LAND USE PATTERNS AND CLIMATE-RELATED RISKS ASSESSMENT IN ANGAT RIVER MUNICIPALITIES: THE CASE OF PULILAN AND PLARIDEL ____________________ A Thesis Submitted to The Graduate School of Bulacan State University ____________________ In Partial Fulfilment of the Requirements for For the Degree of Masterin Public Administration ____________________ by RELLIE I. LEGASPI July2014 22 ABSTRACT This study examines the contributions of land use patterns to climate-related disaster risks in riverfront settlements. It fills existing knowledge gaps in the understanding of land use and climate risks linkages by providing site specific empirical data and analysis. Using river fronting settlements in two municipalities along Angat River located in Bulacan, Philippines as case studies, it analyses how the human settlements, built environments and socio-economic development around the River create complex contributions to flooding, soil erosion and other disaster-related hazards that are exacerbated by the detrimental effects of the global climate change phenomenon as well as current political and institutional arrangements at the municipal and village levels. Using concurrent or parallel mixed methods research designed for triangulation and analysis of combined quantitative and qualitative findings, particularly through detailed use of GIS information, this study identifies how adequate land use planning and related administrative functions can be potent tools in addressing climate-related risks in riverfront areas. It uncovers the differential impacts of climate risks on current land use patterns at the municipal and village scales. It also examines the current institutional context and challenges, particularly the policies and performance of the local governments, in reducing the risks of the Angat River-fronting settlements. These institutional policies and performance include the formulation and implementation of disaster preparedness plans, adaptation measures, resource mobilization, and response strategies related to land use in river areas highly exposed to climate risks. The impacts of rapid tourism development, particularly in the developing world, are well documented. Since the 1970s, studies began to critically study the negative costs of tourism on the socio-cultural and biophysical environments on which it depends. These criticisms have led to the integration of sustainability approaches in tourism planning and development. In the past decade, there has been growing interest in the study of governance as a key component of sustainable tourism development. This professional project explores the potential implications of collaborative network governance to tourism development in the case study province of Bulacan in Central Luzon, Philippines. Among the tourism research that has emerged in recent decades, collaborative network governance is seen as a means to ameliorate the fragmented nature of tourism development and provide a structure for problem solving through the understanding of common goals and interests towards sustainable tourism. This preliminary study of Bulacan Province is based on a review of network governance typologies and collaborative governance as defined by Ansell and Gash (2008).

Duay1 and Edric D A.Estrella2 1Bulacan State University Bustos Campus, Philippines 2University of the Philippines, Philippines Abstract: This study is a descriptive cross-sectional analysis of the concentration of lead of the waters in the Angat River Network in Bustos, Bulacan. Through the use of Flame Atomic Absorption Spectrophotometer, it was established that the overall mean Lead concentration in the river is found to be 0.3037 ppm (mean standard error of 0.0018). The World Health Organization in 2010 set the legal limit for lead at 0.01 ppm. The river water is 30 times higher than the legal limit. Furthermore, results of the one-way ANOVA revealed that the mean Lead concentrations significantly differ across the different barangay sampling location with a p-value of <0.0001. However, the mean Lead concentrations of water samples stratified according to levels of water sampling and river points where the samplings were done are almost the same. Factories and machines that were conceived unimaginable in the past have already taken form and reality in the present, and are sure to prosper even more in the future. PROJ ECT DESCRIPTION Background Information In the modern Philippine ecosystem, kaingin-making or shifting cultivation has been viewed as a social problem with land use over- tones and has been pinpointed as a major factor/problem in sound , forest management. The Ministry of Natural Resources conducted a series of studies on this with thesnd in view of utilizing the results to achieve a workable forest management scheme. Through the Bureau of Forest Development (BFD), the ministry formulated and piloted the implementation of the Forest Occupancy (Kaingin) Management (FOM) program in 1975. In Central Luzon, the pilot project on Kaingin management is being implemented within the Angat Watershed Reservation, specifically in Barangay Kabayunan, in the newly-created municipality of Dofia Remedios Trinidad, Bulacan. The inception of the Forest Oqcupancy Management Program was on 19 May 1975 when President Marcos issued Presidential Decree No. 705.
