This is a complete revision of Handbook M-22, Dispatch and Routing Policies. Handbook M-22 has been revised to highlight the current transportation policy and emphasize new programs. 6. Explanation. This handbook defines policies and procedures associated with dispatch and routing. It is intended for use by all personnel involved in the dispatch of mail. It is used by Area Distribution Networks for dispatch planning, routing development, and administration of transportation policy. This edition supersedes all previous editions of Handbook M-22, Dispatch and Routing Policies. C. Comments/Changes. Since automation and new operational strategies will cause changes in policy, this handbook will be revised in the future.
