You must disclose orally to the meeting the existence and nature of that interest. NOTE: You are requested to identify the Agenda Item / Minute No. / Planning Application No. and Subject Matter to which that interest relates and to enter all declared interests on the sheet provided for that purpose at the meeting. 1. If you have a Personal Interest as set out in Paragraph 10 of the Code, you MAY STAY, SPEAK AND VOTE unless it is also a Prejudicial Interest. 2. If you have a Personal Interest which is also a Prejudicial Interest as set out in Paragraph 12 of the Code, then subject to point 3 below, you MUST WITHDRAW from the meeting (unless you have obtained a dispensation from the City and County of Swansea’s Standards Committee) 3. Where you have a Prejudicial Interest you may attend the meeting but only for the purpose of making representations, answering questions or giving evidence relating to the business, provided that the public are also allowed to attend the meeting for the same purpose, whether under a statutory right or otherwise. In such a case, you must withdraw from the meeting immediately after the period for making representations, answering questions, or giving evidence relating to the business has ended, and in any event before further consideration of the business begins, whether or not the public are allowed to remain in attendance for such consideration (Paragraph 14 of the Code). 4. Where you have agreement from the Monitoring Officer that the information relating to your Personal Interest is sensitive information, as set out in Paragraph 16 of the Code of Conduct, your obligation to disclose such information is replaced with an obligation to disclose the existence of a personal interest and to confirm that the Monitoring Officer has agreed that the nature of such personal interest is sensitive information. 5. If you are relying on a grant of a dispensation by the Standards Committee, you must, before the matter is under consideration: i) Disclose orally both the interest concerned and the existence of the dispensation; and ii) Before or immediately after the close of the meeting give written notification to the Authority containing: 3 a) Details of the prejudicial interest; b) Details of the business to which the prejudicial interest relates; c) Details of, and the date on which, the dispensation was granted; and d) Your signature Officers Financial Interests 1. If an Officer has a financial interest in any matter which arises for decision at any meeting to which the Officer is reporting or at which the Officer is in attendance involving any member of the Council and /or any third party the Officer shall declare an interest in that matter and take no part in the consideration or determination of the matter and shall withdraw from the meeting while that matter is considered. Any such declaration made in a meeting of a constitutional body shall be recorded in the minutes of that meeting. No Officer shall make a report to a meeting for a decision to be made on any matter in which s/he has a financial interest. 2. A “financial interest” is defined as any interest affecting the financial position of the Officer, either to his/her benefit or to his/her detriment. It also includes an interest on the same basis for any member of the Officers family or a close friend and any company firm or business from which an Officer or a member of his/her family receives any remuneration. 4 Llanrhidian Higher Community Council Minutes of the Council Meeting Held Remotely on Zoom on Thursday, 18th March 2021 at 7.00 p.m. Present: Councillor S Phillips (Chair) presided Councillors: N Doyle, A Lewis-Pudduck, M Roberts, T Snell, R Sweet, M Thomas and P Tucker Officers: J Parkhouse – Clerk 202. Apologies for Absence Apologies for absence were received from Councillors R Collins and L Davies. 203. Disclosures of Personal and Prejudicial Interests In accordance with the Code of Conduct adopted by Llanrhidian Higher Community Council, no interests were declared. 204. Minutes Resolved that the Minutes of the meeting held on 18th February 2021 be approved and signed as a correct record. 205. Chair’s Announcements The Chair discussed the following: - More rubbish had been fly-tipped in the bushes in the car park which was an ongoing problem. The rubbish include rubble, household waste and a microwave oven. Penclawdd Pharmacy – The work to the Pharmacy had been completed and the shipping container had been removed. Resolved that the Clerk writes to Penclawdd Pharmacy requesting a donation towards the upkeep of the village. Tennis Nets – Required replacing on 2 tennis courts in Penclawdd. The Clerk confirmed that 2 sets of nets were purchased last week and would be in place very shortly. 206. Public Question Time. None. 5 207. Reports of the Clerk The Clerk reported on the following: a) Accounts for Payment / Financial Report – 18th March 2021 The accounts for payment were provided at Appendix A of the report. The Clerk highlighted the following additional invoices received: - £142.20 – Nener’s Locksmiths – Repair of padlock at Graig Y Coed Pavilion £580 – One Voice Wales Membership The meeting highlighted the Wicksteed Inspection Report on both playgrounds and the high, medium and low risk items outlined in the report. The Clerk stated that the report would be discussed at the Finance & Property Sub-Committee on 29th March 2021. Resolved that: 1) The payments / additional payments / amendments be approved; 2) The accounts paid since 18th February 2021 meeting be noted and agreed; 3) The income / additional income be noted; 4) The bank reconciliation, bank transfers and bank account balances be noted and agreed; 5) The CCLA investment be noted; 6) The Wicksteed Inspection Report be discussed at the Finance & Property Sub-Committee on 29th March 2021. b) Budget Monitoring 2020/21 & 2021/22 The Clerk presented the 2020-21 & 2021-22 budget figures for discussion. He added that whilst the accounts remained in a strong position, a number of significant spends were expected prior to the end of the current financial year. He further noted that the invoice in respect of construction works at Mount Hermon Cemetery was expected next week and once received he would request Welsh Government release their £22,000 loan and would request the £3,000 grant awarded by the Gower Society. c) Correspondence – 18th March 2021 The correspondence reported by the Clerk was provided at Appendix C of the report. The Sub-Committee discussed the options available for the location of two 3 tier planters in Crofty, Llanmorlais and some additional off the main road sites. Resolved that: - 1) The Clerk orders two 3-tier planters from Swansea Council to be placed in front of Crofty Nursery, Pencaerfenni Lane and on New Road, at the entrance to Pencaerfenni Lane, Crofty; 2) The Clerk works with Councillor Mark Thomas to identify possible additional locations for flowers off the main road in the Penclawdd and Llanmorlais Wards. 91. Future Projects The Sub-Committee discussed various options available for future projects and highlighted the need to have site visits to all the Council’s sites, particularly both playgrounds.

Main entrance: SS467848, Site centre: SS465845 Status Part of the South Gower Coast SSSI, which in turn is part of the European Natura 2000 site, the Limestone Sea Cliffs of South West Wales SAC. Tenure Acquired under leasehold for 60 years in February 1965. The Trust purchased the agricultural rights in 1996, with the help of grant aid from CCW. Size 13.4 ha (33 acres). Location and Port Eynon village lies at the end of the A4118. Port Eynon Access Notes Point can be accessed from the footpath on the west side of Port Eynon beach. Not accessible to wheelchairs. Take care on cliff-top footpaths. Public Transport Bus numbers 114, 115, 117, 118 and 119 from Swansea Quadrant Bus Station to Port Eynon. Description: Sea cliff, foreshore, limestone grassland, heathland, secondary Ash woodland, and quarries. A large part of the reserve on the inland side has been used for quarrying and now provides a varied set of habitats for plants and animals, including Fox and Rabbit, and birds such as Stonechat and Rock Pipit. Although part of the cliff top was ploughed during the last war, there is no indication of it in the Gorse heath vegetation that now dominates it. There is a very clear grass strip along the cliff top which is maintained by Rabbit grazing and visitor pressure, where a range of flowers can be found including Sea Campion (6-8), Spring Squill (4-5), Thrift (3-9) and Wild Clary (5-7).
