Ron Grassi announced the ribbon cutting event of the Solano Vehicle Share Program which will be held at 11:00 a.m., Friday, June 28, 2019 in the courtyard located in the front of the County Government Center. 3. Anthony Adams presented the status of the Active Transportation Plan 4. Robert Guerrero announced the Active Transportation Committee is scheduled to meet at 10:30 a.m., Monday, July 1, 2019 at the STA. Joe Leach, City of Dixon, arrived at the meeting. 5. CONSENT CALENDAR On a motion Joe Leach, and a second by Matt Tuggle, the STA TAC approved Items A through D. (7 Ayes) A. Minutes of the TAC Meeting of May 29, 2019 Recommendation: Approve TAC Meeting Minutes of May 29, 2019. B. Fiscal Year (FY) 2019-20 Transportation Development Act (TDA) Matrix – July 2019 – City of Vacaville (City Coach), Solano County Transit (SolTrans), and Solano Transportation Authority (STA) Recommendation: Forward a recommendation to the STA Board to approve the July 2019 TDA Matrix for FY 2019-20 which includes TDA Claims for the City of Vacaville (City Coach), Solano County Transit (SolTrans) and STA for FY 2019-20 as shown in Attachment B. C. Submittal of Bay Area Air Quality Management District (BAAQMD) Grant for State Route (SR) 37 Corridor Transportation Demand Management (TDM) Pilot Recommendation: Forward a recommendation to the STA Board to authorize the STA Executive Director to jointly apply for the BAAQMD Pilot Trip Reduction Program grant along with NVTA, SCTA and TAM to pilot a coordinated TDM approach focused on reducing single- occupancy vehicle trips and congestion on the SR 37Corridor. D. Commuter Profile and Marketing Research Request for Proposal (RFP) Recommendation: Forward a recommendation to the STA Board to authorize the Executive Director to: 1. Make a budget modification of $100,000 to the Fiscal Year 2019-2020 Program’s department budget; and 6 2. Use the funds to hire a consultant(s) to create an updated Commuter Profile of Solano County commuters and commute patterns and additional marketing research to encourage use of SolanoExpress and other alternative travel modes. 6. ACTION FINANCIAL ITEMS A. None. 7. ACTION NON FINANCIAL ITEMS A. Solano-Napa Activity Based Model Update Robert Guerrero reviewed the scope of work that addresses the deficiencies to update the model. He commented that a better performing model with up to date data is necessary for the 2019 Congestion Management Program Update and Solano Express Lanes project, and also necessary for the upcoming Short Range Transit Plan updates planned for later this year as well as any new projects requiring VMT CEQA analysis. He noted that staff recommends a continued partnership with NVTA for cost savings from common tasks and data acquisition. Recommendation: Forward a recommendation to the STA Board to approve the Scope of Work to update the Solano Napa Activity Based Model contingent on input from the STA Model Technical Advisory Committee as shown in Attachment A.

The staff will probably recommend its passage and also funding for free hot lunches for two other schools. Then it will probably come up for a vote June 9 or maybe June 1 6 . We are doing trail-breaking work here. These lunches will be paid for by Federal block-grant funds and matched by Federal Nutri­ tion funds. The city has the money because the Potrero project cost less than expected. It won't cost the school district a cent. And it won't raise your property taxes. Thirty-three percent (33%) of these kids are on welfare. But they are our kids - they go to school in our community. Our community includes these children as well as people who are threatened by ammonia tanks. So even if you don't have children, and maybe especially if you don't have children - PLEAoE GO TO THESE MEETINGS. This challenge was already the most significant crisis in the history of public transportation, and now it has persisted far longer than any of us would have predicted. Since the beginning, our workers have been on the front lines, doing their jobs as essential workers, responsible for providing other front line workers with a way to safely travel to and from essential jobs. Now that the availability of a vaccine is on the horizon, we are proud to echo the attached call from the Amalgamated Transit Union (ATU). Specifically, we urge you to work to ensure that transit, paratransit, and school transportation workers are prioritized along with other essential workers to receive the vaccine following the critical need to vaccinate the State’s healthcare workers. Even with reduced ridership, an average of 8 million monthly riders continue to depend on Bay Area transit services. These riders are the healthcare workers, grocery clerks, caregivers, emergency services personnel and others doing the critical work that has kept California functioning during the pandemic. They cannot continue to do so without access to reliable public transportation, and are therefore dependent on the health of the transit workers that serve them every day. Our agencies have worked hard to ensure the public health of riders and transit workers during this crisis.

EXECUTIVE SUMMARY Tim Kelley Consulting (TKC) was engaged to conduct an Historical Resource Evaluation (HRE) for 2556 Telegraph Avenue, a steel frame brick faced commercial building constructed circa 1946, with a 1962 addition, in Berkeley’s LeConte neighborhood. TKC conducted a field survey, background research of public records, and a literature and map review to evaluate the subject property according to the significance criteria for the California Register of Historical Resources (CRHR) and the City of Berkeley’s Landmarks Preservation Ordinance. Subsequent sections of this report present the detailed results of TKC’s research. Based on that research, TKC concludes that 2556 Telegraph is not eligible for listing in the California Register of Historical Resources, nor does it appear eligible for listing as a City Landmark, Structure of Merit, or contributor to an identified historic district. Accordingly, 2556 Telegraph does not appear to be a historical resource for the purposes of the California Environmental Quality Act. REV 2.
