A number of the Section 42 consultees provided responses in relation to the PEIR. Each of the technical chapters explains how these comments have been taken into account within the ES where relevant. This document provides a summary of the responses from stakeholder organisations on the PEIR. Only those stakeholders who have commented on the PEIR have been included. Stakeholder responses are provided below. The consultation includes a substantial amount of documents which together provide information on the project, its evolution to date and the potential effects upon the environment (social, economic and environmental) that could arise. This document represents the Isle of Anglesey County Council’s (IACCs) response to one of the consultation documents, namely the Preliminary Environmental Information Report (PEIR) and its associated appendices. 2.0 The Role Of Preliminary Environmental Information A PEIR provides preliminary environmental information (PEI) in accordance with the IACC 2.1 Noted Infrastructure Planning (Environmental Impact Assessment) Regulations 2009 (as amended by the Infrastructure Planning (EIA) (Amendment) Regulations 2011 and 2012)(‘the 2009 EIA Regulations’). The PEIR is intended to present preliminary information about the potential significant IACC 2.2 Noted environmental effects of the proposed project, as they are understood at that stage in the pre- submission / design process. It presents the early findings of the, as yet incomplete, Environmental Impact Assessment (EIA) and gives an indication as to whether identified environmental effects are likely or unlikely to be significant and, where possible, the degree of significance. 3.0 Structure And Presentation Of The PEIR The PEIR suite of documents submitted for the S42 consultation is extensive and to assist with IACC 3.1 Noted navigating the hard copy documents it would have benefitted with the inclusion of a contents page at the beginning of each document to denote chapter headings / numbers or alternatively tabs inserted at the beginning of each chapter. North Wales Connection Project Environmental Statement Schedule Of Responses to the PEIR Document Number 5.5.2.2 Page 6 Table 1: Isle of Anglesey County Council Consultee and Section Comment Reference How the comment has been addressed Reference Code 5.0 General Observations National Grid state ‘The results assessment presented within the PEIR is to some extent based IACC 5.1 Noted on professional judgement, and baseline assessment is yet incomplete. National Grid states that 'mitigation measures have not all been defined or designed'. The IACC acknowledges that the PEIR contains preliminary environmental information (ie. is not a completed EIA), however, the Council would highlight that where it has not been possible for National Grid to undertake a completed quantitative assessment of predicted impacts, this means that IACC’s ability to meaningfully engage on assessment outcomes and input into the project design is limited. The Council expects that National Grid will engage in further consultation on the emerging IACC 5.2 Consultation with consultees following the outcomes of the EIA, the draft Environmental Statement (ES), and associated management publication of the PEIR is documented in Chapter 5 plans prior to submission of the DCO application. of the Environmental Statement, EIA Consultation (Document 5.5). Within National Grid’s Draft Route Alignment (DRA) and Menai Strait Crossing (MSC) Reports, IACC 5.3 Noted, this has been included in ES Chapter 3 limited detail has been provided on the design measures that have been built in to the proposed Description of the Proposed Development development in order to avoid or reduce effects at source. As the Council has recommended (Document 5.3). consistently during each stage of consultation, the ES should be accompanied by a design approach document or ES chapter setting out how the infrastructure has been designed to minimise adverse effects. More detailed information and where relevant cross reference to the design approach document should be made from the topic specific chapters. The Council also notes the PEIR does not contain the detailed proposals that will be required to IACC 5.4 Following the publication of the PEIR, National Grid mitigate the impacts of the proposed development. The Council expects that National Grid will has continued consultation on the development of consult on the required mitigation measures as the project evolves and produce a detailed mitigation measures as outlined in Chapter 5 of

This comment indicates the degree of serious unsoundness that exists in the existing presented JLDP and the inadequate considerations given to the provision and location of Affordable Housing in Anglesey, and the serious consequences of locating Affordable Housing which do not have the benefit of adequate services and facilities. I stated in my earlier submission that the Anglesey County Council, (ACC), and the JLDP provide guidance on the location of Affordable Housing and state that they should be located in settlements where there are public facilities to support them. Grossly contrary to this guidance Bryn Du is a substantial linear village about 1 km long, and estimated to be of over 100 dwellings, between Llanfaelog Church and Ty Croes Train Station -(which provides a limited, almost virtual service which renders it unfit for purpose). The press statement issued by the Group Cynefin Housing Association and Anglesey County Council Housing Department on 26 May 2015 at the start of construction of the 12 Affordable Houses allocated to Bryn Du indicates how remote these organisations are from their own Council Guidance and the realms of reality:- “Grŵp Cynefin are working in partnership with Anglesey Council’s housing services to develop four small-scale sites in Bryngwran, Bodedern, Holyhead and Llanfaelog. The four developments were announced during a visit to one of the sites, the Bryn Du development in Llanfaelog, which consists of six homes (3 bedroom) and six smaller homes (2 bedroom).

Letters from Isle of Anglesey Chief Executive Annwen Morgan, Huw Percy Head of Highways are rather disappointing as they do not even offer an opinion as to the merits or not of the creation of a Multiuse Path across the island & the potential benefits it could bring, from health, fitness, disabled & adaptive cycling & many other uses other than just tourism, which at best the Heritage Railway can only offer a very narrow benefit to the island. It is rather at odds that the Anglesey Local Access Forum (a subcommittee of the Council) who we presented our scheme to in November which gave Lôn Las Môn a unanimous vote of approval. As have three Community Councils along its route. As this is a scheme to be run by Lôn Las Môn CIC, we are not looking for Isle of Anglesey to run or manage the project, we just need their support and not to oppose clearly what would be a benefit to the island and a whole. 2. We are aware of the consultation between Network Rail & the Welsh Government on the proposed lease of the railway in June 2016 with an associated 3 month rolling termination provision.

The work is intended to form a Cultural Heritage chapter of an Environmental Statement. The proposed scheme comprises a single wind turbine, approximately 77m high to tip of the blade, at Nant-y-fran, Cemaes, Anglesey, LL67 0LS. The impact assessment for the turbine has been commissioned by Engena Limited (The Old Stables, Bosmere Hall, Creeting St Mary, Suffolk, IP6 8LL). The local planning authority is the Isle of Anglesey County Council. The planning reference is 20C27B/SCR.

    Wednesday 1st April 2020 Morgan Evans & Co Ltd Gaerwen Auction Centre Easter Prime Lamb Show & Sale Messrs Morgan Evans & Co report an entry of 110 New Season Lambs, 100 Old Hoggets and 150 Cull Ewes & Rams in the Easter Show & Sale. The sale was kindly sponsored by Mr Geraint Evans of Tiethbarn Ltd and the show was judged by Phillip Smith Esq, Cefn Ynysoedd. Under challenging circumstances the Coronavirus outbreak restricted attendance to a minimum at the market. All sections sold to a fast trade with a total clearance to the satisfaction of all producers with stock forward. The award for the best single spring lamb was given to Mr H A P Jones, Penhesgyn for a 34kg lamb which was later bought by the judge for £120 at 352 pence per kilo. The best pair of Spring Lambs was awarded to a pair of 38kg Texel Lambs owned by Mr E I P Jones, Gwenfro with the pair realising £106 (279 pence per kilo), with the judge also purchasing these prize winners.
