Mae’n un o 11 papur pwnc sydd wedi eu paratoi er mwyn helpu i wneud y canlynol: Nodi’r prif faterion i’w hystyried wrth ddrafftio’r CCA diwygiedig; Darparu canllawiau yn ymwneud â sut y gallai’r CCA ymateb i’r heriau a’r cyfleoedd a nodwyd; Cynnig gwybodaeth bellach i’r cyhoedd er mwyn cefnogi’r ymgynghoriad ar y CCA drafft diwygiedig. 1.1.2 Mae Blwch 1.1 yn cynnwys rhestr lawn o’r papurau pwnc a baratowyd i gefnogi CCA Wylfa Newydd. Ers hynny, mae Cynllun Datblygu Lleol ar y Cyd Ynys Môn a Gwynedd wedi cael ei fabwysiadu, ac mae hyn wedi golygu ei bod yn rhaid diweddaru’r papurau pwnc yn unol â’r polisi cynllunio lleol sy’n bodoli, gan gynnwys drafftio papur pwnc ychwanegol fel sy’n cael ei nodi ym Mlwch 1.1 uchod. Papur Pwnc 5: Trafnidiaeth Tudalen 4 Trafnidiaeth 1.2 Y Cyd-destun Wylfa Newydd 1.2.1 Mae Llywodraeth y DU wedi enwi Wylfa yn y Datganiad Polisi Cenedlaethol ar gyfer Cynhyrchu Pŵer Niwclear (EN-6) fel safle posibl ar gyfer gorsaf bŵer niwclear newydd (edrychwch ar Ran 4 ac Atodiad C y Datganiad Polisi Cenedlaethol). Mae Pŵer Niwclear Horizon (Horizon) yn bwriadu darparu dau Adweithydd Dŵr Berwedig Uwch (ABWR), a fydd yn cynhyrchu o leiaf 2,700MW ar brif safle Wylfa Newydd. Mae safle Wylfa yn tua 300 hectar ac mae wrth ymyl gorsaf bŵer niwclear bresennol Magnox (a roddodd y gorau i gynhyrchu trydan ym mis Rhagfyr 2015). Mae’r prosiect hefyd yn cynnwys datblygiadau cysylltiedig ar safle Wylfa Newydd ac mewn lleoliadau eraill oddi ar y safle (edrychwch ar Ffigur 1.1). Ffigur 1.1 Lleoliad Prif Safle Wylfa Newydd 1.2.2 Mae’r gwaith o adeiladu’r orsaf bŵer niwclear newydd yn Brosiect Seilwaith o Arwyddocâd Cenedlaethol o dan Ddeddf Cynllunio 2008. O dan y ddeddfwriaeth, mae gan brosiectau fel Wylfa Newydd botensial i fod mor bwysig i’r DU fel bod Papur Pwnc 5: Trafnidiaeth Tudalen 5 Trafnidiaeth angen proses ganiatâd wahanol i’r dull “arferol” o roi caniatâd cynllunio gan awdurdod cynllunio lleol. Drwy’r broses hon, mae Horizon (hyrwyddwr y prosiect) yn cynnig cyflwyno cais am Orchymyn Cydsyniad Datblygu (DCO) ar gyfer yr orsaf bŵer i’r Ysgrifennydd Gwladol dros Fusnes, Ynni a Strategaeth Ddiwydiannol (yr Ysgrifennydd Gwladol). Cyflwynir y cais drwy’r Arolygiaeth Gynllunio a fydd yn rhoi argymhelliad i’r Ysgrifennydd Gwladol, ar ôl archwilio’r cais, ynghylch a ddylid rhoi caniatâd datblygu neu beidio. Yr Ysgrifennydd Gwladol fydd yn penderfynu’n derfynol ynghylch rhoi neu wrthod caniatâd datblygu1. 1.2.3 Er nad y Cyngor Sir yw’r awdurdod a fydd yn penderfynu ynghylch caniatáu’r Prosiect Seilwaith o Arwyddocâd Cenedlaethol, bydd yn ceisio sicrhau ei fod yn cael ei ddatblygu mewn ffordd sy’n parchu polisïau strategol ac egwyddorion y Cynllun Datblygu (Cynllun Datblygu Lleol ar y Cyd), y Datganiadau Polisi Cenedlaethol perthnasol, y polisïau a’r canllawiau cynllunio cenedlaethol (Cymru) a’r Canllawiau Cynllunio Atodol perthnasol. Y Cynllun Datblygu Lleol ar y Cyd yw’r cynllun gofodol a fydd yn gweithredu Strategaeth Adfywio Economaidd Ynys Môn a’r Rhaglen Ynys Ynni, ymysg pethau eraill. 1.2.4 Yn ogystal â’r orsaf bŵer arfaethedig, bydd Horizon yn cyflwyno prosiectau eraill sy’n ymwneud yn uniongyrchol â Wylfa Newydd. Mae’r rhain yn cynnwys cyfleusterau oddi ar safle'r orsaf bŵer a chyfleusterau a gwaith arall sy’n gysylltiedig â'r datblygiad (datblygiadau cysylltiedig). Yn unol â’r Datganiad Cynllunio Cenedlaethol (paragraff 2.3.4), mae modd cynnig datblygiadau cysylltiedig yn y prif safle, neu mae modd iddyn nhw ymwneud â’r gwaith ar dir sydd oddi ar y prif safle. Mae ceisiadau am ddatblygiadau cysylltiedig rŵan yn dod o dan Ddeddf Cynllunio 2008 yng Nghymru ac felly mae modd penderfynu arnyn nhw drwy’r broses DCO hefyd. Ar wahân, mae modd i drydydd partïon gyflwyno cynigion datblygu nad ydyn nhw’n ymwneud yn uniongyrchol â’r prosiect. Gallai’r rhain gynnwys, er enghraifft, safleoedd ar gyfer tai a fydd yn cael eu defnyddio gan weithwyr adeiladu. Byddai’n rhaid i’r cynigion datblygu hyn gael caniatâd o dan y Ddeddf Cynllunio Gwlad a Thref. 1.2.5 Ers y fersiwn diwethaf o’r Papur Pwnc hwn, mae Horizon wedi mireinio’r cyfleusterau tebygol a fydd oddi ar safle’r orsaf bŵer a’r datblygiadau cysylltiedig sydd eu hangen fel rhan o Brosiect Wylfa Newydd. Mae wedi cynnal tri cham o ymgynghori cyn ymgeisio (yn 2014, yn 2016 ac yn 2017) ynghylch y cynigion ac, ar y trydydd cam (PAC 3), cyflwynodd gyfres o ddewisiadau roedd yn eu ffafrio. Mae bellach yn cynnig adeiladu’r cyfleusterau oddi ar safle'r orsaf bŵer mewn un safle yn Llanfaethlu ac mae’r datblygiadau cysylltiedig yn debyg o gynnwys: 1Mae mwy o wybodaeth ar gael am broses o wneud cais am DCO ar wefan yr Arolygiaeth Gynllunio: http://infrastructure.planningportal.gov.uk/application-process/the-process/. Papur Pwnc 5: Trafnidiaeth Tudalen 6 Trafnidiaeth Paratoi a chlirio'r safle a gwaith galluogi ar gyfer yr orsaf bŵer newydd (ym mhrif safle Wylfa Newydd); Cyfleuster Dadlwytho Morol, morgloddiau a Dyfnder Caergybi, safle gwaredu dŵr dwfn ar gyfer deunyddiau adeiladu anadweithiol; Gwelliannau i’r Briffordd mewn pedair rhan ar hyd yr A5025; Canolfan Logisteg Dros Dro ar gyfer Cerbydau Cludo Nwyddau ym Mharc Cybi; Cyfleuster Parcio a Theithio dros dro yn Dalar Hir; a Llety dros dro ar gyfer y gweithlu adeiladu ar Gampws y Safle (ym mhrif safle Wylfa Newydd). 1.2.6 Yn ogystal â’r datblygiad cysylltiedig uchod (sy’n rhan o’r cais am DCO), mae Horizon hefyd yn cynnig cyflwyno ceisiadau o dan y Ddeddf Cynllunio Gwlad a Thref ar gyfer gwaith i baratoi a chlirio’r safle ac ar gyfer gwelliannau i’r A5025. Yn y cyd- destun hwn, mae cyfeirio at Brosiect Wylfa Newydd yn y ddogfen hon yn cynnwys yr orsaf bŵer arfaethedig a’r datblygiadau eraill ar brif safle Wylfa Newydd a'r cyfleusterau oddi ar safle’r orsaf bŵer a'r datblygiadau cysylltiedig sy’n cael eu cynnig, gan gynnwys y ceisiadau o dan y Ddeddf Cynllunio Gwlad a Thref. Fodd bynnag, nid yw Prosiect Wylfa Newydd yn cynnwys Prosiect Cysylltiad Gogledd Cymru, a fydd yn cysylltu Wylfa Newydd â'r seilwaith trawsyrru trydan (hy y National Grid). Mae Prosiect Cysylltiad Gogledd Cymru yn Brosiect Seilwaith o Arwyddocâd Cenedlaethol hefyd. Mae’n cael ei hyrwyddo gan y National Grid a bydd yn dilyn proses ar wahân i wneud cais am DCO. 1.1.13 Mae’r term ‘hyrwyddwr prosiect’ yn cynnwys Horizon ac unrhyw drydydd parti arall sy’n cynnig datblygiad mewn ymateb uniongyrchol i Wylfa Newydd (er enghraifft, darparu llety i weithwyr adeiladu neu fathau eraill o ddefnydd sy’n ymwneud â chyflogaeth). Canllawiau Cynllunio Atodol Wylfa Newydd 1.2.8 Pwrpas Canllawiau Cynllunio Atodol yw rhoi canllawiau manwl ynghylch themâu neu safleoedd penodol sy’n ymwneud â’r ffordd y bydd polisïau mewn cynlluniau datblygu yn cael eu defnyddio mewn amgylchiadau neu ardaloedd penodol. Pwrpas Canllawiau Cynllunio Atodol Wylfa Newydd (CCA Wylfa Newydd) yw rhoi cyngor atodol ar faterion pwysig sy’n ymwneud yn uniongyrchol neu’n anuniongyrchol ag ardaloedd lleol, ac egluro ymateb y Cyngor Sir i'r strategaethau a’r polisïau lleol a chenedlaethol yng nghyd-destun Prosiect Wylfa Newydd. Mae’r CCA yn ychwanegol at y Cynllun Datblygu Lleol ar y Cyd a fabwysiadwyd yn ddiweddar. 1.2.9 Bwriad CCA Wylfa Newydd yw: Papur Pwnc 5: Trafnidiaeth Tudalen 7 Trafnidiaeth Cyfrannu at benderfynu’r safbwynt y bydd y Cyngor Sir yn ei fabwysiadu yn ei Adroddiad ar yr Effaith Leol2 a’r adrannau perthnasol yn y Datganiad Tir Cyffredin3; Darparu fframwaith cynllunio (ochr yn ochr â’r Cynllun Datblygu Lleol ar y Cyd a chanllawiau eraill ar bolisi cynllunio) a fydd yn helpu i gyfarwyddo’r ymgeisydd/ymgeiswyr ac yn dylanwadu ar y broses o ddylunio a datblygu elfennau o Brosiect Wylfa Newydd er mwyn sicrhau canlyniadau cynaliadwy, gan roi sylw i ddatblygiadau cysylltiedig yn bennaf; Llywio trafodaethau cyn ymgeisio sy’n ymwneud â’r prif safle, y cyfleusterau oddi ar y safle a’r datblygiadau cysylltiedig; Cynnig canllawiau atodol ar lefel leol, sy’n gyson â’r Datganiadau Polisi Cenedlaethol perthnasol, y gall yr Arolygiaeth Gynllunio a’r Ysgrifennydd Gwladol ystyried sy'n bwysig ac yn berthnasol i’r broses benderfynu; a Rhoi ystyriaeth berthnasol wrth asesu unrhyw geisiadau cynllunio o dan y Ddeddf Cynllunio Gwlad a Thref sy’n ymwneud â Phrosiect Wylfa Newydd a gyflwynir gan Horizon neu hyrwyddwyr datblygu neu fusnesau eraill sydd â buddiant yn y prosiect neu sy’n ceisio cael buddiant ynddo.

The proposed scheme comprises a single wind turbine, approximately 77m high to tip of the blade, at Nant-y-fran, Cemaes, Anglesey, LL67 0LS. The impact assessment for the turbine has been commissioned by Engena Limited (The Old Stables, Bosmere Hall, Creeting St Mary, Suffolk, IP6 8LL).     Community Involvement APPENDIXOfficers Report April 2017 Introduction. This report is based on the mapping work of three Community Involvement Officers (CIO) within the areas outlined on the map below. It represents 8 months’ work following the agreed roles and responsibilities of the Officers under the joint project between Medrwn Môn, Anglesey Council and Horizon Nuclear Power. The scope of the project was to increase the participation of the residents of Anglesey in the consultation work and planning processes around Horizon’s PAC 2, by using varied and alternative methods of engaging and capturing information that would help to inform the wider information gathering processes being used through the formal consultation period. The concept of the Community Involvement Officers joint project was to share information, skills and learning around the different ways of engaging the groups and individuals that would typically be classed as hard to reach including deaf communities, older people, homeless people and those with protected characteristics under the Equalities legislation. The workers are employed as follows: 1x full-time Officer employed directly and based within Horizon Offices 1x part-time Officer based within Medrwn Mon 1x part-time Officer based within Anglesey County Council It was envisaged that the separate and independent skills and specialities within each organisational sector (Private, Public and Third Sector) would be shared and developed as a matter of good practice to be used in any further engagement & consultation.     FOR IMMEDIATE RELEASE Horizon launches second major consultation on Wylfa Newydd People across North Wales are being asked to give their views on the latest proposals for the Wylfa Newydd nuclear power station project Gloucester, UK, 30th August, 2016 --- The second stage of consultation on the proposed plant on the north coast of Anglesey starts today, 31 August, and finishes on 25 October. This is the last major scheduled consultation before Horizon Nuclear Power submits its application for a Development Consent Order in 2017. It gives people the chance to have their say on updated plans for the Wylfa Newydd Project and its supporting infrastructure before the proposals are finalised. Local people will be able to visit 15 public exhibitions at various locations across Anglesey, Gwynedd and Conwy to see the plans and provide their feedback. They will also have the opportunity to attend ten weekday ‘drop-in’ sessions at the “consultation cabin”, located at the Douglas Inn car park in Tregele, where they can discuss the proposals with members of the Horizon team. For those who can’t attend any of the events all the consultation documents are available on Horizon’s dedicated consultation website, www.horizonnuclearpower.com/consultation along with opportunities to comment. Horizon is looking for feedback about the Project as a whole, but also on a number of specific subjects, including temporary accommodation for construction workers, strategies for creating jobs and developing skills, plans for a park and ride facility and the approach to safeguarding and championing the Welsh Language. Q2.14.8 Could/should the Trywydd Copr/Copper Trail revert back to its original route (ie away from the A5025) after the construction period? Horizon’s deadline 5 submission “The Trywydd Copr / Copper Trail (NCN Route 566) between Cemlyn Bay and Llanfechell is currently routed along Cemlyn Road via Tregele, a route that includes 20-30m of the A5025. Cemlyn Road will be permanently closed as a result of the Wylfa Newydd DCO Project as the footprint of the Power Station will be on top of it. On this basis, it would not be possible to re-open Cemlyn Road, and the Trywydd Copr / Copper Trail could not revert to its original route. As set out in the Environmental Statement at Chapter D2 – Alternatives and design evolution [APP-121], Horizon considered two options for the Trywydd Copr / Copper Trail diversion, one option continued to route cyclists via Tregele, the second involved a shorter section along the A5025 but went direct to Llanfechell. The preferred option is considered to be the best diversion in the circumstances as it involves the shortest length of route along the A5025 and is comparable in length to the original route. In order to avoid confusion for cyclists it was also considered preferable to only have a single diversion applicable during both construction and operation.” The NACP deadline 6 response The NACP are of the view that the Lôn Las Copr / Copper Trail could and should be routed as close to its original route as is possible and desirable during both the construction and operational phases of the Wylfa Newydd project.
