2 Item No. 2 Disclosures of Interest

To receive Disclosures of Interest from Councillors and Officers

Councillors

Councillors Interests are made in accordance with the provisions of the Code of Conduct adopted by the Llanrhidian Higher Community Council. You must disclose orally to the meeting the existence and nature of that interest.

NOTE: You are requested to identify the Agenda Item / Minute No. / Planning Application No. and Subject Matter to which that interest relates and to enter all declared interests on the sheet provided for that purpose at the meeting.

1. If you have a Personal Interest as set out in Paragraph 10 of the Code, you MAY STAY, SPEAK AND VOTE unless it is also a Prejudicial Interest.

2. If you have a Personal Interest which is also a Prejudicial Interest as set out in Paragraph 12 of the Code, then subject to point 3 below, you MUST WITHDRAW from the meeting (unless you have obtained a dispensation from the City and County of Swansea’s Standards Committee)

3. Where you have a Prejudicial Interest you may attend the meeting but only for the purpose of making representations, answering questions or giving evidence relating to the business, provided that the public are also allowed to attend the meeting for the same purpose, whether under a statutory right or otherwise. Officers

Financial Interests

1. If an Officer has a financial interest in any matter which arises for decision at any meeting to which the Officer is reporting or at which the Officer is in attendance involving any member of the Council and /or any third party the Officer shall declare an interest in that matter and take no part in the consideration or determination of the matter and shall withdraw from the meeting while that matter is considered. Any such declaration made in a meeting of a constitutional body shall be recorded in the minutes of that meeting. No Officer shall make a report to a meeting for a decision to be made on any matter in which s/he has a financial interest.

2. A “financial interest” is defined as any interest affecting the financial position of the Officer, either to his/her benefit or to his/her detriment. It also includes an interest on the same basis for any member of the Officers family or a close friend and any company firm or business from which an Officer or a member of his/her family receives any remuneration.

191. Disclosures of Personal and Prejudicial Interests

In accordance with the Code of Conduct adopted by Llanrhidian Higher Community Council, no interests were declared.

192. Minutes

Resolved that the Minutes of the meeting held on 21st January 2021 be approved and signed as a correct record.

193. Chair’s Announcements

The Chair stated that Hermon Cemetery wall was progressing well. She added that more rubbish had been fly-tipped in the car park which was an ongoing problem.

195. Police Report on Local Matters

PC Richard Jeavons and PCSO Andrew Brown provided a Police report on local matters. Discussions took place regarding some of the local incidents, particularly Covid 19 related and speeding incidents.

Councillor M Roberts requested that details regarding the average speed of cars recently caught by the Go Safe speed cameras be provided.

PC Richard Jeavons informed the meeting that this was his last meeting due to him moving to a new role in the near future and he thanked the Community Council for its support during his time in his present position. The Chair thanked PC Jeavons on behalf of the Community Council and wished him well for the future.

Resolved that: -

1) The contents of the report be noted. 2) Details regarding the average speed of cars caught by the Go Safe speed camera in February 2021 be provided.

196. Reports of the Clerk

The Clerk reported on the following: a) Accounts for Payment / Financial Report – 18th February 2021

The accounts for payment were provided at Appendix A of the report.

The Clerk highlighted the following: -

Invoice for £225 received for skip hire from Dyfed Recycling. £197 received in respect of new permit at Parc Hendy Cemetery. £271 received in respect of new cremated remains plot (non-resident) at Parc Hendy Cemetery. Quotation received from SRC for undertaking drainage work at Llanmorlais Car Park for £750.

Resolved that:

1) The payments / additional payments / amendments be approved; 2) The accounts paid since 21st January 2021 meeting be noted and agreed; 3) The income / additional income be noted; 4) The bank reconciliation, bank transfers and bank account balances be noted and agreed; 5) The CCLA investment be noted; 6) The quotation from SRC for undertaking drainage work at Llanmorlais Car Park for £750.be approved. b) Budget Monitoring 2020/21 & 2021/22

The Clerk presented the 2020-21 & 2021-22 budget figures for discussion. He added that whilst the accounts were currently in a strong position, a number of significant spends were expected prior to the end of the current financial year. c) Correspondence – 18th February 2021

A quotation had been received for £1,250 for a defibrillator at St David’s Church, Wernffrwd. 11. Independent Remuneration Panel for Noted. Wales – Review of Councillor Expenses 2021. 12. CCLA – Cash article. Noted.

Resolved that:

1) All correspondence be noted; 2) The actions outlined in the list of correspondence be completed; 3) The quotation for £1,250 for a defibrillator at St David’s Church, Wernffrwd be approved. d) General Matters

The following issues were discussed: -

7 Cycle Track Llanmorlais – The Clerk reported that Sustrans had been in contact and informed him that the initial part of the track which was in a very muddy state was not under their management. They believed it was Swansea Council land, but this was not confirmed. He added that Councillor Mark Thomas would arrange for chippings to be spread. Signage at Seawall – The Clerk was requested to investigate signage for the native Gower plants growing at the Seawall. Ownership of Trees at Riverside – Councillor M Roberts reported that she had written to Mrs Dinan who previously owned all the land around Riverside regarding the ownership of the trees. Dog excrement – Councillor M Roberts stated that the pavement at near the entrance to Crofty at New Road, was littered with dog excrement. The Clerk added that the Ground Maintenance Contractor had encountered a number of people exercising dogs on the playing surface, some of whom had arrived by car.

Resolved that: -

1) The Clerk asks Councillor Mark Thomas to request the Swansea Council Dog Warden visits the area as a deterrent; 2) South Wales Police be informed of any individuals travelling to the area to exercise dogs on Community Council land.

Keep Wales Tidy – Councillor M Roberts reported that there was 1 week remaining for volunteers to sign up to collect litter in the area. She added that she had collected 5 bags of rubbish around Llanmorlais / Crofty. e) Work Programme 2020-2021

The Clerk reported the up-to-date Work Programme 2020-2021 ‘for information’. f) Action Tracker

197. Sub Committee Reports

a) Personnel and General Purposes Sub-Committee

The Personnel & General Purposes Sub-Committee Action Tracker was provided ‘for information’. The Clerk informed the Council regarding the report of Paul Egan, One Voice Wales and the decisions agreed by the Sub-Committee.

b) Finance and Property Sub-Committee

The Finance & Property Sub-Committee Action Tracker was provided ‘for information’. The meeting discussed the recently completed drainage work at the Recreation Ground, Penclawdd. It was added that a further meeting would be scheduled shortly and would discuss future playground provision. Councillor

8 P Tucker suggested that if legal, a future site visit takes place to the playgrounds to look at possible options.

c) Memorial Gardens Working Group

No report.

198. Council Property / Community Projects / Burial Grounds

The Clerk presented a report regarding Community Council property, community projects and burial grounds.

The Council discussed the following:

Memorial Gardens – The Clerk was awaiting a quotation in respect of metalwork around the Memorial stone. However, he added that the stonework on the monument base required repointing. Additional Flowers – The Clerk reported a quotation for £2,583.89 in respect of 3 x 3-tier flower stands. However, he added that he did not know how much Swansea Council would charge for the supply and maintenance of flowers only. The potential lifespan of the planters was queried.

Resolved that the matter be discussed and finalised at the Finance & Property Sub-Committee.

The Clerk informed the meeting of the comment he provided in respect of Planning Application No.2021/107/FUL – External Café at Aberlogin Fawr Farm Bungalow, Llanmorlais. c) Footpaths, Cycle Paths and Bridleways

Councillor N Doyle reported the following: -

That the actions raised at the last meeting had been referred to Swansea Council by the Clerk. An elderly resident had suffered intimidation and abuse for walking across farmland a couple of months ago.

Resolved that Councillor N Doyle refers the matter to South Wales Police.

1.2 In the past, the Council has had no transparency over the outcomes of the actions minuted. As a result, the Action Tracker process has been formulated.

1.3 An Action Tracker has been created which records the decisions taken by the Community Council and provides an outcome for each action.

1.4 The Action Tracker providing outstanding actions is attached at Appendix 1.

1.5 The Action Tracker will be regularly updated and any completed actions will be marked ‘closed’.

Llanrhidian Higher Community Council – 18th March 2021

COUNCIL PROPERTY / COMMUNITY PROJECTS / BURIAL GROUNDS

1. Dan Y Graig The boiler / pipework service has been completed and some small additional jobs are due to be completed. The Finance & Property Sub-Committee are investigating a drainage issue at the eastern end of the ground.

Councillor T Snell had made initial contact with Penclawdd AFC to discuss improvements to the pavilion.

2. Parc Hendy Cemetery Transferring burial records onto Edge IT Epitaph software is ongoing and good progress has been made to date.

3. The Dock / Penclawdd Playground Swansea Council have given permission for a bin compound next to GG’s and a planning application has been submitted. The netting seat on the swing seat has been fitted and Wicksteed have been booked for a safety inspection.

Friends of Penclawdd Playground Group have made progress and have met with HAGS regarding funding / grant options.

Councillor R Sweet completed a risk assessment in October 2020.

The Ground Maintenance Contractor is due to replenish the car park surface once the shipping container temporarily housing Penclawdd Pharmacy has been removed.

4. Memorial Gardens The Clerk is seeking quotations to add some metalwork to the Memorial stone.

5. Recreation Ground / Bowls Green The boiler / pipework service has been completed and some small additional jobs are due to be completed.

The insurance delay with regards to the retaining wall at the Bowls Green which collapsed during a storm in March 2020, remains. The Clerk has been liaising with contractors / insurance company to repair the wall.

The Council’s insurers refused the claim due to no weep holes being present in the wall which according to them, resulted in the wall collapsing. One quotation has been received to rebuild the wall. The Clerk has appealed the decision and a response is awaited.

24 As requested, the Council’s insurance brokers are seeking insurance quotes from alternative companies to AXA. The Council’s 3-year insurance agreement will end in June 2021, the Finance & Property Sub-Committee will be seeking quotations in due course.

6. Crofty Playground Friends of Crofty Playground Group have made progress and have met with HAGS regarding funding / grant options. Wicksteed have been booked to undertake a safety inspection. The missing springy will be replaced shortly.

7. Llanmorlais Changing Rooms / MUGA / Recreation Ground The boiler / pipework service has been completed and some small additional jobs are due to be completed. Councillor M Roberts has reported a broken downpipe on the changing rooms.

Work to improve the drainage in the car park at Llanmorlais Hall is due to be completed at the end of March 2021.

8. Hermon Cemetery Transferring burial records onto Edge IT Epitaph software is ongoing and good progress has been made to date.

The loan application to Welsh Government to cover the cost of repair / rebuilding the wall and improvements to the cremated remains area was successful, and the Clerk has provided Welsh Government with an update report. The Gower Society has also awarded a grant of £3,000 towards the wall repair. for grant funding in respect of the same project.

The work to repair / rebuild the boundary wall and improve the cremated remains area has commenced and must be completed before the end of March 2021.

9. Graig Y Coed The boiler / pipework service has been completed and some small additional jobs are due to be completed.

A tree at the football field came down in a recent storm and damaged 2 panels of the boundary fence.

The Council’s insurers agreed to pay for the removal of the tree but rejected the claim to replace the damaged fence as fences on open ground are not covered in our policy in cases of wind damage. This decision has been appealed to the Financial Services Ombudsman. A decision is awaited.

Additional maintenance works are required to the pavilion, particularly the roof.

25 10. Defibrillators The defibrillator for Wernffrwd Church was set up on 10th March 2021.

The Clerk and Councillor M Thomas met with Heartbeat Trust UK regarding supplying additional defibrillator units throughout the Penclawdd Ward.

11. Risk Inspections The Council Contractor undertakes risk inspections prior to work on all sites and has completed weekly forms in respect of the Council’s playgrounds.

12. Graig Y Coed Nature Reserve The grant application has been submitted and a decision is awaited.

13. Station Square Sign / Lectern’s Councillor N Doyle completed a risk inspection in March 2021.

14. Swansea Council Hanging Baskets The Finance & Property Sub-Committee agreed to order one 3-tier display near Crofty Nursery and one at the entrance to Pencaerfenni Lane, Crofty.
