INTRODUCTION On having fund for taking up the work in the site as in above under Khumulwng Electrical Sub-Division sealed cover item rate in 2 (two) parts (PRE BID & PRICE BID) invited. After detailed on the spot study of the location, a cost estimate showing explicit account of Schedule of Works including supply of a few materials has been framed. SCOPE OF WORK Scope of work covered under this package includes, supply, transportation of materials to site, storage, insurance, handling, laying, testing & construction of Structural Steel. & other Hardware necessary as per Bidding Schedule and engineering requirements for total completion of the work under Khumulwng Electrical Sub-Division . Completion Period : - 60 (sixty) days 1.0 QUALIFYING REQUIREMENTS FOR BIDDERS To be qualified to bid for the package, the bidder shall have to meet the following minimum criteria: 1.1 The bidder must provide copies of i) Pan card,ii) Valid Tax clearance certificate iii) Valid Labour license iv) Experience certificate v) Enlistment paper / E licence 1.2 The successful bidder must furnish Insurance policies of workers execute under him Experience certificate . 1.3 The bidder must have successfully executed at least 1.5 Km HT line & 2 km LT line which must be in satisfactory operation for one and half years as on the date of bid opening 1.4 Bids may be submitted by an individual firm or joint venture as one of the following. 1.4.1 A single firm, which meets any one or both the requirements, indicated in para 1.1, 1.2 above (Mandatory). 1.5 All partners of Joint Venture shall be liable jointly and individually / severally for the execution of the contract in accordance with the contract terms. A copy of the agreement of joint venture partners having such provision shall be submitted with the bid. 2.1 Notwithstanding anything contained herein above, TSECL reserves the right to assess the “capacity and capability” of the bidder to execute the work. 2.2 In addition to the mandatory requirements as specified in Para 2.1 & 2.2 (mandatory), the following criteria must need to be fulfilled for the Bidder/Lead Partner for this package. 2.3 The bidder shall furnish documentary evidence in support of qualifying requirement stipulated above. 2.4 The bidder’s offer must include the following documents as to make sustainable the qualifying requirement such as: I. Successful completion certificate issued by an Engineer not below rank of Sr.Manager/ Assistant Engineer in charge II. Photocopy of Professional Tax Clearance Certificate. III. Photocopy of service tax Registration certificate. IV. Photocopy of PAN card issued by Income tax Dept., Govt. of India of bidder / all partners of joint venture. V. Photocopy of Valid Labour license issued by Licensing Officer, Govt. of Tripura VI. Photocopy of Valid Electrical License issued by Tripura Electrical Licensing Board / Valid Enlistment document from Power Dept., Govt. of Tripura or Tripura State Electricity Corporation Ltd. 2.5 Photocopies of all documents furnished shall be self-authenticated. 2.6 TSECL reserves the right to check the originals, if required. 3.0 The Bid Document complete with general condition of contract, technical specification, schedule of quantities & drawings of equipment foundation & bill of materials for equipment support structures etc. may be seen in the office of the Deputy General Manager, Jirania Electrical Division on all working days during office hours up to the date fixed for sale of bid documents. 4.0 The bidder shall bear all cost and expenses associated with purchase and submission of its bid including post bid discussions, technical; & other presentation etc., and TSECL will in no case be responsible or liable for those cost, regardless of the conduct or outcome of the bidding process. 5.0 The bidder shall furnish documentary evidence in support of the qualifying requirements stipulated above along with their bid. Bid received without such documents shall be summarily rejected. 6.0 Tender will be received only at Office of the Concern Deputy General Manager, TSECL, up to 1.00 pm. The pre-qualification bid and technical Bid shall be opened at 3.30 pm on the same day if possible; otherwise the pre-qualification and technical Bid shall be opened on the next working day. Only the successful bidders in pre- qualification and technical bid segment shall be allowed for their commercial bid offer. Tender without earnest money (to be deposited in the form of, Bank Draft on any nationalized / schedule Bank payable at Agartala) shall be liable for rejection. No tender submitted or received through post after the fixed date and time will be entertained. Morphological analysis retrieves the grammatical features and properties of an inflected word. However, this paper introduces the design and implementation of a Morphological Analyzer for Kokborok, a resource constrained and less computerized Indian language. A database driven affix stripping algorithm has been used to design the Morphological Analyzer. It analyzes the Kokborok word forms and produces several grammatical information associated with the words. The Morphological Analyzer for Kokborok has been tested on 56732 Kokborok words; thereby an accuracy of 80% has been obtained on a manual check. Kokborok belongs to the Tibeto-Burman (TB) language falling under the Sino language family of East Asia and South East Asia2. Kokborok shares the genetic features of TB languages that include phonemic tone, widespread stem homophony, subject- object-verb (SOV) word order, agglutinative verb morphology, verb derivational suffixes originating from the semantic bleaching of verbs, duplication or elaboration.

A humble start for development of Kokborok had taken place from that particular day. Later, activities has been extended to other tribal languages. All the activities of the Language Wing are decided by the KOKBOROK LANGUAGE DEVELOPMENT COMMITTEE (KLDC) chaired by the Hon’ble Executive Member for Education Department in TTAADC. There are 12(twelve) members in the Committee excluding Chairman and Member- Secretary. The members of the Committee are noted Kokborok Writers, Poets, Novelist and Social Workers. The nodal agency on the official side was the Department of Planning and Coordination of the Government of Tripura, and successive Directors of the Department – A. Guha, S.K. Choudhury, R. EXECUTIVE SUMMARY 1.1 INTRODUCTION Government Degree College, Khumulwng, established in 2007, is a premier institute of higher learning registered under 2f & 12B of UGC Act 1956 and functioning under the Department of Higher Education, Government of Tripura. The College has a sprawling campus of 8.56 acres of land. This centre of higher learning has been making, since its inception, steady efforts towards illumination of the young minds through transmission of inclusive education and inculcation of supreme human values in allegiance to the ennobling concept of Man-Making education as enunciated by Swami Vivekananda. The College is affiliated to Tripura University (A Central University). It is located in the Tripura Tribal Areas Autonomous District Council (TTAADC) headquarters under Jirania Sub- Division, West district of Tripura. The College has been shifted from its old campus to the new academic campus in November 2019. The College embodies an aspiration of the locality for approaching the benchmarks of development through education which constitutes the matrix of progress in every age and clime. The college is one of the higher educational institutes operating within the radius of TTAADC headquarters besides Polytechnic College, Industrial Training Institute and other higher secondary schools. Government Degree College, Khumulwng, is a Co-educational institute which operates under the Directorate of Higher Education, Government of Tripura.
