Amir Abd al-Rahman (Kabul’s Iron Amir) The Pashtun tribes have individual “personality” characteristics and this is a factor more commonly seen within the independent tribes – and their sub-tribes – than in the large tribal “confederations” located in southern Afghanistan, the Durranis and Ghilzai tribes that have developed in- termarried leadership clans and have more in common than those unaffiliated, independent tribes. Isolated and surrounded by larger, and probably later arriving migrating Pashtun tribes and restricted to poorer land, the Mahsud tribe of the Wazirs evolved into a nearly unique “tribal culture.” For context, it is useful to review the overarching genealogy of the Pashtuns.

  • Bayazid Ansari and Roushaniya Movement: a Conservative Cult Or a Nationalist Endeavor?
    Himayatullah Yaqubi BAYAZID ANSARI AND ROUSHANIYA MOVEMENT: A CONSERVATIVE CULT OR A NATIONALIST ENDEAVOR? This paper deals with the emergence of Bayazid Ansari and his Roushaniya Movement in the middle of the 16th century in the north-western Pakhtun borderland. The purpose of the paper is to make comprehensive analyses of whether the movement was a militant cult or a struggle for the unification of all the Pakhtun tribes? The movement initially adopted an anti- Mughal stance but side by side it brought stratifications and divisions in the society. While taking a relatively progressive and nationalist stance, a number of historians often overlooked some of its conservative and militant aspects. Particularly the religious ideas of Bayazid Ansari are to be analyzed for ascertaining that whether the movement was nationalist in nature and contents or otherwise? The political and Sufi orientation of Bayazid was different from the established orders prevailing at that time among the Pakhtuns. An attempt would be made in the paper to ascertain as how much support he extracted from different tribes in the Pakhtun region. From the time of Mughal Emperor Babur down to Aurangzeb, the whole of the trans-Indus Frontier region, including the plain and the hilly tracts was beyond the effective control of the Mughal authority. The most these rulers, including Sher Shah, himself a Ghalji, did was no more than to secure the hilly passes for transportation. However, the Mughal rulers regarded the area not independent but subordinate to their imperial authority. In the geographical distribution, generally the area lay under the suzerainty of the Governor at Kabul, which was regarded a province of the Mughal Empire.

    [PEACEW RKS [ COUNTERINSURGENCY, LOCAL MILITIAS, AND STATEBUILDING IN AFGHANISTAN Jonathan Goodhand and Aziz Hakimi ABOUT THE REPORT Much international effort and funding have focused on building and bureaucratizing the means of violence in Afghanistan. At the same time, parallel government and NATO experiments have armed local defense forces, including local militias, under the Afghan Local Police (ALP) program to fight the insurgency and provide security at the local level. This report—which is based on a year’s research in Kabul and the provinces of Wardak, Baghlan, and Kunduz—seeks to understand the role and impact of the ALP on security and political dynamics in the context of ongoing counterinsurgency and stabilization operations and the projected drawdown of international troops in 2014 . ABOUT THE AUTHORS Jonathan Goodhand is a professor of conflict and development studies in the Development Studies department at the School of Oriental and African Studies (SOAS) at the University of London. His research interests include the political economy of aid, conflict, and postwar reconstruction, with a particular focus on Afghanistan and Sri Lanka. Aziz Hakimi is a PhD candidate at SOAS.     Special Status of Tribal Areas (FATA): An Artificial Imperial Construct Bleeding Asia Sarfraz Khan* Introduction Federally Administered Tribal Areas (FATA) of Pakistan is a narrow belt stretching along the Pak-Afghan border, popularly known as the Durand Line, named after Sir Mortimor Durand, who surveyed and established this borderline between Afghanistan and British India in 1890-1894. It comprises seven agencies namely: Kurram, Khyber, North Waziristan, South Waziristan, Bajaur, Mohmand, and Orakzai along with six Frontier Regions (FRs): FR-Peshawar, FR-Kohat, FR.Bannu, FR.Lakki, FR. D.I.Khan, and FR.Tank. FATA accounts for 27220 km2 or 3.4% of Pakistan's land area. Either side of FATA Pashtun tribes reside in Afghanistan and Pakistan. According to the 1998 census the population of FATA was 3.138 million or 2.4% of Pakistan's total population, currently estimated approximately 3.5 million. Various Pashtun Muslim tribes inhabit FATA. A small number of religious minorities, Hindus and Sikhs, also inhabit some of the tribal agencies. The following are the tribes residing in FATA. In Khyber Agency: Afridi (Adamkhel, Akakhel, Kamarkhel, Kamberkhel, Kukikhel, Malik Dinkhel, Sipah, Zakhakhel), Shinwari (Ali Sherkhel), Mullagori (Ahmadkhel, Ismailkhel) and Shilmani (Shamsherkhel, Haleemzai, Kam Shilmani).1 In Kurram: Turi, Bangash, Sayed, Zaimusht, Mangal, Muqbil, Ali Sherzai, Massuzai, and Para Chamkani.2 In Bajaur: Salarzai branch of the Tarkalanri tribe (Ibrahim Khel, Bram Khel (Khan Khel) and Safi.3 In Mohmand: Musakhel, Tarakzai, Safi, Uthmankhel, and Haleemzai.4 In Orakzai: Aurakzai and Daulatzai. 5 In South Waziristan: Mahsud Wazir, and Dottani/ Suleman Khels.6 In North Waziristan: Dawar, Wazir, Saidgi and Gurbaz.7 In Frontier Regions: Ahmadzai, Uthmanzai, Shiranis, Ustrana, zarghunkhel, Akhorwal, Shirakai, Tor Chappar, Bostikhel, Jawaki, Hasan khel, Ashukhel, Pasani, Janakor, Tatta, Waraspun, and Dhana.

Giles, Esquire, then Deputy Commissioner of that district, to prepare a Note on the Baloch and Birahoi tribes, showing their tribal connections and the feuds existing between their various branches, and other details. Accordingly, I prepared a Note on these two tribes and submitted it to him in May 1890. The Note was revised by me at the direction of C. E. S. Steele, Esquire, when he became Deputy Commissioner of the above district, and a copy of it was furnished to him. It was revised a third time in August 1895, and a copy was submitted to H. C. Mules, Esquire, after he took charge of the district, and at my request the revised Note was printed at the Commissioner-in-Sindh’s Press in 1896, and copies of it were supplied to all the District and Divisional officers.
