    CB(1)1163/09-10(01) For information on 19 February 2010 Subcommittee on Land (Compulsory Sale for Redevelopment) (Specification of Lower Percentage) Notice Profile of Old Buildings in Hong Kong Purpose This paper outlines the profile of old buildings in Hong Kong and the likely changes in the coming decade. Background 2. In Hong Kong, the design working life of an ordinary building is 50 years. The older the physical age of a building, the more likely it is fraught with building condition problems requiring attention over time. Rehabilitation will help extend the working life of buildings. Redevelopment remains an effective tool to tackle the problem of urban decay in the long run. 3. As at end 2009, there are about 41 000 buildings in Hong Kong, of which about 4 000 buildings are aged 50 years or above. The buildings aged 50 years or above account for 9% of the total number of buildings in the territory (Annex I). 4. A breakdown of the age of existing buildings by type is at Annex II. It is noted that residential/composite use buildings account for most of the building stock. As at today, the number of residential/composite use buildings aged 50 years or above is about 2 600. 5. Based on the records of the Buildings Department (BD), we estimate that over the next ten years, approximately an average 570 buildings per annum will reach the age of 50 (Annex III). It is estimated that the number of buildings in this category will rise from about 4 000 in 2009 to about 9 500 in 2019.

    Operating Review Redevelopment Rehabilitation Revitalisation pReservation The Tsuen Wan Town Centre project features vertical greening of about 8,000 square feet. 22 Operating Review This Operating Review covers the Urban Renewal Authority’s (URA) work over the past year. Corporate and Business Plan The URA Ordinance (URAO) empowers the Secretary for Development to prepare an Urban Renewal Strategy (URS) and, thereafter, to revise it in such a manner as the Secretary may decide. The URAO then requires the URA to follow the guidelines in the URS and prepare and obtain the approval of the Financial Secretary each year for both a five- year Corporate Plan and an Annual Business Plan (Plans) laying out the direction and programme of the Authority’s activities. The Plans are carefully devised to integrate the proposals and activities conceived under the URA’s Redevelopment, pReservation, Rehabilitation, and Revitalisation (4Rs) approach. Among the key considerations when drawing up these Plans are previous obligations, continually changing community aspirations with respect to urban renewal and the urgency for taking renewal action within the framework of the URA’s mandate and resource limitations. The Plans covering the period 2007 to 2012, including the 2007/08 Business Plan, were submitted to the Financial Secretary (FS) in December 2006 and approved by the FS in March 2007. The Plans covering the current period from 2008 to 2013, including the 2008/09 Business Plan, were prepared in the third quarter of 2007/08, submitted to the FS in December 2007 and approved by the FS in February 2008. Redevelopment In this Annual Report, the word “project” is used generically to cover all categories of schemes, proposals and projects under both the Land Development Corporation (LDC) Ordinance and the URAO.

This paper, hence, looked, from a historical perspective, how the development of tall buildings in Chicago, Hong Kong and Singapore have evolved to become what we see today. How does the tall building development history of a city help forge the people’s view in terms of living in skyscrapers? Would such help provide explanations and hints as to the future development of skyscrapers in the other cities like Shanghai? Keywords: Tall building, skyscraper, high-rise, development history Learning from the American experience The mythical story of the Tower of Babel tells us that how height, in itself, since the beginning of known history, means power to human beings. But before Elisha Otis revolutionized and refined the safety of the elevator by inventing the elevator brakes1 in 1852, both the Greek mathematician Archimedes of Syracuse and King Louis XV of France could only have envisioned their great ideas through primitive, man-powered, inefficient mechanical lifting devices back in their days.
