THE Statements of Accounts and Balance Sheet, duly audited and certified by the Auditor-General, are submitted, along with the report for the year 1943-44. Interest.— The rate o f interest on loans to local authorities remains at 4 per cent, per annum and that for Co-operative Societies and Government Officers for building houses at 5 per cent, per annum. Of the sum of Rs. 70,'211.02 received from Co-operative Societies, Rs. 64,079’ 10 represents interest on loans to the Jaffna Malayalam Tobacco Co-operative Sales Socioty, Ltd. Loans.—An outstanding feature during the year has been the comparatively small amount o f loans granted. N o loans were obtained by Government Officers for building houses or by Municipal Councils, Sanitary Boards and Village Committees for any of their purposes. Only a total sum of Rs. 65,500 was borrowed by four Urban Councils. This is understandable. It is due mainly to the restriction on building operations and to the high cost of essential building materials and in the case of materials, such as cement, to the extrome difficulty o f procuring them. Co-operative Societies, on the other hand, have sought, comparatively larger loans than m previous years. If the sum of Rs. 200,000 granted to the Jaffna Malayalam Tobacco Co-operative Sales Society, Ltd., is excluded, tho greater portion of the balance of Rs. 110,250 loaned to other Co-operative Societies was obtained by Stores Societies which were established during tho period of emergency to deal m rationed articles of food and clothing. Repayments.— It is pleasing to record that' most local authorities have a proper realisation o f their obligations in the matto1’ o f loan repayments and appreciate that loan repayments are, and must be, a first charge on their revenues and that provision for debt repayments must take priority nver all other services. Thero are a few exceptions, however, as the following record of defaults and delays in repayments will show :— (a) U. C., Beruwala.— An annuity ofR s. 710’ 94 due on September 6, 1944, still remains unpaid, together with an annuity of Rs. 3,949.67 which fell due ou October 19, 1944. The default is under consideration. (b) The U. G., Kolonnawa, was iri arrears in respect of 3 sums o f Rs. 1,559’ 42 each due on February 3, 1944, June 10. 1944, and August 1, 1944. These amounts were subsequently paid in May, 1945. (c) In view of the unsatisfactory state of tho finances of the V. C., Negombo, it was allowed the concession of suspension of capital repayments for the year 1944 on loans obtained for the construction of gram stores and labourers’ lines. A similar concession was allowed in 1943. As a result, a sum o f Rs. 2,710 due in repayment in 1944 ' ’ was not collected m that year. The Urban Council has been told that a similar concession will not be allowed in 1945. ’ , i i (

Repayments from Government servants are regular, the monthly instalments m most cases being recovered on departmental pay sheets. A few of them have taken advantage of the glut of cheap money in the money market to settle their loans in full. Borroivinq.— The Fund was m the happy position of being able to ropay in full the outstanding balance of Rs. 785,000 out of a temporary borrowing from Government and the Savings Certificates Fund. Delay in submission of the Report and Accounts.—Some explanation is due for the late publication of this Report and Statement of Accounts. It is true that the Commissioners were recently considering a recast of the form of the annual Report and Accounts, but the mam reason for the delay was the doubtless unavoidable delay on the part of Audit in checking the monthly accounts. The practice obtaining hitherto.has been to make a continuous audit, but tho checking of the accounts for the year under review was not commenced until July 9 and was completed only a few days before the issue of the Auditor-General’s Repott for 1943-44, which did not allow sufficient time for the rendering of the final accounts before publication of his report. The matter was brought to the notice of tho Auditor-General and it is hoped that it will bo possible to produce tho Report and Accounts for 1944—45 in due time. B y order o f the Commissioners,
