Suggested Recommendation: “THAT, the minutes of the Zoning By-Law Amendment Public Meeting held on June 16th, 2015, be approved.” 5. DELEGATIONS & PRESENTATIONS None. Page 1 of 117 6. PRIORITY ISSUES i) Report #C-2015-07 – Clarchris Road – attached, page 17. Amanda Mabo, Clerk. Suggested Recommendation to Council: “THAT, the Township proceed with correcting the title to the travelled portion of Clarchris Road that extends onto the Larmon property with the Township being responsible for costs relating to the survey of the road, and Mrs. Larmon responsible for all other costs.” ii) Report #PD-2015-29 – Severance Application – St. Amour – attached, page 21. Noelle Reeve, Planner. Suggested Recommendation to Council: “THAT, the Council of Tay Valley Township recommend to the Land Division Committee of Lanark County that the St. Amour Severance Application #B15/021 (West Part Lot 10 Concession 1, Geographic Township of South Sherbrooke) for a new lot be approved subject to the following conditions: 1. That, the balance of any outstanding taxes, including penalties and interest, (and any local improvement charges, if applicable) shall be paid to the Township. 2. That, the applicant pay any outstanding fees to the Township prior to final approval. 3. That, two (2) copies of an acceptable reference plan or legal description of the severed lands and the deed/transfers(s) be submitted to the Township. 4. That, the applicant submit a Zoning Amendment Application for both the severed and retained lots to be rezoned to Residential Limited Services Special Exception. 5. That, approval be dependent on the Zoning Amendment approvals. 6. That, no development is to occur within 30 metres of a waterbody; however if development occurs within 100 metres of a waterbody, then a Site Plan Control Agreement is required.” Page 2 of 117 iii) Report #PD-2015-30– Severance Application – Bangs – attached, page 26. That, the balance of any outstanding taxes, including penalties and interest, (and any local improvement charges, if applicable) shall be paid to the Township. 2. That, the applicant pay any outstanding fees to the Township prior to final approval. 3. That, two (2) copies of an acceptable reference plan or legal description of the severed lands and the deed/transfers(s) be submitted to the Township. 4. That, payment of $100.00 shall be made to Tay Valley Township representing Cash-in-Lieu of Parklands. 5. Suggested Recommendation to Council: “THAT, on the occasion of the 10th anniversary of the general lake management planning program in the Tay and adjoining watersheds, the Council of Tay Valley Township wishes to recognize the foresight of the Friends of the Tay Watershed Association, Otty Lake Association, Rideau Valley Conservation Authority, Mississippi Valley Conservation Authority, The Community Stewardship Council of Lanark County, and the Tay Valley Council in 2005 in obtaining a Trillium grant to establish lake management planning in this region to ensure the continued environmental health of lakes and the concurrent economic value of lakeshore properties.” iv) Christie Lake Association Inc. – Bolingbroke Dam Replacement – attached, page 114. Suggested Recommendation to Council: “THAT, the Council of the Corporation of Tay Valley Township request that Park’s Canada construct a spillway on the Tay River, east of the Althorpe Road Bridge to regulate the outflow of water from Christie Lake to stabilize lake levels at a mutually acceptable “normal” lake level during the replacement of the Bolingbroke Dam in 2016.” Page 6 of 117 v) Town of Smiths Falls – Lottery Licensing Policy – attached, page 115. Suggested Recommendation to Council: “THAT, the Corporation of Tay Valley Township request the alcohol and Gaming Commission of Ontario to change the Lottery Licensing Policy to allow eligible organizations to use the proceeds from a lottery license scheme for special projects on land owned by the municipality and that fall under one of the four classifications of Relief of Poverty, Advancement of Education, Advancement of Religion and other charitable purposes beneficial to the community; AND FURTHER THAT, this resolution be forwarded to Randy Hillier, MPP, Lanark-Frontenac-Lennox-Addington; The Honourable Madeleine Meilleur, Attorney General; the Association of Municipalities of Ontario;

Beckwith Township #1 Glen Isle on the Mississippi River How To Get There : From Ottawa take Hwy. 7 to Appleton Side Rd. (County Rd. 17 just east of Carleton Place). North to Cram Road. Trailer park at corner. The Launch Site : Left to end of Cram Rd. The Paddle : Historic Glen Isle is across the river. Paddle in either direction. Look for Lavalee Creek on south side, leading to Trans Canada Trail. A few picnic sites towards Carleton Place. Watch For : Rapids; many shore and water birds. Seasonal Information : Not advisable in spring floods. Carleton Place #2 Mississippi River and Lake from Carleton Place How To Get There: In Carleton Place on Highway 7, go downtown to High Street, up High St. to Joseph St.; turn towards river. The Launch Site: Centennial Park at the river. The Paddle: Follow up river to lake and around shorelines. Downriver to bridge and public dock for downtown shopping and food.
