S2 7.9 - Special Fleet Rules Fleet Captain: Kurt Wintheiser

The S2 7.9 Class Rules are in effect for all WYC series, governed by WYC Instructions, except as modified below: 1. There shall be no limit, nor minimum for number aboard. 2. There shall be no limit or minimum for crew weight. 3. Any sail may be replaced or substituted with any other legal sail at any time. 4. There shall be no limit on the number of sails carried aboard. 5. Sail definitions and requirements shall be in accordance with the Class Association Rules. 6. A boat may be awarded the average of its points scored in that series, for one (missed) race per series, if a boat and its crew have traveled to race in a class-sanctioned event. As such, the average of its points scored shall be rounded to the nearest whole number (with .5 or greater being rounded up to 1.0). 7. Any individual, regardless of their membership in the class association, may act as skipper and may steer the boat at any time. Any individual acting as skipper must be a current WYC member. 8. Refer to the WYC 2020 Season Schedule for S2 7.9 scheduled racing events.

Fleet racing and participation schedule special notes: a. The S2 7.9 Fleet will not participate in the Sunday May 24th Champ Series A #4 race. b. Sunday August 2nd S2 7.9 Fleet Sponsored All Club Cookout after the regularly scheduled Sunday Races. All fleets welcome. c. All club sponsored BOGO races will count toward the S2 7.9 Fleet champ series participation and scoring. d. Sunday July 19th S2 7.9 Rumble (5 Races). The S2 7.9 Fleet (5) Rumble races will count toward the Championship series scoring and annual fleet participation. The S2 7.9 fleet will not participate in the regularly scheduled Sunday afternoon races the day of the Rumble Races. e. The S2 Fleet will not participate in the Sunday September 6th Champ Series C #6 race. f. Star of the North Regatta: S2 7.9 Fleet participation on Saturday Sept 12th and Sunday Sept 13th only. g. Commodore Cup: WYC SI #17.1 scoring rules apply for 2020.

As a courtesy, S2 7.9 sailors are reminded that ALL OTHER class rules apply, including but not limited to • Minimum boat weights • Sail purchase limitations • Required equipment aboard • Sail construction limitations • Membership in the class association

J/24 Fleet #1 - Special Fleet Rules Fleet Captain: Eric Christenson

1. Modifies J/24 International Class Rule, C.2.1(a) CREW LIMITATIONS. The crew shall consist of not less than two persons.

2. Modifies J/24 International Class Rule, C.10.2 SAILS LIMITATIONS. During any regatta, a boat may only upgrade their sails once, and may use any previously used sails. The Championship series and Sunset series are each considered one regatta.

3. WYC Sailing Instructions, 17 Scoring, 17.1 MODIFIED, THROW-OUTS. As permitted by RRS A2, J/24 boat may exclude and discard race(s) from its final series results for any J/24 Fleet #1, WYC series according to the following table (based on the number of races completed in a series):

4. WYC Sailing Instructions, 16 Scoring 16.1 AMENDED AVERAGE POINTS. Any Fleet #1 J/24 missing a Wayzata Yacht Club race while participating in a J/24 class regatta, not on Lake Minnetonka, may be scored for the missed club race(s) with its average number of points in that series. Any Fleet #1 J/24 missing a Wayzata Yacht Club race while attending a training event sponsored by J/24 Fleet #1, on Lake Minnetonka, may be scored for the missed club race(s) with its average number of points in that series. Wayzata Yacht Club sponsored races that occur during any J/24 Fleet #1 sponsored regatta, on Lake Minnetonka, will not be scored as part of a Wayzata Yacht Club Series for J/24 Fleet #1.

J/22 Fleet #1 - Special Fleet Rules Fleet Captain: Holly Jo Anderson

Average Points A J/22 boat will be eligible to receive average points for missed WYC races as follows: • Average points will be awarded only for J/22s participating in regattas that have a stated J/22 class, racing as one-design. • No more than five average scores will be given to one J/22 within a calendar season. • Average points will be calculated based on RRS A10(b). Points equal to the average, to the nearest tenth of a point (0.05 to be rounded upward), of her points in all the races of that series (e.g., A, B, C, G, T, M) before the race in question (as permitted by WYC scoring program).

Any J/22 wishing to be credited average points for a missed race(s), must notify WYC J/22 Fleet Captain (and WYC Scoring Manager) no later than 1 week prior to leaving for said event, requesting average points for the concerned races.

This changes Appendix A.

WYC Fleet 5 - Fleet Special Rules Fleet Captain: Tom Brown

All Sonar Class Rules (“SCR”) are in effect for all races governed by the WYC Sailing Instructions, except as modified below:

1. Sonar Lonar & Double Handed Races: Sonar Lonar and Double-handed Races will be held the Saturday of the 3rd Big Island Race. If the races can’t be held that Saturday due to weather, the backup date is the 4th Big Island Race. In unusual circumstances, this could be rescheduled. Whichever race the Lonar and Doublehanded is raced in place of will not be scored as part of the Big Island Series. This modifies RRS 90.3a. The “Lonar Cup Race and Doublehanded Race” NOR & SIs posted on the WYC fleet 5 website.

2. Average Points for Missed Race(s): Any Sonar missing a WYC race because its owner or skipper travels to and races (or intends to race) in any Eligible Regatta(s) specified below will be scored its average number of points in applicable subseries (i.e., G, T, M, A, B, C, BI) for such missed WYC race.

Eligible Regattas 1. Sonar Worlds 2. Sonar North Americans 3. Sonar regatta with a separate, individual Sonar one-design class start & scoring. 4. Sonar match racing or team racing regatta 5. Any boat at Lake of the Woods International Sailing Association Race Week

For purposes of clarification: 1. WYC races held during an Eligible Regatta and 2 days before and after such regatta will be eligible for average points. 2. Limitations a. No more than 2 average scores will be given to a Sonar per subseries (e.g., G, T, M, A, B, C). b. No more than 6 average scores will be given to a Sonar in any year.

Calculation of Average Points The place scored will be the average that Sonar earns for all of the races in the applicable subseries (i.e., G, T, M, A, B, C, BI Series) excluding the last race in the subseries in question, with 0.05 to be rounded upward. This will be calculated using scores for the applicable subseries (e.g., G, T, M, A, B, C, BI Series) in question and not calculated, or based on, overall Championship or Sunset Series. The place scored in the individual subseries in question will be used for scoring the Championship and/or Sunset Series, as applicable.

Process: In order to receive average points, any Sonar requesting average points for a specific WYC race(s) must file a written Request for Redress according to RRS 62, citing “Scoring Inquiry” at the top of the form, and placing into the WYC Protest Box or emailing to Race Committee before the warning of the next race in the series. This modifies RRS A2.

3. Charter Boats: A chartered BOAT will be scored for club races as the sail number unless otherwise declared per WYC SI #25.6, not the crew.

4. A Sonar may sail with one or more persons. This overrides SCR C.2.1(a)

5. Boats must pay fleet dues. Dues must be received by the fleet treasurer at least 5 business days prior to any race which is to be scored. This changes SI #2.3 by adding this eligibility requirement.

6. For purposes of selecting the Sonar Fleet's representative to Champ of Champs Regatta, Sonar representative will be based on then-known Thursday WYC Sunset Series race standings.

7. Boats may not be “dry-sailed”. Pulling to clean or for repairs is allowed, regularly storing on a lift or trailer is not. Exceptions will be made for boats that may volunteer their slips so another fleet may wet sail for the duration of a regatta (e.g. the J/24 NA’s in 2015).

WYC Fleet 0 - Special Fleet Rules Fleet Captain: Hermann Klaas

The Capri 25 One Design Fleet Rules, updated March 22, 2018, apply to all Capri 25s racing at WYC.

Ensign - Fleet Special Rules Fleet Captain: Andrew Larson

Notwithstanding the WYC Schedule, the championship series for the WYC Ensign fleet will be calculated based on results of the G, T, M and B series.

PHRF – Special Fleet Rules Fleet Captain: Ray Boyd

The WYC PHRF Rules apply to all PHRF racing at WYC.

MORC – Special Fleet Rules Fleet Captain: Jeff Dahlin

WYC MORC Fleet affirms the following members, boats and ratings for 2020:

Rating Changes No changes to any rating may be made without 2/3 vote of the existing MORC boats, and prior to the applicable series in which the new rating will go into effect.

Guidelines for Assigning a Rating Handicap for New Boats Joining WYC MORC Fleet Boats desiring to join WYC’s MORC Fleet must submit a signed letter requesting to join the WYC MORC Fleet, and agreeing to comply with these MORC Special Fleet Rules. Upon receipt of such letter, the MORC Technical Officer will assign a local rating based on the following requirements:

1. If the new boat has a MORC Measurement rating certificate, the indicated handicap should be compared to the established existing level rated groups 16.40, 16.90, and 20.17. If the handicap is within 1.5% or any of these groups, it should be assigned that level rating as its handicap. If the handicap is not within 1.5%, then it should be assigned the handicap on the rating certificate.

2. If no MORC Measurement rating certificate is available per #1 above, the WYC MORC Technical Officer will review historical rating data from the following sources: a. Existing WYC MORC Measurement rating certificates looking for the same brand, length, mast height boats; b. MORC rating information from the International MORC Regatta 1999 looking for the same brand, length, mast height boats; c. Listing of Measurement ratings in the 1997 MORC International Handbook rating information looking for the same brand, length, mast height boats; and d. PHRF rating listing looking for a same or similar boat (that also has a MORC rating certificate). On finding a match from review of these sources, the resulting Handicap rating should be compared against the existing level rating groups as in #1 above and the match closest to the rating specified in #1 above will be assigned to the boat.

3. If no rating match to the new boat can be found from the sources listed in #2 above, then the new boat would not be eligible to join the MORC fleet, unless a compromise rating can be agreed with the new boat owner and approved by 2/3 vote of the existing MORC boats.

Rating Appeal Any boat desiring to appeal their rating or change in rating may only appeal to WYC Protest Committee pursuant to the WYC Notice of Race and Sailing Instructions.

J70 North - Special Fleet Rules Fleet Captain: Sean Hendrickson

For individual races run pursuant to WYC’s Official NOR/SIs, excluding local and out-of-town regattas, (“Club Races”), the following additional local J/70 North Special Fleet Rules apply:

1. Professional Sailors (World Sailing Group 3 Sailors). a. “One Pro Per Boat” Rule. For Club Races, WYC Fleet J/70 North adopts J/70 Class Rule - Part III - EVENT RULES: Section I.7 “GROUP 3 LIMITS TO CREW”:

“Class Rule C.3 is modified so that the entire crew is limited to no more than one member who is categorized as World Sailing Group 3.” For purposes of clarification, this “One Pro Per Boat” rule includes skipper, crew, and coaches onboard the J/70.

This changes J/70 Class Rule C.3. b. Where an out of town Group 3 (Pro) competitor participates in a Club Race, owner will have such Group 3 Pro give a 30-minute verbal debrief or “chalk talk” at WYC approx. 45 minutes after WYC RC boat docks at WYC. [DP] c. Participation of Group 3 (Pro) competitors for out-of-town or local regattas with their own NOR/SIs (e.g., Spring Fling, UGotta, etc.) will be governed by such separate regatta NOR/SIs. d. J/70 Driver Rule. J/70 Class Rule C3.2 (including (a), (b) & (c)) is deleted in its entirety and replaced with the following:

LIMITATIONS ON THE DRIVER Subject to J/70 Special Fleet Rule 1(a) above, any person [whether World Sailing Group 1 (Corinthian) or World Sailing Group 3 (Pro)] may drive a J/70 in an unlimited number of Club Races so long as they comply with all of the following: 1. In accordance with WYC SI #2.3.3, for J/70 to be scored in any Club Race, all drivers must be members of WYC - either Full, Skipper or Crew; 2. In accordance with WYC SI #2.3.3, WYC paid-up Crew Members may only drive up to 3 Club Races on any and all WYC boats, excluding Women’s Races, during a calendar year; 3. No Group 3 (Pro) person from in-town may drive a J/70 unless the individual is (i) at least 1% owner of the J/70 boat, or (ii) an official partner registered with WYC; 4. No Group 3 (Pro) person from out-of-town may drive a J/70 in any Club Race, unless the individual is (i) at least 50% owner of the J/70 boat, or (ii) is an official partner registered with WYC; and 5. In any event, all Group 3 (Pro) persons (whether in-town or out-of-town) must be a paid-up member of the J/70 U.S. national class.

For purposes of clarification: a. “In-town” is defined as any person whose principal place of residence is 100 miles or closer to Wayzata Yacht Club. b. “Out-of-town” is defined as any person whose principal place of residence is greater than 100 miles from Wayzata Yacht Club.

This changes J/70 Class Rule C.3.2

2. Sail Limitations Rule. a. The following additional sail limitations apply to Club Races:

C.10.2(e) Additional Sail Limitations Rule. 1. In the year that a J/70 boat is purchased (which can be either a new boat or used boat), boat may purchase a new set of sails: one (1) main, one (1) jib, and one (1) spinnaker. No additional new sails may be purchased or used for Club Races for year 1. [DP] 2. Thereafter, each J/70 boat may acquire in each subsequent calendar year in any manner the right to purchase a total of two (2) new sails of any combination of type (main, jib, spinnaker). For example, J70 boat may purchase the following new sails within the sail limitations rule:: two (2) spinnakers; or, two (2) jibs; or, two (2) mains; or, one (1) main and one (1) jib; or, one (1) main and one (1) spinnaker; or, one (1) jib and one (1) spinnaker. [DP] 3. For any year that the J/70 boat does not purchase sails up to their new sail purchase limitation, the non-purchased sails are “banked” perpetually and can be bought in any subsequent year(s). For example, if sails aren’t bought in any individual year, the owner may purchase additional new sails as follows:

Please note: • (#) in table represents number of new sails purchased. Numbers without parenthesis represents number of new sails the J/70 boat could purchase in such year. • bank of non-purchased sails is not transferred to subsequent owners. [DP]

4. Sail limitations rule apply to each individual J/70 boat, regardless of the number of owners or partners. 5. J/70 boat may apply to the Local WYC J/70 Fleet Officers for an exemption to sail limitations rule to replace sails lost, stolen, torn or destroyed.

For purposes of clarification: 1. Sail limitations do not apply to local or out-of-town regattas with their own NOR/SIs. 2. Sail limitations do not apply for used sails. J/70 boats may purchase as many used sails as they desire. A new sail is a sail that has never been used, and a used sail is a sail that has been used at least one time before.

This changes J/70 Class Rule C.10.2 (by adding C.10.2(e)). [DP]

3. Inverted Winch Rule. (EXPERIMENTAL FOR 2020) For purposes of comfort in WYC Club Races (and NOT to gain any kinetic advantage), J/70 boats may invert their winches in the same place of the boat so the winches are in the cabin of the boat (thus preventing the winches from bruising crew’s bodies). For purposes of clarification: 1. Same manufacturer holes must be used to hang the inverted winch. No additional holes may be created in the deck for purposes of hanging the inverted winches. 2. Only J/70 class-approved equipment may be used except: a. J/70 manufacturer-provided bolts, nuts and washers may be replaced with T-cap fittings of the same or substantial similar weight and size; and b. foam, stickyback or other material may be used to cover the above deck winch holes to prevent water leaking into the winch and cabin. 3. Each J/70 boat must still meet minimum weight according to J/70 Class Rule C.6.1. 4. As the J/70 US Class Office objects to inverting winches on the J/70, WYC J/70 members understand “inverted winches” are NOT class legal and will not be used at any J/70 class sanctioned event. 5. This inverted winch rule is experimental for the 2020 season. It shall expire at the end of the 2020 season unless the fleet votes to extend it before the beginning of the 2021 season.

4. Average Points Rule. A J/70 boat will be eligible to receive average points Club Races missed as follows: • Average points will be awarded only for WYC J/70 boats registered and participating in off- the-lake J/70 regattas (i.e., away from Lake Minnetonka) that have a one-design J/70 racing class. • No more than five average scores will be given to a J/70 boat within a calendar season. • Average points will be calculated based on RRS A10(b). Points equal to the average, to the nearest tenth of a point (0.05 to be rounded upward), of her points in all the Club Races of that series (i.e., A, B, C, G, T, M) before the Club Race in question (as permitted by WYC scoring program).

Any J/70 boat desiring to be credited average points for missed Club Race(s), must notify WYC Scoring Manager (and WYC J/70 Fleet Captain) no later than 1 week prior to the off-the-lake event, requesting average points for the applicable Club Race(s). In any event, any J/70 boat that actually enters a Club Race on Lake Minnetonka is not eligible to receive Average Points.

This changes RRS Appendix A and WYC SI #17.

5. Other Rules. a. Sail Number Rule. Unless otherwise specified in WYC SI #25.6, all J/70 boats must be registered with their sail number and all sail numbers must match hull number. This changes J/70 Class Rule A9.1. [DP] b. Membership Stickers Rule. J/70 Class Membership stickers are not required to be affixed to a hull. This changes J/70 Class Rule B2.1 (by removing it). c. Crew Onboard Rule. A minimum of 2 people must be onboard. This changes J/70 Class Rules C3.1(a). d. Weed Stick Rule - Additional Optional Portable Equipment. J/70 Class Rule C.5.2(b) is changed by adding the following

C.5.2(b)(10). Weed Stick(s). Each J/70 boat may carry a stick(s) and other device(s) used solely to remove weeds from the hull, keel and/or rudder.
