This Training and Outreach Grant has several components each uniquely designed, with a common objective to touch the lives of a wide variety of people across New York State. During this grant period the Foundation has moved ahead with numerous activities as articulated in the grant proposal. However, many activities scheduled to support the goals of our grant were stalled or cancelled due to the COVID19 Pandemic and the Governors restrictions. An effort was made to reschedule and accomplish as much as possible, however we were unable to achieve all of the goals planned during this grant cycle. We did purchase supplies and materials to support the STOP-DWI Coordinators and our partners to further educate the public about our mission and roll out information relating to ‘finding a safe ride’ using our mobile app.

Sports Venues

The sports and entertainment venue partnerships promote the STOP-DWI brand and the Have Plan message at large venues where alcohol is sold. The program continues its interface with sports and other public venues across New York State during this grant cycle. Successful STOP- DWI partnerships were secured with professional and collegiate sports venues.

✓ Alliance Sport Marketing distributed reminders of the “Have a Plan” message and mobile app

Due to COVID19 pandemic and Governors restrictions our partnerships with the Buffalo Bisons, Rochester Red Wings, , NYS Fair and part of our partnerships with Alliance Sport Marketing and Watkins Glen International were not achieved. Alliance Sport Marketing STOP- DWI events in Buffalo, Rochester and the NYS Fair along with the Cooperstown Hall of Fame “Designated Driver” event were all cancelled. The events prior to the pandemic (Utica, Binghamton and Syracuse) were accomplished.

WATKINS GLEN INTERNATIONAL

Home of Nascar and a series of additional events, including IMSA WeatherTech SportsCar Championship Sahlen’s Six Hours of The Glen, Wine Festival, Go Bowling at the Glen, Ferrari Challenge, Hilliard US Vintage Grand Prix, GT World Challenge America, and the Finger Lakes Beer Festival. Though many races were cancelled due to the pandemic, Watkins Glen continued to host private car clubs and other events.

In March we launched the “Keep Your Pit Crew Safe” designated driver campaign with Watkins Glen International that encouraged fans to take the pledge to keep your ‘pit crew safe’ by taking a pledge to not drive while impaired and to inspire your crew to do the same. Watkins Glen International continues to partner with STOP-DWI NY with social media presence, logo placement on the Watkins Glen and Finger Lakes Wine Festival’s websites, and signage in public restrooms that continued to be open at the facility.

Alliance Sport Marketing

To enhance the sports venue partnerships, STOP-DWI NY engaged in a contract with Alliance Sport Marketing. This marketing campaign includes the following for 5 sports venues and the :

• Branded event display • Branded table cloth • Pledge cards • Branded entry box • Interactive element to engage fans with the message (i.e. fatal vision goggles, driving simulator, selfie station)

Events in Utica, Binghamton and Syracuse were coordinated with local STOP-DWI programs during the previous reporting period. Unfortunately, the following events scheduled during this reporting period were cancelled due to the COVID19 pandemic and the Governor’s restrictions:

Digital Imagery & Visualization

Connecting law enforcement efforts with public awareness efforts is an essential premise of the General Deterrence Model and key to accomplishing the mission of the Foundation. It is imperative that consistent, relevant, and accurate educational efforts linking enforcement and prevention are made to keep citizens informed of the real-life dangers of impaired driving. Creating powerful visual content that informs, engages and inspires audiences by using visual and data storytelling to make complex ideas simple is an effective method of public awareness.

The Foundation has contracted with Column Five Media to develop and roll out awareness- Driving Info graphics, a Social Campaign, motion graphics, pieces of micro-content optimized for social media with content distribution for additional visibility and media coverage.

The beginning stages of this contract have yielded development of social media infographics using statistics from ITSMR’s TSSR bank and updating all existing assets with 2019 TSSR data. These pieces were posted on our social media sites during crackdown periods and as weekly posts during this reporting period.

We also developed a social media campaign using videos and micro-content that were developed using the TSSR statistics.

Campaign Highlights:

National Conference Attendance

The Board intended to sponsor two STOP-DWI Coordinators with at least one being a NYS Highway Symposium planning committee member to attend a National Conference on Highway Safety Priorities. These conferences offer numerous workshops on the hot topics, latest trends and cutting-edge programs from experts, practitioners and national leaders in traffic safety. This opportunity enhances what STOP-DWI NY has to offer during the planning of the NYS Highway Symposium. Unfortunately, due to COVID19 and the Governors restrictions we were unable to send anyone to any conference.

Trainings

All training efforts are developed to enhance cooperation, communication and coordination among STOP-DWI Programs, our partners and communities together with increasing public awareness of New York State STOP-DWI efforts.

This year’s training schedule included “Street Drugs and Driving – What You Need to Know” presented by Lynn Riemer, “Winning Interdiction – Conducting the Complete Traffic Stop” presented by Sheriff Michael A. Lewis and “High in Plain Sight” presented by Jermaine Galloway. All sessions are free of charge and are designed to help police, prosecution, education, prevention, probation and treatment professionals to prevent impaired driving.

“Street Drugs and Driving – What You Need to Know” As legal marijuana spreads and the opioid epidemic rages on, the number of drugged drivers killed in car crashes is rising dramatically. This workshop will provide valuable training to help identify legal and illicit substances of abuse, the connection between drugs and impaired driving, traffic safety data, indicators of various drug use, what drugs look like, how drugs are used, will create a better understanding of the effects illicit drug use has on users, and provides an understanding of how drug use affects all of us. The trainer is Linda Riemer from Denver, Colorado.

Winning Interdiction-Conducting the Complete Traffic Stop-This intense one-day course is designed for veterans and newcomers alike. It focuses on the relationship between traffic enforcement, impaired driving enforcement and criminal enforcement. Specific techniques are covered to assist officers in detecting criminal activity during DWI enforcement and other traffic-related activities. Students will receive extensive instruction in roadside interviews and hidden compartments to include those vehicles equipped with aftermarket installed false compartments. This trainer is Mike Lewis, Salisbury Maryland. These trainings were held during the previous reporting period (early March 2020)

High in Plain Sight training is a comprehensive one-day course on the latest alcohol and drug use trends. The presentation covers alcohol and drug clothing, alcoholic energy drinks, alcopops, alcohol and drug concealment methods and containers, drug paraphernalia, drug related music and groups, logos, stickers, new technology, youth party tendencies, party games, non-traditional alcoholic beverages, social networking sites, synthetic drugs, OTC drugs, inhalants, concentrates, E-cigarettes, and popular party drugs. The trainer is Jermaine Galloway, Prosper Texas.

To extend our reach because of the cancelled trainings, we hosted a “High in Plain Sight” webinar style training on September 2, 2020. There were two sessions offered and in attendance was a total of 759 people in attendance (374 in the morning session and 385 in the afternoon session).

During this grant cycle in both in person and virtual trainings, we trained a total of 999 people including members from law enforcement, probation, DA’s office, school, rehabilitation, medical and STOP-DWI.

WILLIAM T. and DOROTHY SMITH INSTITUTE, throughout this reporting period, we worked with mySmartSim, to develop an online coordinator training institute. This training is intended to effectively train STOP-DWI Coordinators and Administrators in each aspect of New York’s STOP-DWI Program. There are drop down sections for review of specific information or to refresh your memory along with knowledge checks throughout the program. If an incorrect response is chosen, a pop up will explain why the answer was wrong, thus remediating the learner immediately. Each module requires a minimum 80% score to earn a certificate and move forward to the next component. There is a printable certificate and a report including DATE/TIME of printing, their Score, The Required Passing Score (80), the RESULT (Pass/Fail) as well as additional details including: • Each Question • The full Correct Answer • The learner’s Actual Answer • The Result (Correct or Incorrect) • The Points awarded for each question (10 for a Correct and 0 for an Incorrect Answer). Completed portions of the Institute are the CORE modules that cover Vehicle & Traffic, Program Components, Commissioners Regulations, the STOP-DWI Association and the STOP-DWI Foundation, the Probation module. STOP-DWI / MADD Awards Luncheon

Due to COVID19 and the Governor’s restrictions, the awards luncheon was not held. Next year’s event will recognize two years of activity.

STOP-DWI Mobile App Target Demographic – age 18 – 34

During this grant cycle we continued to update as Apple and/or Android require to keep our mobile app working properly.

Educational materials continued to be developed and distributed to promote the app. Our partnerships and activities through our GTSC grant also enhanced our ability to further advertise the app.

We currently have 16,197 downloads statewide.
