To receive Disclosures of Interest from Councillors and Officers

Councillors

Councillors Interests are made in accordance with the provisions of the Code of Conduct adopted by the Llanrhidian Higher Community Council. You must disclose orally to the meeting the existence and nature of that interest.

NOTE: You are requested to identify the Agenda Item / Minute No. / Planning Application No. and Subject Matter to which that interest relates and to enter all declared interests on the sheet provided for that purpose at the meeting.

1. If you have a Personal Interest as set out in Paragraph 10 of the Code, you MAY STAY, SPEAK AND VOTE unless it is also a Prejudicial Interest.

2. If you have a Personal Interest which is also a Prejudicial Interest as set out in Paragraph 12 of the Code, then subject to point 3 below, you MUST WITHDRAW from the meeting (unless you have obtained a dispensation from the City and County of Swansea’s Standards Committee)

3. Where you have a Prejudicial Interest you may attend the meeting but only for the purpose of making representations, answering questions or giving evidence relating to the business, provided that the public are also allowed to attend the meeting for the same purpose, whether under a statutory right or otherwise. Officers

Financial Interests

1. If an Officer has a financial interest in any matter which arises for decision at any meeting to which the Officer is reporting or at which the Officer is in attendance involving any member of the Council and /or any third party the Officer shall declare an interest in that matter and take no part in the consideration or determination of the matter and shall withdraw from the meeting while that matter is considered. Any such declaration made in a meeting of a constitutional body shall be recorded in the minutes of that meeting. No Officer shall make a report to a meeting for a decision to be made on any matter in which s/he has a financial interest.

2. A “financial interest” is defined as any interest affecting the financial position of the Officer, either to his/her benefit or to his/her detriment. It also includes an interest on the same basis for any member of the Officers family or a close friend and any company firm or business from which an Officer or a member of his/her family receives any remuneration.

202. Apologies for Absence

Apologies for absence were received from Councillors R Collins and L Davies.

203. Disclosures of Personal and Prejudicial Interests

In accordance with the Code of Conduct adopted by Llanrhidian Higher Community Council, no interests were declared.

204. Minutes

Resolved that the Minutes of the meeting held on 18th February 2021 be approved and signed as a correct record.

205. Chair’s Announcements

The Chair discussed the following: -

 More rubbish had been fly-tipped in the bushes in the car park which was an ongoing problem. The rubbish include rubble, household waste and a microwave oven.  Penclawdd Pharmacy – The work to the Pharmacy had been completed and the shipping container had been removed. Resolved that the Clerk writes to Penclawdd Pharmacy requesting a donation towards the upkeep of the village.  Tennis Nets – Required replacing on 2 tennis courts in Penclawdd. The Clerk confirmed that 2 sets of nets were purchased last week and would be in place very shortly.

5 207. Reports of the Clerk

The Clerk reported on the following: a) Accounts for Payment / Financial Report – 18th March 2021

The accounts for payment were provided at Appendix A of the report.

The Clerk highlighted the following additional invoices received: -

 £142.20 – Nener’s Locksmiths – Repair of padlock at Graig Y Coed Pavilion  £580 – One Voice Wales Membership

The meeting highlighted the Wicksteed Inspection Report on both playgrounds and the high, medium and low risk items outlined in the report. The Clerk stated that the report would be discussed at the Finance & Property Sub-Committee on 29th March 2021.

Resolved that:

1) The payments / additional payments / amendments be approved; 2) The accounts paid since 18th February 2021 meeting be noted and agreed; 3) The income / additional income be noted; 4) The bank reconciliation, bank transfers and bank account balances be noted and agreed; 5) The CCLA investment be noted; 6) The Wicksteed Inspection Report be discussed at the Finance & Property Sub-Committee on 29th March 2021. b) Budget Monitoring 2020/21 & 2021/22

The Clerk presented the 2020-21 & 2021-22 budget figures for discussion. He added that whilst the accounts remained in a strong position, a number of significant spends were expected prior to the end of the current financial year. He further noted that the invoice in respect of construction works at Mount Hermon was expected next week and once received he would request Welsh Government release their £22,000 loan and would request the £3,000 grant awarded by the Society. c) Correspondence – 18th March 2021

7 208. Sub Committee Reports

a) Personnel and General Purposes Sub-Committee

The Personnel & General Purposes Sub-Committee Action Tracker was scheduled to meet on Monday, 22nd March 2021.

b) Finance and Property Sub-Committee

The Finance & Property Sub-Committee Action Tracker met on 8th March and was scheduled to meet again on 29th March 2021.

c) Memorial Gardens Working Group

No report.

209. Council Property / Community Projects / Burial Grounds

The Clerk presented a report regarding Community Council property, community projects and burial grounds.

The Council discussed the following:

 Graig Y Coed Woodland Project – Councillor T Snell reported that the Lottery application had been refused which was very disappointing. He outlined a number of the reasons why the application had been turned down and added that an application would be resubmitted in July 2021.

The Chair expressed her thanks to Councillor T Snell for the work that he and the other volunteers had undertaken in respect of the project.

 Memorial Gardens – The Clerk was still awaiting a quotation in respect of metalwork around the Memorial stone. The stonework on the monument base which required repointing would be added to the list of jobs being compiled by Councillor T Snell. The Chair also requested a risk assessment form from the Clerk.

Resolved that: -

1) The stonework on the monument base which required repointing be added to the list of jobs being compiled by Councillor T Snell; 2) The Clerk forwards a risk assessment form to the Chair.

 Additional Flowers – The Clerk reported that the Finance & Property Sub- Committee had agreed to place 3-tier planters in front of Crofty Nursery, Pencaerfenni Lane and on New Road at the entrance to Pencaerfenni Lane. Councillor A Lewis Pudduck queried if the Council would be pursuing any additional land to host 3-tier planters in Llanmorlais. She added that in future, the Council should consider the impact of the planters instead of hanging baskets, within the areas of highest population. The Clerk stated that

8 Councillor Mark Thomas was checking to see if any land on the main road was owned by Swansea Council.

 Foreshore Car Park – The Clerk reported that the Ground Maintenance Contractor had completed the replenishing of stones to the Car Park.

Councillor M Roberts proposed that signage be placed within the Car Park warning people not to feed the seagulls. She added that feeding the gulls made them more aggressive, making them a risk to the children using the playground and car park. The proposal was lost.

Councillors highlighted the lack of ability of the Community Council to enforce any misdemeanours and saw little point in installing any signage. Councillor M Roberts expressed her disappointment at the lack of support for the proposal and used other local councils as examples of appropriate signage. Councillor M Thomas added that he supported the proposal.

 The Dock, Penclawdd – Councillor R Sweet expressed frustration that the rubbish dumped on Benson Estate land at the Dock had not been removed and had additional rubbish added to it.

Resolved that the Clerk writes to the Benson Estate representative to inform them that if they fail to remove the rubbish, the Community Council will hire a contractor to undertake the work and would forward the bill to the Benson Estate.

 Bowls Pavilion & Green – The Clerk reported that the Ground Maintenance Contractor had been encountering problems at the Bowls Green with children playing on the surface, some riding bikes. He added that someone was also tampering with the gates, taking them off their hinges and tampering with the locks, which was criminal damage. The matter had been reported to .

210. Swansea Council Issues a) General Matters

 Metal Detector Request - Councillor Mark Thomas reported that he had received a request from a person to use a metal detector on the off-field areas at Penclawdd Recreation Ground. He added that other individuals were given licenses when approved for similar requests in respect of Swansea Council playing fields.

Resolved that the request be refused.

 Llanyrnewydd Playground – Councillor Mark Thomas reported that he had used available funding to purchase new equipment at Llanyrnewydd Playground. He added that the equipment was aimed at children of primary school age children or just above.

9  Pedestrian Crossing at Belle Vue – Councillor Mark Thomas reported on the feedback that had been received in respect of the location of the lights. He added that the erection of the second set of lights was awaited. Councillor T Snell expressed his full support for the crossing.

 Defibrillators – Councillor Mark Thomas reported that he intended to use available funding to purchase a further 7 defibrillators within the Community Council area. He added that he and the Clerk were progressing the matter with Heartbeat Trust UK and further information was awaited from Swansea Council regarding licenses. It was explained that the Community Council would have to purchase an additional unit at the Bowls Pavilion.

Resolved that: -

1) Councillor Mark Thomas and the Clerk continue to progress matters; 2) The Clerk circulate the network map provided by Heartbeat Trust UK to the Community Council. b) Planning Applications

None. c) Footpaths, Cycle Paths and Bridleways

Councillor N Doyle reported the following: -

 Swansea Council Officers would interview the elderly resident who had suffered intimidation and abuse for walking across farmland a couple of months ago, when it was safe and legal to meet her in person.

12 The Community Council consists of 10 Councillors, none of whom receive remuneration. Councillors are appointed through election or co-option and the current term is from 2017-2022. Councillors were elected at the Local Government elections in May 2017. The Council employs one part-time employee who is the Clerk: Mr Jeremy Parkhouse, Clerk and Responsible Finance Officer The Council meets 10 times per year, normally on the third Thursday of each month and holds its Annual Meeting during May. The dates of the Council meetings are attached on the next page. The Council also has Finance & Property and Personnel Sub-Committees. All meetings are advertised on the Council's website www.llanrhidianhighercommunitycouncil.co.uk and on the noticeboard situated by the Health Centre, Penclawdd. The public are welcome to attend meetings and there is an item on every agenda where the public have up to 10 minutes to ask questions relating to any agenda items.

Council Activities

The Council currently manages the following sites and employs a ground maintenance contractor to manage its property: -  Penclawdd Recreation Ground, including the Rugby Pavilion, Bowls / Weights Pavilion, Bowls Green and Tennis Courts;  Dan Y Graig Football Pavilion and Playing Field;  Llanmorlais Recreation Ground, including Pavilion, MUGA, Tennis Courts, Skateboard Park and Playing Field;  Graig Y Coed Pavilion and Playing Fields (1 Football and 1 Rugby);  Crofty Playground;  Penclawdd Playground;  Foreshore Car Park, Penclawdd  Memorial Gardens;  Mount Hermon Chapel, Cemetery and Car Park, Penclawdd;  Parc Hendy Cemetery, Penclawdd;  Graig Y Coed Woodland Project.

Council Priorities

The Council has highlighted the following as its priorities for 2021/22: -

1) To continue to work with Swansea Council / third sector organisations / private businesses to improve the appearance of the area by working with the Penclawdd Ward Member and various departments of the Unitary Authority.

2) Playground improvements at Penclawdd and Llanmorlais.

3) To work in partnership with sporting bodies regarding maintenance and use of facilities.

4) Finalizing improvement works at Mount Hermon Chapel & Cemetery and to continue with the digital transfer of records.

5) Continuing with the current onsite works, to continue with the digital transfer of records and to plan further capital works at Parc Hendy Cemetery;

6) Organising CPR training at both Llanmorlais Hall and Penclawdd Community Centre within approximately 6 months if it is safe to do so and to work in partnership with the Penclawdd Ward Member regarding future provision of defibrillators;

7) Organisation of the Remembrance Sunday Service;

8) To monitor building maintenance requirements through the Finance & Property Sub-Committee.

Llanrhidian Higher Community Council – 15th April 2021

COUNCIL PROPERTY / COMMUNITY PROJECTS / BURIAL GROUNDS

1. Dan Y Graig The boiler / pipework service has been completed and some small additional jobs are due to be completed. The Finance & Property Sub-Committee are investigating a drainage issue at the eastern end of the ground.

Councillor T Snell had made initial contact with Penclawdd AFC to discuss improvements to the pavilion.

The Clerk has written to the owner of the house off Gowerton Road who had requested to undertake work on the boundary of Community Council land.

2. Parc Hendy Cemetery Transferring burial records onto Edge IT Epitaph software is ongoing and good progress has been made to date.

3. The Dock / Penclawdd Playground The Community Council has a 6-monthly contract with Swansea Council to empty the omni bin. However, due to the sheer volume of rubbish being deposited, the bin is full / overflowing on the same day it is being emptied and rubbish is being left on the floor / on top of the bin, causing huge litter problems.

Swansea Council have given permission for a bin compound next to GG’s and a planning application has been submitted.

Friends of Penclawdd Playground Group have made progress and have met with HAGS regarding funding / grant options. The Clerk has been requested to arrange a Working Group to

Councillor R Sweet has responded to concerns from a resident regarding litter / fly-tipping in the area.

The Ground Maintenance Contractor has replenished the car park surface.

The Clerk is in contact with Benson Estates and a quotation to remove the fly- tipping at the Dock is awaited from Swansea Council. This will be charged to Benson Estates as landowners.

4. Memorial Gardens The Clerk is seeking quotations to add some metalwork to the Memorial stone.

40 5. Recreation Ground / Bowls Green The boiler / pipework service has been completed and some small additional jobs are due to be completed.

The insurance delay continues with regards to the retaining wall at the Bowls Green which collapsed during a storm in March 2020, remains. The Clerk has been liaising with Financial Services Ombudsman regarding the outstanding claims and the Council will hopefully receive responses in respect of both very shortly.

The ground has suffered from anti-social behaviour at the Bowls Green and the Rugby Pavilion. The Police have been informed and Officers had visited the ground as part of their regular checks.

The Ground Maintenance Contractor has scheduled drainage works for the middle to the end of May 2021.

6. Crofty Playground The Clerk has been requested to arrange a Working Group to progress improvements. The missing springy has been replaced.

7. Llanmorlais Changing Rooms / MUGA / Recreation Ground The boiler / pipework service has been completed and some small additional jobs are due to be completed. Councillor M Roberts has reported a broken downpipe on the changing rooms.

Work to improve the drainage in the car park at Llanmorlais Hall is due to be completed shortly.

8. Hermon Cemetery Transferring burial records onto Edge IT Epitaph software is ongoing and good progress has been made to date.

The PWLB loan was received on 30th March 2021 to cover the cost of repair / rebuilding the wall and improvements to the cremated remains. The Clerk has also applied for the Gower Society grant for £3,000 towards the works.

9. Graig Y Coed The boiler / pipework service has been completed and some small additional jobs are due to be completed.

The Council’s insurers agreed to pay for the removal of the tree but rejected the claim to replace the damaged fence as fences on open ground are not covered in our policy in cases of wind damage. The Clerk has been in discussions with the Financial Services Ombudsman regarding the appeal and a decision is awaited.

Additional maintenance works are required to the pavilion, particularly the roof, which has been added to the list of works being accumulated by Councillor T Snell.

41 10. Defibrillators The defibrillator for Wernffrwd Church was set up on 10th March 2021.

The Clerk and Councillor M Thomas met with Heartbeat Trust UK regarding supplying additional defibrillator units throughout the Penclawdd Ward. Councillor M Thomas has indicated that he would purchase 7 units out of his community allowance and the Community Council would have to decide if it wants to purchase an additional unit on the Bowls Pavilion.

11. Risk Inspections The Council Contractor undertakes risk inspections prior to work on all sites and has completed weekly forms in respect of the Council’s playgrounds.

12. Graig Y Coed Nature Reserve Unfortunately, the Lottery grant application was refused and another application is being submitted by July 2021.

13. Station Square Sign / Lectern’s Councillor N Doyle completed a risk inspection in March 2021.

14. Community Council Insurance The Council’s 3-year insurance agreement will end in June 2021 and the Clerk is actively seeking quotations.
