    WILLIAM LESTER BODINE: THE HONORARY LIFE PRESIDENTIAL YEARS, 1917-1946 James G. McCullagh & Rebecca L. Niehaus The primary purpose of this article is to share with the reader the beliefs, on a variety of topics, of William Lester Bodine, co-founder, first president, and first Honorary Life President of the National League of Compulsory Education Officials. The convention’s annual proceedings are the source for his reflections, ideas, aspirations, and goals. He was the League! He was the “founder” and its leader. At each annual convention, except in 1938, he addressed League delegates. This paper is organized by five major themes: National League, Attendance and Attendance Officers, Child Welfare, Girls and Women, and Law and Crime. The themes interrelate with one another. The overarching theme for Mr. Bodine was that education, “the brightest jewel in the crown of citizenship,” should be available to all children and that all children attend and not be impeded from attending school and obtaining a necessary and vital education. A visionary leader in the first-half of the Twentieth Century, Association members in the Twenty-First Century will appreciate his memorable statements reflecting a continuing commitment to the welfare of children and youth, including increased emphasis on prevention of truancy and delinquency; equal opportunity for women; and, improved salaries and pensions for attendance officers. William Lester Bodine, co-founder, first president, and first Honorary Life President of the National League of Compulsory Education Officials (N.L.C.E.O.) was its visionary leader from its inception in 1911, until his retirement on 31 August 1946, as the Superintendent of the Bureau of Compulsory Education of the Chicago Board of Education (Bodine, 1946; McCullagh, 2005).
