Mr. Obaid AL-ANZI, President, JUA welcomed all the EC Members and said that this Asian Senior Judo Championships – 2016 is very important for all of us, considering one of the Olympic Qualifying Event for Rio Olympics 2016.

Before starting the meeting, Mr. Armen Bagdasarov, President of Judo Federation of , and Director, JUA; welcomed all JUA EC Members by presenting momentous. He also expressed his sincere thanks to all the members for visiting Uzbekistan and their support for the successful conduct of the Asian Judo Championships 2016.

Further Mr. Obaid Al-Anzi, President, JUA requested Mr. Mukesh Kumar, General Secretary, JUA to proceed as per the agenda points.

Mr. Mukesh Kumar, General Secretary, JUA thanked Mr. Obaid Al-Anzi and requested all the members to consider the Agenda Points and other details given in the meeting folder. Meeting proceeds with the following agenda points.

1] To approve the minutes of the JUA EC Meeting held on 10th May 2015 & JUA Congress held on 11th May 2015, at

Mr. Kumar informed that the Draft Minutes of the JUA EC Meeting held on 10th May 2015 and Congress held on 11th May 2015, has already been circulated be email. The final minutes of both the above meeting with the necessary corrections and modifications is placed in the meeting folder, for the approval.

Decision: The minutes of the JUA EC Meeting held on 10th May 2015 & JUA Congress held on 11th May 2015, at Kuwait, were approved.

2] To discuss about the preparations of the Asian Judo Championships – 2016, Tashkent

Mr. Armen Bagdasarov, President, Judo Federation of Uzbekistan, gave a detailed presentation of the daily program of the AJC and also briefed all the members about the other preparations of the AJC.

3] To discuss about the preparations of the 10th Asian Cadet & 17th Asian Junior Judo Championships – 2016, Kochi, :

Mr. Mukesh Kumar, informed the EC Members that as decided earlier the 10th Asian Cadet & 17th Asian Junior Judo Championships 2016 will be held from 6th to 12th September 2016 at Rajiv Gandhi Indoor Stadium, Kochi ( Cochin ), Kerala, India. He also informed that the JUA Refereeing Seminar & IJF Continental Referee Examination also be held in conjunction with the Asian Cadet & Junior Judo Championships at Kochi.

4] To discuss and finalize the JUA events for the year 2016 – 2017:

i] Request letter received from National Judo Federation of the Kyrgyz Republic, for the Asian Cadet & Junior Judo Championships – 2017

Mr. Mukesh Kumar informed that we have received a request from the National Judo Federation of Kyrgyz Republic, for conducting the Asian Cadet & Junior Judo Championships in the year 2017 at Bishkek, .

The representatives of National Judo Federation of the Kyrgyz Republic, gave a power point presentation explaining the Venue, Hotel, Transportation arrangements for conducting the events from 10th to 16th October 2017 at Bishkek. However it was requested to hold this in the earlier month.

Decision:

All members of appreciated the presentation, and allotted the 11th Asian Cadet & 18th Asian Junior Judo Championships 2017 to National Judo Federation of the Kyrgyz Republic.

ii] Asian Kata Judge Seminar, Exam. & JUA Kata Judo Championships – 2016 & 2017

Mr. Mukesh Kumar informed that so far, we have not received any requests for holding the Asian Kata Judge Seminar, Exam. and JUA Kata Judo Championships for the year 2016 – 2017. He further requested Mr. Mohd. Derakhshan, Head. Director, JUA Education & Kata to look into the matter and follow-up to finalize the events.

iii] JUA Refereeing Seminar & Examinations – 2016 – 2017

Mr. Takao Kawaguchi, Head Refereeing Director, JUA; informed that the first JUA Refereeing Seminar and IJF Continental Referee Examination will be held with Asian Cadet & Junior Judo Championships 2016 at Kochi, India. The second JUA Referee Seminar and IJF Continental Referee Exam. of the year 2016 is yet to be finalized.

iv] JUA Organizing Expert and Examinations – 2016 – 2017

Mr. Che Kuong Hon, Head Sports Director, JUA; informed that the JUA Organising and Expert Examination will be held in July 2016.

v] JUA Coaching, Education and Kata Seminar 2016 - 2017

Mr. Mohd. Derakhshan, Head Education and Kata Director, JUA; informed that the JUA Coaching, Education and Kata Seminar for the year 2016, is yet to be finalized, as there is no request form any JUA members for holding the event.

Mr. Armen Bagdasarov, suggested that the Coaching and Kata Seminar can be conducted just before the Asian Senior Judo Championships, which will also be beneficial for the senior judokas.

Mr. Obaid Al-Anzi appreciated the suggestion of Mr. Armen Bagdasarov, and in consultation with other EC members, it is decided to conduct the Coaching and Kata Seminar before the Asian Judo Championships – 2017, .

vi] Review of Asian Senior Judo Championships – 2017: Hong Kong

Mr. Pui Kwan Kay, Chairman, Judo Federation of Hong Kong, ; informed that the necessary preparations have been made for the Asian Judo Championships 2017, and more details will be intimated well in time.

5] Report of JUA EC :

I] Report of President, JUA

Mr. Obaid Al-Anzi, President, JUA; once again welcomed all the members and informed that JUA has successfully conducted JUA Congress, EC Meetings, Senior Asian, Cadet & Junior Asian, Kata Championships, Seminars and Examinations and IJF events in our region.

Further Mr. Obaid given a power point presentation on the following events held during the period from May to December 2015:

While concluding his report Mr. Obaid informed that the next election of the President, International Judo Federation will be held in 2017, and requested all members to support to the candidature of Mr. Marius VIZER, for the IJF President. All members agreed to give full support for the next election of Mr. Vizer as IJF President.

II] Report of Vice – President, South East Zone :

Mr. Hassaboddin, President, South East Zone submitted his report mentioning the activities of South East Zone during 2014 – 2016.

- 2016 Thailand International Judo North Nangkok University Championships on 30th – 31st July 2016, Bangkok, Thailand.

III] Report of Vice – President, West Zone :

Mr. Sameer Sadeq, President, West Zone explained that the current problems and impact of insecurity situation has adversely effected the Judo activities in the West Zone. He expressed that the security situation will improve in our region soon and we further improve the practice of Judo activities and to prevail the peace in the region.

IV] Report of Vice – President, South Zone

Col. Sujaat Ali Rana, Vice President, South Zone could not attend the meeting due to some unavoidable circumstance. His report will be considered in the next meeting.

V] Report of Vice – President, Central Zone :

Mr. Myktybekov Maratbek, Vice President, Central Zone, informed that, our zone is regularly organizing JUA/IJF International Judo events every year. This year Asian Judo Championships is being organized in Tashkent, Uzbekistan and Judo Grand Prix at , , in the month of May 2016.

VI] Report of Vice – President, East Zone :

Mr. Lu Wei-Chen, President, East Zone has informed his inability to attend the meeting due to illness. The report of the President, East Zone will be considered in the next meeting.

VII] Report of General Secretary:

Mr. Mukesh Kumar, General Secretary, JUA; while submitting his report, thanked all for support and co-operation.

He further said that I would like to thank Mr. Obaid Al - Anzi, President, JUA for his guidance, continued support and dedicated efforts to promote Judo in Asia. As you are all aware that the Rio Olympics are scheduled to be held in August 2016 and the Judo events will be from 6th to 12th August 2016. We have to work hard for getting the maximum medals by Asian Judokas and JUA is ready to help to the member Countries and players for qualification and getting medals. The coming Asian Judo Championships in Tashkent is a very important event for all of us.

He said that JUA has successfully conducted all mandatory Events, Seminar and Examinations during the period from April 2015 - 16. Brief details of such events are given below:

Olympic Games – 2016, Rio De Janeiro, Brazil

Mr. Mukesh Kumar informed that, the last Olympic Qualifying events for the Rio Olympics 2016 in Asia will be the Grand Prix – 2016 Almaty, Kazakhstan in May 2016. Mr. Che, JUA Sports Director in his presentation in the last EC meeting had shown his concern that the medals ratio of Asian Countries in the last Olympics had gone down. Therefore all of us take necessary steps / preparations to improve our medal tally in the coming Olympics in August.

The Judo Events in the Rio Olympics is scheduled from 6th to 12th August 2016 at Carioca Arena – 2, inside the Barra Olympic Park, and wish to Judokas for the Rio Olympics – 2016.

Mr. Mukesh Kumar also informed that during the period 2015-16, two Zonal Games i.e. SEA Games at Singapore and SAF Games at India, were conducted successfully with the Technical support of JUA. Further he requested Mr. David Carter, to give his report on the SEA Games.

Mr. David Carter, Sports Director, JUA; informed that I am thankful to the President, JUA for appointing me as Technical Delegate for the SEA Games, and said that the Games were organized in a very good manner and 9 Countries participated in the Judo Events.

VIII] Report of General Treasurer:

Mr. Mukesh Kumar informed that Ms. Amal Hassan Abdulla Abu Shallakh, General Treasurer, JUA; has informed that she could not attend the meeting due to some emergency, however she has sent the financial report, which is already circulated with the meeting documents.

IX] Report of Sports Director:

Mr. Che Kuong Hon, Head Sports Director, JUA; given a detailed power point presentation about the current performance of the Judokas from Asian countries v/s other Countries in the Olympics. He further highlighted that only 6-7 Countries of Asia are having best results and stress the need of developments of Judo and better creation of better facilities in the other Countries of Asia.

X] Report of Refereeing Director:

Mr. Takao Kawaguchi, Head Referee Director, JUA; submitted the following report: 1. Result of Referee License Examination

(1) IJF International Referee Examination IJF International Referee Examination in Thailand Event: Asian Junior Judo Championships Date: October 11th – 12th 2015 Result: 11 referees are passed from Asia.

IJF International Referee Examination in Czech Event: European Open Prague

Date: February 27th – 28th 2016 Result: 3 referees are passed from Asia.

IJF International Referee Examination in Morocco Event: African Cup Casablanca Date: March 11th – 13th 2016 Result: 3 referees are passed from Asia.

(2) IJF Continental Referee Examination JUA Referee Seminar & IJF Continental Referee Examination in Kyrgyz Event: Kyrgyz Junior International Judo Tournament Date: September 9th, 10th 2015 – JUA Referee Seminar September 12th, 13th 2015 – IJF Continental Referee Examination Result: 15 referees are passed.

JUA Referee Seminar & IJF Continental Referee Examination in Thailand Event: Asian Cadet Judo Championships Date: October 6th, 7th 2015 – JUA Referee Seminar October 9th, 10th 2015 – IJF Continental Referee Examination Result: 23 referees are passed.

2. Schedule of Continental Referee Examination in 2016

1st IJF Continental Examination: India Kochi (Asian Cadet) 2nd IJF Continental Examination: TBA

Mr. Takao Kawaguchi and Mr. Moammer M Moammer, JUA Referee Directors, informed the necessity of the advanced Care System for the JUA Events.

Mr. Obaid Al-Anzi, President, JUA; informed that he will check-up with IJF and will take necessary for the same.

XI] Report of Coaching, Education & Kata Director:

Mr. Mohd. Derakhshan, Head Coaching, Education & Kata Director, submitted the below report:

World Kata Championships

In 7th World Kata Championships held on 19-20 Sep. 2015 in Amsterdam, Netherland, participants from 30 countries were in action.

Result of Asian Countries in the 7th World Kata Championships is as under:

1 - JPN 5 Gold 2 - IRI 1 silver 3 - KOR 1 Bronze

Result of 5th Asian Kata championships held in Bangkok, Thailand in 6-8 Nov. 2014

A total of 10 people (8 male and 2 female) have registered to participate in the Examination and Seminar

Seminar: ( HKG ) 1 Seminar and Examination: (JPN) 2, (VIE) 1, (KOR) 2, (THA) 2, (IRI) 2. Results: all the participants passed the examinations

Mr. Derakhshan, informed 46 athletes participated from 8 countries and he submitted the results in the meeting.

6] To approve the Financial Statements for the year 2015

Mr. Mukesh informed that since Ms. Amal Abu Shallak, General Treasurer, JUA is absent and the report that the Audited Statement of JUA accounts of the year 2015 is placed on your table and requested the members for the approval.

Decision: Approved the Financial Statements for the year 2015.

7] To discuss and finalize the JUA Calendar - 2016:

Mr. Kumar informed that the JUA Calendar prepared in consultation with Mr. Che Kuong Hon, Head Sports Director and placed in the meeting folder. He requested to see the JUA events and inform any changes in the same.

Decision: Approved the JUA Calendar for the year 2016.

8] To nominate Technical Delegate for the 18th – 2018, :

Mr. Obaid Al-Anzi, President, JUA; informed that we have received a request from the Organizing Committee, 18th Asian Games, , Palembang 2018, to appoint JUA Technical Delegate to conduct Judo Events in the 18th Asian Games.

He further nominated Mr. Che Kuong Hon and Mr. David Carter, Sports Directors, JUA ; as Technical Delegate for the 18th Asian Games, which was approved.

All the members approved the nomination of JUA President

9. 2. Nomination of Directors / EC Members:

Mr. Obaid Al-Anzi, President, JUA; also informed that he would like to nominate the following eminent persons for the Commissions / EC:

I] Mr. Baker Al Abbadi (Jordan ): Director, JUA Ethics Commission II] Mr. Biraa Pagva ( ): Director, JUA Disciplinary Commission

He also informed that Mr. Armen Bagdasarov will now designated as Director, Development Commission.

All the members approved the nomination proposals of JUA President.
