KEYNOTE ADDRESS BY PRIME MINISTER OF MALAYSIA YAB TUN DR MAHATHIR BIN MOHAMAD FIRST-YEAR ANNIVERSARY OF THE PAKATAN HARAPAN GOVERNMENT ON 9TH MEI 2019 (THURSDAY) AT PUTRAJAYA INTERNATIONAL CONVENTION CENTRE (PICC) Assalamualaikum and Good Afternoon. 1. I am grateful to be able to be with all of you here and delivering a speech in conjunction with the first-year anniversary of the Pakatan Harapan Government. 2. First of all, I am thankful to be granted longevity in life, thus enabling me to continue serving this country of ours. 3. Secondly, our country remains peaceful, and during this fasting month all Muslims are able to perform their religious obligations in peace and harmony. 4. I am also grateful that during the Government transition, it was not marred by riots or violence despite attempts made to undermine the election results. 5. Feeling grateful, however, does not mean that we are not aware of the heavy responsibilities that we need to shoulder. 6. Pakatan Harapan was established as a coalition of four parties. Its grand purpose - is to topple the Barisan Nasional Government led by Datuk Seri Najib Tun Razak. 7. The four parties with differing ideas and objectives agreed to work together because all were aware that they would not be able to defeat the BN Government if they were on their own. If they could not set aside their individual needs and join hands to save Malaysia from a kleptocratic Government, the future of this country will be at stake and the people will continue to suffer. It is likely that Malaysia will be what is known as a "failed state". -

4 Electoral boundaries in Malaysia’s 2018 election Malapportionment, gerrymandering and UMNO’s fall Kai Ostwald Introduction Malaysia’s General Election 14 (GE14) on 9 May 2018 broke with the previ- ous thirteen in a fundamental way: the United Malays National Organisation (UMNO) and its coalition partners were defeated for the first time, bringing about an unprecedented transition of power after over six decades of political dominance. Despite the unpopularity of UMNO Prime Minister Najib Razak and widespread frustrations with the cost of living, the outcome was not anticipated. This is largely due to the extensive partisan manipulation of Malaysia’s electoral process, which provided the ruling Barisan Nasional (BN) coalition with far- reaching advantages in electoral competition. Of the many advantages, perhaps the most powerful came through biased elec- toral boundaries that use malapportionment and gerrymandering to provide the BN with a reliable and significant seat bonus over the opposition. This bias was enough to fundamentally distort outcomes, for example in the 2013 general elec- tion (GE13) where the BN lost the popular vote by 4% but still emerged with a 20% seat advantage in parliament (Wong 2018 ; Lee 2015 ; Ostwald 2013 ). Rede- lineation exercises concluded just prior to GE14 increased malapportionment further and showed signs of extensive gerrymandering. Critics from the opposi- tion and civil society feared that they would make a turnover of power through the ballot box nearly impossible. Relative to brazen manipulations like phantom voting or ballot box stuffing, biased electoral boundaries do not easily rouse cries of electoral malpractice. However, their effects are powerful. -

Pengenalan Pilihan Raya Kecil (PRK) P.176 Kimanis dijalankan selepas Mahkamah Persekutuan memutuskan untuk mengekalkan keputusan Mahkamah Pilihan Raya yang telah membatalkan kemenangan Datuk Seri Anifah Aman bagi kerusi Parlimen Kimanis pada Pilihan Raya Umum ke-14 (PRU14) yang lepas kerana mendapati terdapat kertas undi tambahan yang menjejaskan keputusan pilihan raya. Pilihan raya kecil kali ini menyaksikan pertandingan satu lawan satu antara Parti Warisan Sabah (Warisan) yang diwakili oleh Datuk Karim Bujang dan Barisan Nasional (BN) yang diwakili oleh Datuk Mohamad Alamin. BERSIH 2.0 telah menghantar 5 orang sebagai pemerhati pilihan raya yang terdiri daripada urusetia dan sukarelawan BERSIH 2.0 untuk menjalankan pemerhatian dalam PRK kali ini. BERSIH 2.0 telah menjalankan pemerhatian bagi: 1) Penamaan calon 2) Kempen pilihan raya 3) Pengundian awal 4) Pengundian dan pengiraan undi biasa 5) Penjumlahan undi dan pengisytiharan keputusan rasmi BERSIH 2.0 memberi fokus kepada pemantauan salah laku dan kesalahan pilihan raya sepanjang tempoh PRK termasuk sebelum hari penamaan calon, hari penamaan calon, sepanjang tempoh berkempen dan hari mengundi. BERSIH 2.0 telah merekodkan 25 kesalahan berkaitan salah laku dan kesalahan pilihan raya. Calling it a ‘travesty of justice’, opposition cries foul over Barisan Nasional move to disqualify Pujut assemblyman for his previous Australian citizenship. KUCHING: DAP is considering legal options after an unprecedented resolution was passed in the Sarawak state assembly today to disqualify its Pujut assemblyman Dr Ting Tiong Choon for acquiring Australian citizenship, which he later renounced. “We will look into the legality of it (but) to challenge the decision made in the assembly is a hurdle,” state DAP leader Chong Chieng Jen told a press conference. He was flanked by leaders from DAP and Pakatan Harapan ally, PKR. “There is a provision in the law that says proceedings of the assembly cannot be challenged. That’s what you call immunity. Whether you can get the court to decide on the constitutionality of the (disqualification) is another hurdle – you may not even get there,” he said. Dr Ting was dismissed as an elected representative under Article 17(1)(g) of the state constitution for voluntarily acquiring citizenship outside Malaysia. The motion, tabled by Second Finance Minister Wong Soon Koh, was put to a vote and secured 70 Barisan Nasional (BN) lawmakers in favour of it. All 10 opposition members voted against it. Wong said Dr Ting acquired Australian citizenship on Jan 20, 2010, and renounced it on April 4, 2016, just before the Sarawak election on May 8. Chong admitted to reporters that the court might not be able to overturn the decision of the assembly. -

Speech by DAP Secretary General Lim Guan Eng at the DAP National Special Congress on 12 November 2017 at the IDCC Shah Alam, Selangor A Democratic, Progressive and Prosperous Malaysia for the many Preamble We, the DAP national delegates, gather here today for our National Special Congress as requested by the Registrar of Societies (ROS) to hold a fresh election for the Central Executive Committee members, once again. We had earlier decided to accept the instructions by the ROS, under protest. Since the last National Conference on 4th December 2016, we lost two of DAP’s most important national leaders, the former Secretary-General and my university mate Sdr. Kerk Kim Hock and the former Perak Chairman and one of the earliest DAP members Sdr. Lau Dak Kee. Both of them were detained under the Internal Security Act during the Ops Lalang in 1 987. Let us pay tribute to Sdr Kerk and Lau for their contributions to the Party and to Malaysia, especially during difficult dark years. 1. Crisis and leadership Before I proceed into the details of this special meeting, let us together express DAP’s solidarity with the people of Penang for the recent unprecedented natural disaster of worst flood and storm in history that befell upon us on 4th and 5th November. No words can fully grasp the unexpected calamity. On behalf of DAP, let me express my sincerest gratitude to Penangites and Malaysians that have helped our people during the tumultuous time, and those who continue to assist us till this very moment. Your precious assistance, contributions and donations will forever be appreciated. -
