This project provides remediation services to remove and dispose of hazardous materials in the buildings at the site and will be performed under contract W91238-06-D-0007. This work is the first phase of a multi-phase project to dismantle the existing facility and return the site to its original natural state. This Work Plan (WP) describes the activities required to complete the environmental remediation tasks discussed in the USACE Performance Work Statement (PWS) dated 4 September 2010, Revision 15. The documents intent is to describe the physical setting and historical use of the parcel, summarizes previous investigations, reviews the project scope, performance objectives, designates key TPMC personnel who will participate in the project, and summarizes their responsibilities. TerranearPMC, LLC 1 FORMER ALMADEN AFS REMEDIATION WP-32009.03–12/23/10 2.0 PROPERTY HISTORY AND DESCRIPTION The following sections present information regarding the history and physical setting of the former AAFS. The data was primarily derived from the Initial Study/Mitigated Negative Declaration for the Almaden Air Force Station Structure Abatement Project (Ascent Environmental, July 2010) 2.1 HISTORY OF PROPERTY The former AAFS is located on the summits of Mt. Umunhum and Mount Thayer in the Santa Cruz mountains in unincorporated Santa Clara County, approximately 12 miles south of San Jose, California. The AAFS was established in July 1957 as a U.S. Air Force early warning radar base and became fully operational in March 1958 as part of the North American Aerospace Defense Command (NORAD) to monitor Northern California’s airspace during the Cold War. The AAFS was part of the San Francisco Air Defense Sector and was operated by the 682nd Aircraft and Warning Squadron. The site was officially inactivated in 1980. In 1986 the Midpeninsula Regional Open Space District (MROSD) purchased the AAFS. The property is currently part of the Sierra Azul Open Space Preserve. 2.2 DESCRIPTION OF PROPERTY The former AAFS consists of a complex of former military buildings and facilities. Lacks of use over the last 30 years, exposure to the elements and vandalism have left the structures in a severely dilapidated condition. Most structures on the site contain asbestos building materials, lead-based paints, asbestos containing paint and PCB- containing light fixture ballasts. In some locations, paint and insulation containing hazardous materials have fallen to the ground from the exteriors of the buildings. Hazardous materials identified in buildings are summarized in Table 1. The Mount Umunhum portion of the site consists of four distinct areas: Operations area with underground bunker, prefabricated metal building, concrete monolith (support for former radar dish), and steel observation tower; Cantonment (support area) with garage, clubs, hobby shops at a higher elevation; Family housing area at the lowest elevation; and Sewage treatment area. The Mount Thayer portion of the site has one area: G.A.T.R area 2.2.1 Operations Area The Operations Area (100 Buildings) contains the following structures that require remediation services (Figure 1). Umunhum and Mount Thayer in the Santa Cruz mountains near Los Gatos, California. Both summits are approximately 3,480 feet above sea level. The land surface at the former AAFS has been significantly altered from its natural state by DoD occupation of the area: Buildings, roads, paved areas, and other structures dominate the landscape at the former AAFS.
