' The Commissioner of the Yukon Territory' , Mr. James Smith , is ushered into the Territorial Court Room by his Aide-de-Camp. Mr. Commissioner gave his Opening Address. (Set out as Sessional Sessional Paper Noo 8.) Paper No. 8 Mr. Speaker called Council back to order in the Council Chambers. Mr. Speaker: I would like to advise the House at this time that I have received a copy of th e Commissioner's Opening Address. Page 2. Mr . Taylor: Mr . Speaker, I would like to move that th e Commissioner 's Opening Address be considered on a day following. Mr . Chamberlist: I second the motion , Mr. Speaker. It has already' been' explained in th e last Session, th ere will be about three different cauctises as there 's a suggestion now that we obtain political pa rtition here , and I am against meeting in caucus . 'We' can, nevertheless, adjust ourselves so that we can arrange an agenda as has been suggested by Councillor Taylor . Page 3. Mr . McKinnon: Mr . First I would like to apologize for bringing you all from your respective jobs in the Territory. I know it is a busy time of year, but we found with the festival now under way, conditions have come about which require the opinion of all people concerned in this Council to decide as to the route we wish to take from now on. The problem that faces the Council is the allocation of funds for the continuation and operation of the festival. I hope we can clean this up today, if possible, so that you will all be able to return for the harvest of tourism.
