The overall aim of this Conservation Management Plan is to review and update the existing documentation of the property and bring it into a Conservation Management Plan, investigate and analyse the physical evidence available to formulate a statement of cultural significance, and to provide management guidelines to enable this significance to be retained in future use and development. The main points of this study can be understood by reading the following sections of the report. Analysis of Documentary and Physical Evidence (Section 4.0) This study in brief concludes that Maryland and Birling is in fair condition. The physical alterations to the buildings can be understood. It is critical that any works at the site be documented and implemented in a way that allows for the retention in-situ of the maximum amount of existing significant fabric. He was educated at Sydney College and in 1837 he joined the Sydney counting-house of his uncles. With his brother Lewis, he later formed the Sydney mercantile company of L. & S. Samuel and in time became a director of several companies based in Bathurst. Samuel was the first Jewish parliamentarian and the first Jewish minister of the Crown in New South Wales. He represented the counties of Roxburgh and Wellington in the Legislative Council in 1854- 56. In the Legislative Assembly he represented Orange in 1859-60, Wellington in 1862-69 and Orange in 1869-72. He returned to the Legislative Council in 1872. In 1865-66 and 1868-70 Samuel was Colonial Treasurer in the ministries led by Charles Cowper and John Robertson. He was postmaster-general in the ministries led by Henry Parkes in 1872-75, 1877 and 1878-80.

Over the course of our journey we visited some 25 sites and surveyed 19, to ascertain the level of rubbish found in our built and natural environments and assess the effectiveness of various strategies to address litter. Its easy to become ‘litter blind’, so used to the bottles, cans, bags and butts swirling around the ground as you walk to work or relax at the beach. Equally, the untrained eye misses the piles of trash caught in garden undergrowth, windswept under piers and jetties or lost down the stormwater drain. Even ‘so called’ detailed studies fail to capture a genuine picture of the problem.

We have a high concentration of environmental, historical and cultural assets and our Vision has been developed to capitalize on these assets. We would like to point out that we are not experts in planning but have relied on previous planning documents, reports by the National Parks and Wildlife Association, Government Departments and local knowledge. We would also like to highlight the fact the Macarthur South Paper of 1991, whilst it can be said to be dated, is actually the most comprehensive study on this area to date, taking into consideration all facets of planning. More recent studies tend to be fairly broad in nature, lacking detail, focusing on only one or two pressing issues of the day. We believe that we are very fortunate as a community to live in such a beautiful and interesting area and are very keen for Wollondilly Council to understand the special lifestyle this landscape affords us.

With the publication of Matthias Media’s Women, Sermons and the Bible (WSB) I was given the opportunity to test that sentiment. At one level, I read the book with gratitude. In this case, though, my dissatisfaction comes from knowing that WSB does not bring the clarity to this discussion that I hoped it would. 1. Some good arguments This is not to say that there aren’t good insights in WSB, ones that give me pause and have clarified or challenged my thinking. I want to offer a few examples, before turning to what I regard as the clear deficiencies in the project. The book starts well, with the kind of godly affection I would expect from Tony Payne, with whom I have had a long professional and personal association. Matthias Media was the only publisher back in 1991 who thought Hanging in There, my first book, had something salvageable in its pages. Peter Tong's chapter is also surprisingly good.

Arndell Street Most likely named after Doctor Thomas Arndell (1753- 1821), surgeon, magistrate and landholder, was one of seven assistant surgeons who formed the medical staff led by Surgeon-General John White which cared for the convicts in the First Fleet .
