The four main goals of SSA are Universal access and enrolment, Bridging gender and social category gaps, Quality Education and Universal retention. “Today’s children are tomorrow’s pillars of the Nation”. The nation can bestow no greater or better gift on these children than an opportunity for their education. Education enlightens the life of the students. SSA has bestowed this gift on the children to pave a better way in their life. The state of Tamil Nadu has taken many steps to implement it. SSA which has been established from 2002 has brought about remarkable changes almost in all the components connected to Elementary Education. SSA has brought in, decentralized planning in the districts to ensure the addressal of local needs and the need-based and supply of local specific interventions. Participation of the local community in all the activities is one of the endearing aspects of SSA. The District AWP & B 2009-10 of Thiruvallur District has been prepared on the guidelines given by the State Project Director. The EER, DISE, COHORT are some of the sources for the data presented. Our District Plan is a consolidated account of the plans received from all block level committees. Chapter I gives an overview of the plan, Chapter II gives details of implementation of the scheme during 2008-09 along with a comparison of work done in the preceding years. Chapter III deals with the Strategies adopted this year, the issues faced and the strategies to be adopted in the ensuing year. Chapter IV deals with the activities and budget for 2009-10. 1 1.2 Data source for planning:- The principal sources of Data for the preparation of AWP&B are household Survey (2005), DISE 2008, Cohort Study, Review formats, Census 2001 and Management Studies. 1.2.1 Household Survey (2005) An extensive Household Survey was conducted in 2005 covering the entire State. The reference date for the survey is July 1st 2005. Information relating to school-age children, enrolment, out-of-school children, reasons for drop-out, non-enrolment, literacy rate etc. had been collected. These data have been used for the purpose of planning and evolving problem-specific, local-specific strategies to attain Universal Enrolment, Retention and Completion. Every year these data are updated by the teachers during the month of May. 1.2.2 DISE 2008-09 DISE report is one of the major sources of planning. DISE includes all the schools, even the unaided, private schools. DISE is a complete data-bank of a school’s infrastructure, available facilities, needs, student teacher strength, vacancy position etc. The reports generated at the Block and District level are shared with user departments, viz. School Education and Elementary Education Directorates. 1.2.3 COHORT STUDY 2008 The Cohort study of this year was conducted in all government, aided and unaided schools .The studies were then consolidated to find the CR, RR, DR along with the Transition rate of students. The study helps to grade schools on the strength of its performance in the last five years for primary and last three years for upper primary. 1.2.4 ELEMENTARY EDUCATION REGISTER& SCHOOL MAPPING DOCUMENTS • The EER consists of all the particulars regarding the children of 0-14 age group. The child’s name, date of birth, parent’s name, address, community, year in which he/she has to be enrolled in I standard can 2 be gathered from the VER. This register has to be updated every year by the HM of the primary and upper primary schools. • The School Mapping document gives a clear picture of many habitations with access to a primary school, middle school, high school and higher secondary school. It is very useful to find if there is a need for up gradation of schools. 1.2.5 Achievement Studies & Progress Report SSA is a marvelous scheme which is striving hard for the Quality Education to all. Baseline Survey has been conducted during 2008 October. The tests were based on competences. The Question paper was set by SPD office and given to the blocks in sealed covers and central valuation was done zone-wise and the results were analyzed. There is a vast improvement among the students of II and IV standard. The achievement rate among the students of II STD has been increased to 36.5% in Tamil, 39.42% in English, 24.49% in Maths and the achievement rate among the students of IV STD has been increased to 44.51% in Tamil, 69.04% in English, 46.78% in Maths which is really a remarkable achievement. S.S.A. relies on the ‘bottom-up’ process in planning and implementation. It lays undue stress on participation of the village community, teachers and parents in planning, to ensure the proper reflection of school specific need. On account of planning on all levels, the felt needs of the habitations (educational) are all taken into account to provide quality education to all the young learners who hail mostly from the under-privileged economic sector of the society. 1.3 PLAN FORMULATION:- S.S.A. relies on the ‘bottom-up’ process in planning and implementation. It lays undue stress on participation of the village community, teachers and parents in planning, to ensure the proper reflection of school specific need. On account of planning on all levels, the felt needs of the habitations (educational) are all taken into account 3 to provide quality education to all the young learners who hail mostly from the under-privileged economic sector of the society. 1.3.1 Constitution Of Planning Team:- Planning teams had been formulated at school (habitation) level, Block and District level. The details of the three level teams are given below:- Members of the habitation (school) level Core Planning Team:- • VEC President • Headmaster • VEC Members (2) • One Teacher • One Retired teacher • One SHG member • One building committee member All the data needed for the plan formulation namely village population, school age population, enrolment, out of school children details, availability of infrastructure , needs and other school specific issues were discussed in detail and the plan document is prepared to be sent to the BRC. 1. Block Level Planning Team :- The block level planning team comprises the following members:- • BRC Supervisor • Panchayat Union Chairman • Block Development Officer • Asst. Elementary Educational Officers (2) • BRTEs • Two Primary School HMs • Two Middle school HMs The block level plan is prepared by consolidation of all the school level plans taking into consideration issues at the block level. Apart from consolidation of school-level plans, the block level plan takes into 4 account school-less habitations, migration of out of school children, opening of AIE centres, CAL, ECCE and other block specific problems. 2. The District Level Planning Team :- The District Level Planning Team consists of the following office bearers. Chairperson- District Collector Members:- • District Programme Co-ordinator • Chief Educational Officer • DEO Secondary • Assistant Programme Officer • Statistical Officer • DIET Principal • Representation from Health Department • Representation from Public Works Dept. • Representation from Social Welfare Dept. • Representation from Adi Dravida & Welfare Dept. • Representation from District Panchayat Council • Representation from DRDA • District Coordinators and MDO(6) The District level plan consolidates all the block level plans including the consolidated data from school plans and other data that cannot be captured by school and block level data and other issues and strategies related to the District on the whole. b) State Level Orientation :- The State Level Orientation for the preparation of AWP&B 2009-10 was held on 29.12.2008 for the Assistant Pragramme Officer and M1 Cordinators from all 30 Districts. The meeting was conducted by the State Project Director, Thiru Mr.K. Venkatesan I.A.S., Joint Directors Tmt.Senthamil Selvi, Thiru Mr.Kannappan and Tmt Latha. Every aspect of AWP&B 2009-10 was explained clearly through a power point presentation by the planning incharge Mr.Kannapan. He explained the 5 constitution of the four chapters of the AWP&B. He explained that the first chapter should contain the achievement of the current year 2008 -09. Chapter 2 should the overall progress of SSA since the year 2002.Chapter 3 should deal with issues and strategies of the present year and the strategies planned for implementation next year. All the detail regarding this was discussed that day. The JD stressed on bringing out a book containing the achievement and success of SSA in bringing out QUALITY EDUCATION. c) District Level Orientation :- The district level orientation was given to all the supervisors by the DPC on 8.12.08 after receiving an instruction from the DPI. Another meeting was conducted with AEEOs and the Supervisors on the 5th Jan 08.The AWP&B process was explained to them by the DPO and the APO. The school level forms were issued to the Supervisors and they were asked to consolidate the data regarding every component and finalize the block specific issues and strategies and submit the same to DPC. C) Block Level Orientation :- An orientation meeting regarding preparation of School Level Plan was conducted in every BRC immediately after the district level meeting. The forms received from the DPC were given to all HMs’ and instructions were given as to how to fill the forms with data collected from the concerned source.
