No. SEA/007/2017 2 February 2017 Re: Notification of the timetable in relation to the offering and allocation of newly issued ordinary shares of Sea Oil Public Company Limited to its existing shareholders in proportion to their shareholding (Rights Offering) and determined the issue date of the Company’s Warrants (SEAOIL-W) (Additional) To: President The Stock Exchange of Thailand Ref: Letter of Seaoil Public Company Limited to the Stock Exchange of Thailand No. SEA/005/2017 re: Notification of the Resolutions of the Extraordinary General Meeting of Shareholders No. 1/2017 The Extraordinary General Meeting No. 1/2017, held on 19 January 2017, of Seaoil Public Company Limited (the “Company”) approved the increase of the Company’s registered capital for another Baht 276,746,854, from the existing registered capital of Baht 415,120,281, to be new registered capital Baht 691,867,135, by issuing new shares of 276,746,854 shares at the par value of Baht 1 and approved the offering and the allocation of the newly issued ordinary shares at a subscription ratio of 3 existing shares to 1 new share, any fraction of shares to be rounded down, with the subscription price at Baht 3.00 per share and issued the Company’s warrants (SEAOIL-W) to purchase ordinary shares which are allotted to shareholders who subscribe and make payment for such new shares. Such warrants are issued at the ratio of 1 newly issued shares to 1 unit of warrant at no cost with a term of 1 year from the issue date and have the exercise price of Baht 3.00. According to The Executive Committee meeting no.1/2017 has determined the detail of the offering and allocation of the Company’s newly issued ordinary shares to its existing shareholders in proportion to their shareholding and determined the issue date of the Company’s warrant (SEAOIL-W) are as follows: • Subscription and payment period 14 – 17 February 2017 and 20 February 2017

For the company’s warrants which are allotted to shareholders who subscribe and make payment for new shares through rights issue and excess rights, the issuance date is on 7 March 2017, the first exercise date of warrants is on 30 June 2017 and the last exercise date is on 7 March 2018. The Company would like to inform that the Notification of the Subscription Rights of Shares, Information Memorandum for the Allotment of New Shares together with the related documents to the shareholders has already posted on the Company’s website at www.seaoilthailand.com since February 1,2017 and distribute such documents to the shareholders of the company accordingly.
