constituted by the Union Cabinet for a three-year term in October, and will have four full-time members, besides the chairman. The law secretary and the legislative department secretary are the Commission's ex-officio members. Justice Jain, before being appointed to the apex court, was the chief justice of the Punjab & Haryana High Court. Intelligence Bureau, RAW get new chiefs India's two elite intelligence agencies - Intelligence Bureau (IB) and Research & Analysis Wing (RAW) - had their new chiefs with Syed Asif Ibrahim and Alok Joshi, respectively, taking over the mantle for a fixed tenure of two years. Ibrahim (59) is the first Muslim to lead the IB, the internal intelligence agency of the country. He took over from Nehchal Sandhu. Joshi, who took over as RAW (country's external intelligence agency) chief. He had served as special secretary in the agency. Gutka ban comes into force in Uttarakhand The ban on sale of gutka and tobacco-based pan masala came into effect in Uttarakhand. The decision to ban sale, purchase and storage of these products from January 1 was taken by the Cabinet. Time was given to traders dealing in such products to exhaust the stock by December 31,2012. A circular had been sent to all departments concerned to strictly enforce the ban.
