Toulan Margaret Beth Neal Margaret Everett Portland State University © 2010 Abstract This is a case study about policy responses to a specific form of gentrification at the urban fringe: the closure of manufactured home parks in Oregon. The study analyzes the following research questions: (a) What factors affected the quantity and distribution of manufactured home parks? (b) Why did parks close? (c) How did the state legislature respond and why? (d) What are the likely impacts of the state response? A wide variety of sources (e.g., key informant interviews, observations of meetings and public hearings, focus groups of park residents, archival materials and secondary data about manufactured home parks) are employed to investigate a phenomenon imbedded in its context. Parks subject to development pressures, as evidenced by their location in an area experiencing population growth and within an Urban Growth Boundary, were significantly more likely to close than other parks. Manufactured home parks were replaced by compact, mixed-use development in urban or urbanizing areas—smart growth. Based on this evidence, this study concludes that gentrification, in the form of park closures, is integral to Oregon’s process of metropolitan restructuring. In the wake of mounting publicity about park closures, the 2007 Oregon legislature adopted legislation that supported two ameliorating strategies: (a) reduce the harm caused to displaced manufactured homeowners through financial assistance, and (b) preserve parks where possible through enabling resident purchases from willing sellers. Who pays for the costs of this legislative package and preemption of i local ordinances were the most contested issues. This research is one of the first to analyze gentrification in urban fringe areas. To understand the economic dynamics, it applies rent gap theory to the special case of divided asset ownership. It explores the likely efficacy of two types of policy remedies. Finally, by establishing park closures as a form of gentrification related to metropolitan restructuring, this case study raises the question of whether policies could support a kind of metropolitan restructuring that does not take the toll on people and places exacted by gentrification. ii Dedication This research is dedicated to my husband and life companion, Christopher Michael Cross, whose love and support are the wind under my wings, and to the memory of my parents, Stella Dolhonde Tremoulet and J. closures in Oregon. Approximately 2,800 households in the state were displaced from 2001 through 2007 when the owners of 69 manufactured home parks decided to close their parks to make way for new development (Oregon Housing and Community Services, 2008). Most residents had low incomes1 and many were older adults, age 62 and older. Most were homeowners2 (Oregon Population Survey, 2006). Although this case study is about Oregon, it is important to note that park closures were not limited to one place; this phenomenon occurred in many states, from Florida to Washington, during the housing

THE CITY OF WILSONVILLE FOR THE STATE OF OREGON DEPARTMENT OF CORRECTIONS, APPLICANT. WHEREAS, annexation of the property of the State of Oregon Coffee Creek Correctional Facility and the adjacent roads (Clay, Cahlin, and the segment of Grahams Ferry fronting the correctional facility), Day Road and a segment of Boones Ferry Road, into the City of Wilsonville city boundaries has been proposed by the City of Wilsonville and consented to by the State of Oregon; and WHEREAS, the City received written consent from a majority of electors in the territory proposed to be annexed and all the owners of land in the territory proposed to be annexed, as required by ORS 222.125; and WHEREAS, the tract of land is contiguous to the City and can be served by City services; and WHEREAS, the City Council dispenses with submitting the question of the proposed annexation to the electors of the City for their approval or rejection as provided for in ORS 222.125; and WHEREAS, Washington County has approved the jurisdictional transfer of the aforementioned roads right-of-ways to the City, which transfer is being accepted by the City contemporaneously with the adoption of this ordinance; and WHEREAS, the annexation was considered by Panel A of the City Development Review Board, File 01DB32, and after a duly advertised public hearing held on October 8, 2001, the Development Review Board recommended to the City Council that the annexation be approved; and ORDINANCE NO.

    RESOLUTION NO. 1082 A RESOLUTION OF THE CITY OF WILSONVILLE IN SUPPORT OF THE 1994-97 RATE·BASED COUNTY-WIDE LIBRARY LEVY AND DISTRIBUTION FORMULAS PROPOSED BY THE CLACKAMAS COUNTY COMMISSIONERS. WHEREAS, the Board of County Commissioners has proposed for the March , 1994 ballot, a three year renewal ofthe county-wide library levy at a rate increased from 29 to 35 cents per $1000; and WHEREAS, the Board of County Commissioners has adopted a recommendation from the Library Network Intergovernmental Board, of which Wilsonville is an active member, regarding the preferred distribution ofrevenue from the proposed levy; and WHEREAS, the annual distribution will be based on the current assessed value of each jurisdiction as established by the assessor in the fall, upon the approved Network costs for the year, and upon the circulation to unincorporated residents for the immediately previous fiscal year; and WHEREAS, cities with participating libraries will receive the full amount of levy funds collected in their respective jurisdictions, less their share ofNetwork costs; and WHEREAS, cities will receive additional payments from the levy for library circulations to residents of the unincorporated area, at a rate of $1.45, $1.65 or $1.85 per circulation, depending upon overall usage, and increasing $ .10 each year in the second and third years of the levy; and WHEREAS, so long as assessed value increases county-wide and levy revenues permit, no library will receive less from the levy than they received in the prior year; and WHEREAS, the Board of County Commissioners agrees that levy funds may not be used for new capital construction oflibrary facilities; and WHEREAS, no maintenance ofeffort clause shall be tied to the levy.
