    NOOR ORIENTAL RUGS Toxics Use Reduction Case Study Traditional Methods Employed by Carpet Restorer are Environmentally Preferable Summary Noor Oriental Rugs of Cambridge, Massachusetts is an importer and restorer of fine oriental rugs. Its founder, Mohammad Nooraee, is from a family that has been in the fine rug business for more than 300 years. Mr. Nooraee, a graduate of Tehran and Harvard Universities and a master weaver who consults to museums and lectures on rugs and Persian culture, travels abroad frequently to commission and select rugs from traditional weavers in the Middle East. In 2013, OTA staff provided assistance to Noor Oriental Rugs concerning whether it could make claims that its cleaning processes are “green”. (OTA is mandated to offer assistance in compliance with laws relating to toxics use). Staff informed Mr. Nooraee that guidance from the Federal Trade Commission (the “Green Guide”1) has clarified that it is legal to claim that a product or service is “green” only if the manner in which the claim is made is not misleading and the company can provide substantiation. An enfant terrible ever trying to escape the bourgeois existence into which she was born, Niki de Saint-Phalle taught herself painting and rose to artistic prominence through her colorful monumental outdoor sculptures of extravagantly voluptuous female figures. Early in her career, she became known for the abstract paintings she made by placing paint-filled bags above canvases and shooting them—a form of protest against patriarchy and rigidity. Through her “nanas”, a series of life-size papier maché dolls of the proverbial “everywoman”—including brides and mothers giving birth—de Saint-Phalle contemplated women’s societal roles. Later, inspired by Antoni Gaudí´s Parc Güell in Barcelona, she set out to create something equally impressive but made by a woman; the result was Il Giardino dei Tarocchi (The Tarot Garden), a garden filled with colorful sculptures based on Tarot card symbols, which she created over 20 years on land she acquired in Tuscany. III ABSTRACT The global value chain (GVC) and global production network (GPN) are the two main interdisciplinary approaches to evaluate the value– added activities among actors in the globally spread economy and are described as different linkages in a chain or network. The spatial organization of chains and networks is developed by direct, functional integration of geographical economies, including global, national, and regional economies. This integration has introduced specific types of coordination by multinational firms and global buyers with few production tasks via vertical linkage with manufacturers in less developed economies. These approaches highlight the value creation from the global economy and particularly through chain governance and network dynamics to coordinate the value-added activities of a multitude of economic actors. The key mechanism is the uneven power relations among actors where lead actors can coordinate the chain to determine which goods and services are to be supplied and how, when and where they will be produced. This research explores the way that the GVC approach can explain the coordination mechanisms within the Persian rug GVC and also the role of embeddedness when the GVC approach has some limitations in explaining the impact.
