Investigation Report Report No. 36382-PK Investigation Report Pakistan – National Drainage Program Project (Credit No. 2999-PAK) July 6, 2006 About the Panel The Inspection Panel was created in September 1993 by the Board of Executive Directors of the World Bank to serve as an independent mechanism to ensure accountability in Bank operations with respect to its policies and procedures. The Inspection Panel is an instrument for groups of two or more private citizens who believe that they or their interests have been or could be harmed by Bank-financed activities to present their concerns through a Request for Inspection. In short, the Panel provides a link between the Bank and the people who are likely to be affected by the projects it finances. Members of the Panel are selected “on the basis of their ability to deal thoroughly and fairly with the request brought to them, their integrity and their independence from the Bank’s Management, and their exposure to developmental issues and to living conditions in developing countries.”1 The three-member Panel is empowered, subject to Board approval, to investigate problems that are alleged to have arisen as a result of the Bank having ignored its own operating policies and procedures. Processing of Requests After the Panel receives a Request for Inspection it is processed as follows: · The Panel decides whether the Request is prima facie not barred from Panel consideration. · The Panel registers the Request—a purely administrative procedure. · The Panel sends the Request to Bank Management, which has 21 working days to respond to the allegations of the Requesters. · The Panel then conducts a short 21 working-day assessment to determine the eligibility of the Requesters and the Request. · If the Panel does not recommend an investigation, and the Board of Executive Directors accepts that recommendation, the case is considered closed. The Board, however, may approve an investigation against the Panel’s recommendation if it so warrants. · Three days after the Board decides on whether or not an investigation should be carried out, the Panel’s Report (including the Request for Inspection and Management’s Response) is publicly available through the Panel’s website and Secretariat, the Bank’s Info Shop and the respective Bank Country Office. · If the Panel recommends an investigation, and the Board approves it, the Panel undertakes a full investigation, which is not time-bound. 1 IBRD Resolution No. 93-10; IDA Resolution No. 93-6. i · When the Panel completes an investigation, it sends its findings and conclusions on the matters alleged in the Request for Inspection to the Board as well as to Bank Management. · The Bank Management then has six weeks to submit its recommendations to the Board on what actions the Bank would take in response to the Panel’s findings and conclusions. · The Board then takes the final decision on what should be done based on the Panel's findings and the Bank Management's recommendations. · Three days after the Board’s decision, the Panel’s Report and Management’s Recommendation are publicly available through the Panel’s website and Secretariat, the Bank’s Info Shop and the respective Bank Country Office. ii Table of Contents ABOUT THE PANEL ..................................................................................................................... During these floods, the ground communication systems were generally disrupted and information on flood extent and damage through ground reporting services was not available for taking timely decisions. To address the situation and to ensure continuous provision of current and timely information to the concerned stakeholder’s and decision makers satellite remote sensing and GIS technologies were extensively utilized. SUPARCO in collaboration with FAO started generating data on daily basis on flood extent, damage to households, infrastructure and crops besides undertaking detailed Damage Need Assessment (DNA). This fast track supply of information made it possible to reach out to affected and displaced masses for supply of food, medical care, relief, rehabilitation and follow up programs. In the aftermath of floods, monitoring of flood recession and ponding of water in the affected areas on decadal basis was also carried out for several months. All of this work was published by SUPARCO-FAO jointly in three reports (Reports 1 to 3).

    Introduction HONOUR VIOLENCE, LAW AND POWER IN UPPER SINDH n The story that I am to narrate here begins in the 1990s, when as a reporter in a local magazine called Newsline, I wrote a comprehensive news story on karo kari,1 (literally ‘black man and black woman’), a vernacular honour- based practice in the Upper Sindh region of present-day Pakistan. Known popularly as a rasam, a ‘custom’ that sanctioned men and women accused of sexual transgressions with death,2 karo kari has since become a leading story of the national media in Pakistan, a major human rights issue and a problem that both lawmakers and civil society are concerned about. My report was the first comprehensive exposé of the existence and preva- lence of this practice in the region of Upper Sindh.3 This report disclosed the violence committed through karo kari, whose perpetrators were defend- ing what was considered a timeless, natural and therefore unquestionable ideology of honour called ghairat, a moral sanction enforced by each indi- vidual, and more specifically each man, but with social approval. In the report, I described the punishment of ‘black’ men and women as retributive justice for men whose honour had been damaged when a female relative was accused of engaging in sexual relations with another man. Husbands, fathers, brothers and sons could accuse their wives, daughters, sisters or mothers of being black, and the action taken against women could be either expulsion from the community or death. If found with the woman, the co- accused man could be killed or subsequently hunted down.

Sindhi is a morphologically rich language. Morphological construction include inflections and derivations. Sindhi morphology becomes more complex due to primary and secondary word types which are further divided into simple, complex and compound words. Sindhi nouns are marked by number gender and case. Finite state transducers (FSTs) quite reasonably represent the inflectional morphology of Sindhi nouns. The paper investigates Sindhi noun inflection rules and defines equivalent computational rules to be used by FSTs; corresponding FSTs are also given. Keywords. Sindhi, morphology, noun inflections, two-level morphology, finite state morphology. 1 Introduction Morphology deals with word formation rules in a language. Word structures of a language are defined by its morphological constructions. Morphology defines that how smaller meaning bearing units called morphemes are combined to make larger meaning bearing units of a language called words. Morphology also deals with word formation by variations in already existing words. The morphological changes are mostly done by suffix addition, subtraction and replacement phenomenon. In few words morphology can be defined as syntax of word formation. Models for computational analysis of morphology always remained challenge for computational linguists until early 1980’s when 4Ks* discovered the two level morphology (Kaplan, R. M. and M. Kay. 1981) the first general model for morphologically complex languages. This two level morphology represents a word at lexical level and surface level. Morphotactics or morpheme ordering model is used in between these two levels to incorporate morphological changes.

The river segment between the Gomal Zam dam and a diversion barrage (~40 km) brings a huge load of sediments that negatively affects the downstream irrigation system, but the sediment sources have not been explored in detail in this sub-catchment. The analysis of flow and sediment data shows that the significant sediment yield is still contributing to the diversion barrage despite the Gomal Zam dam construction. However, the sediment share at the diversion barrage from the sub-catchment is much larger than its relative size. A spatial assessment of erosion rates in the sub-catchment with the revised universal soil loss equation (RUSLE) shows that most of −1 −1 the sub-catchment falls into very severe and catastrophic erosion rate categories (>100 t h y ).
