1 Introduction

Ove Arup and Partners Ltd (Arup) has been commissioned by Interserve Construction Ltd to produce a Transport Statement in support of the planning application for the redevelopment of Gnosall St. Lawrence CE(C) Primary School at Road, Gnosall, . The proposed redevelopment of the school will be undertaken as part of the Education Funding Agency’s Priority Schools Building Programme. This report comprises the following chapters: • Chapter 2 describes the site and existing uses; • Chapter 3 sets out the existing transport arrangements; • Chapter 4 outlines the proposed development; • Chapter 5 considers the existing School Travel Plan and future updates; • Chapter 6 provides conclusions. Figures and Appendices are contained at the back of the document. The existing accesses and car park will be retained in the new school and therefore these are described in detail within Chapter 2.

2 The Site and Existing Uses

2.1 Site Location Gnosall St. Lawrence Primary School is located approximately 10.0km west of Stafford City Centre, on the edge of a large residential area but with open farmland to the south. A site location plan is provided in Figure 1.

Figure 1: Site Location Plan The school is located on the southern edge of the town residential area and is bounded by Lowfield Lane to the east and A518 Stafford Road to the north, which runs between Uttoxeter and Telford via Stafford. The site’s south western boundary adjoins a mature tree line which backs onto a disused railway line which has been converted to a shared footway / cycleway, forming part of NCN Route 55. The current school buildings are located to the rear of the car park accessed from Lowfield Lane. The school caters for children between the ages of 4-11, and operates classes from Reception through to Primary Year 6. The main teaching takes place between 08.55 and 15.30 for Reception to Year 2 and from 08.45 and 15.30 for Years 3 to 6. In addition to the core school hours there is a Breakfast Club facility which commences at 07.30 and an After School Club that operates from 15.30 until 18.00. To the rear of the school building a library is located together with a swimming pool and youth centre, all of which are available for use to the public outside of school hours. Gnosall Pre-School is also situated within the school and is Governor-led by the school governors. It operates between 08.45 and 15.30.

2.2 Existing Pupils and Staff The existing Gnosall St. Lawrence Primary School buildings and associated infrastructure were originally designed and built as a four form entry secondary school with a capacity for 600 pupils. The school operates as a single form entry primary school plus 32 FTE nursery places. There are currently 225 pupils. There are 33 staff members including 8 teaching staff (Full Time Equivalent). Table 1 below sets out the current number of pupils and staff located at the site.

2.3 Existing Mode Share By using the data within the most recent version of the School Travel Plan available, dated March 2007, mode shares for the journey to school by pupils have been calculated and are shown in Table 2.

Walking was also the most popular mode for staff (40%), with 37% travelling by car alone and 15% car sharing.

2.4 Vehicular and Pedestrian Accesses The existing school has five vehicular access points and one pedestrian access; all located off Lowfield Lane on the eastern side of the development. These are shown in Figure 3.

‘School Keep Clear’ markings are present outside the main body of the visitor car park, which, due to the narrow width of Lowfield Lane, are positioned centrally in the carriageway to apply to both sides of the road. No parking restrictions are present to the south of the main visitor car park for the remainder of Lowfield Lane. A more detailed description of each access is provided below.

2.4.1 Vehicle Access 1 and 2: Bus and Pupil Drop Off / Pick Up Entry / Exit Moving south along Lowfield Lane from the junction with Stafford Road, the first access to the school is a vehicle crossover, which is used as an exit from the pupil drop off / pick up and bus area. The exit is gated and is closed outside of the drop off / pick up hours. Approximately 40m further south along Lowfield Lane, the second vehicle crossover provides access to the drop off / pick up area, with a one-way system in operation. This area of the site is specifically used for bus access, due to Lowfield Lane decreasing in width further to the south-east.

2.4.2 Pedestrian Access A pedestrian / cycle access of around 2.0m in width is located directly adjacent to the drop off / pick up exit, which is segregated by a metal fence. This pedestrian access is connected to the main school building via a segregated walkway which runs along the western boundary of the drop off / pick up area.

2.4.3 Vehicle Access 3: Main Vehicular Access The main vehicular entrance is positioned directly to the north of two residential properties along Lowfield Lane, and provides vehicular access to the staff and visitor car parks together with the main reception area. Signage is positioned adjacent to the junction with Lowfield Lane to direct motorists toward the different parking facilities within the school premises. Whilst there is no footway at the main vehicular access, site observations showed pedestrians to use the vehicle access as an informal entrance / exit route. The access is controlled with a set of double gates.

2.4.4 Vehicle Access 4: Secondary Vehicular Access Approximately 50m further to the south of the main vehicle access, the secondary vehicle access leads to the visitor car park overflow. This access also acts as a servicing and delivery area, whilst providing a route to the library, youth centre and swimming pool.

2.4.5 Vehicle Access 5: Playing Field Access The southernmost access to the school is a gated access which provides entry to the playing fields only. A footpath runs along the western side of Lowfield Lane, which ends adjacent to this access point.

2.5 Cycle Storage The existing school has no formal cycle storage facilities; currently the railings separating the pedestrian walkway from the bus parking and drop off / pick up facility are used as an informal facility.

The modal split information shown within Table 2 shows that there are currently 12 pupils and 3 staff that cycle to school, suggesting that a formal cycle parking facility should be provided as part of the redevelopment. A site visit in September 2014 observed 9 scooters and 9 bikes parked on the railings.

2.6 On-site Parking The site currently has on-site parking capacity of 42 spaces, which are split in the following manner: - 36 parking spaces in the main school car park (including 12 visitor spaces), accessed from Vehicle Access 3; - 6 parking spaces at the swimming pool, accessed from Vehicle Access 4. It is understood that demand for parking spaces is accommodated within the existing parking provision. A site visit on 5 September 2014 observed 14 vehicles parked in the staff car park, six vehicles parked in the visitor car park and four vehicles parked at the swimming pool.

3 Existing Transport Arrangements

3.1 Bus Services The nearest bus stops in the vicinity of the school are located on Brookhouse Road, approximately 350m west of the junction between Lowfield Lane and Stafford Road. Further afield, additional stops are located on Station Road some 650m to the south-west of the school. The bus services are summarised in Table 3 and the bus route maps are available at www.networkwestmidlands.com.

3.2 Rail Services Stafford railway station is located approximately 10km east of the school. It provides services that run on the to destinations such as Birmingham, Sandwell, and numerous other local stops. Penkridge railway station is located approximately 12km to the south- east of the school, and is also on the WCML.

3.3 Walking and Cycling The footways in the vicinity of the school are generally at an acceptable standard and street lighting is provided along walking routes. A footway is provided along the entirety of the school frontage, which is set back from the carriageway edge by a grassed verge area. A pedestrian refuge is provided on Lowfield Lane at its junction with Stafford Road, enabling pedestrian crossing movements. To the south of Vehicle Access 4 on Lowfield Lane, the road narrows to one lane width, with a set-back footway continuing up to the playing field access. Beyond this point no footway is provided, however the dead end nature of Lowfield Lane limits the volume of traffic with a self-enforcing low speed nature. Footways are provided along both sides of Stafford Road, with a puffin crossing located directly to the west of the junction with Lowfield Lane. This provides a pedestrian route to / from the main residential areas of Gnosall to the north. The closest formal cycle route within close proximity of the school is NCN Route 55, which runs along the southern boundary of the school playing fields. Access to the route is gained from Lowfield Lane, with steps and a wheeling channel provided. No other formal cyclist facilities are provided nearby. 3.4 Highway Network in the Vicinity of the Site Lowfield Lane fronts onto the eastern boundary of the school, and varies in width along the school frontage from approximately 5m at the northern site extent to approximately 3.5m wide at its narrowest point. It is subject to a 30mph speed limit however the constrained width effectively results in lower self-enforced speeds. Lowfield Lane is a dead end road; beyond the school itself access is only provided to NCN Route 55 and a farm property. A518 Stafford Road is located to the north of the school and forms a junction with Lowfield Lane. It is approximately 7.3m in width, and is subject to a 30mph speed limit. A puffin crossing is located directly to the west of its junction with Lowfield Lane. Frontage access is provided to a number of residential and business properties along Stafford Road.

3.5 On-Street Parking No on-street parking is experienced along Lowfield Lane - this is due in part to the ‘School Keep Clear’ markings provided along the school frontage and narrow carriageway width, but also due to the relative lack of residential properties in the school vicinity; only two properties are located on Lowfield Lane itself and both have adequate off-road parking provision. Stafford Road is protected by double yellow line no waiting TROs on the off-slip of the junction with Lowfield Lane, with the controlled area of the pedestrian crossing covering a distance of approximately 40m west of the junction with Lowfield Lane, effectively preventing parking. No other TROs are evident on Stafford Road in the site vicinity.

4 Proposed Development

4.1 Proposed Site Layout The redevelopment of Gnosall St. Lawrence Primary School will consist of one two-storey building to the south of the existing school buildings. The new school will provide a nursery and two reception classrooms, a specialist practical classroom, three infant classrooms and six junior classrooms, together with ancillary facilities. Two playground areas and a sports pitch will be provided on site. The indicative site layout plan is provided within Appendix A and reproduced below in Figure 4

4.2 Proposed Land Use The proposed redevelopment of Gnosall St. Lawrence Primary School will see the school expand to a 1.5 form entry, increasing pupil numbers to 338, with 37 proposed full time equivalent staff members rising from 33. The expansion to the school has resulted from residential expansion in Gnosall. However, the number of pupils attending the school will remain substantially under the 600 pupil capacity of the current buildings. Table 4 sets out the proposed number of pupils and staff that will occupy the new building.

4.3 Trip Generation It is reasonable to assume that mode share for the 113 additional pupils will reflect that for current pupils. Based on these mode shares, the increase in pupil numbers would result in the additional trips as shown in Table 5 below.

4.4 Access Arrangements All of the existing access points onto Lowfield Lane will be maintained for the new school with the planned usage as follows. Vehicle Access 1 will continue to act as an exit from the existing bus and drop off and pick up area, which itself is to be maintained. The pedestrian route adjacent to this exit is also to be maintained as an access for pupils, with a new path provided along the southern edge of the staff car park, improving pedestrian connectivity through this area and ensuring pedestrians are segregated from vehicles. The entrance point to the drop off / car park (Vehicle Access 2) is also to be maintained as existing. Further to the south along Lowfield Lane the two-way vehicle entrance at Vehicle Access 3 is to be maintained for access to the staff car park and existing car parks. New access gates are to be provided at the entrance to the staff car park. The previous visitor car park entrance at Vehicle Access 4 is to be upgraded to act as a pedestrian / emergency vehicle / servicing vehicle access. All servicing will be done via this access as at present. It will also provide access to the disabled parking spaces.

Vehicle Access 5 will continue to be used for access to the playing fields. The pedestrian and vehicle routes are shown in Figure 5.

4.5 Cycle Provision 15 Sheffield cycle stands will be provided on the west side of the school building, easily accessible from the pedestrian path leading to the school. Cycle usage will be monitored as part of the on-going commitment to the development of the Travel Plan and the school will undertake to provide sufficient covered cycle storage to meet demand. This approach is recognised as a reasonable way to provide for cyclists without running the risk of large numbers of unused cycle stands.

4.6 Parking Provision The staff and visitor car parks will remain as existing with 24 staff and 12 visitor spaces. Three disabled parking spaces will be provided in front of the school building, accessed via Vehicle Access 4. This level of parking provision is considered to work with the current level of staffing which is only increasing by four with the new school. The Stafford Borough Council parking standards are a maximum of 1 space per FTE staff plus

1 space per 30 pupils1. This would therefore allow a maximum of 48 spaces, greater than the 36 standard and three disabled spaces provided.

4.7 Traffic Impact The traffic impacts resulting from the increased pupils at the school are small as there are only around 33 additional car trips generated by the additional pupils. As the school’s proposed capacity is less than its current permitted capacity, there will be no overall transport impact. Further mitigation of impact will be addressed through the School Travel Plan as discussed below.

5 School Travel Plan

5.1 Background A copy of the School Travel Plan, will be submitted separately in support of the planning application for the new school.

5.2 Maintenance of the School Travel Plan In order to maintain and continue to develop the School Travel Plan, the school will commit to the following actions and use the Travel Plan as the mechanism for recording the outcomes: • Hold regular meetings with Staffordshire County Council to review Travel Plan objectives, targets, monitoring approach and linkages with existing Council cycle training, road safety, and other school travel initiatives; • Undertake regular Journey to School surveys to be distributed to pupils and parents or utilise any existing annual mode share survey data or data collected via appropriate websites. Analyse the results to determine modes shares, routes and barriers to sustainable travel; • Review mode share targets against any changes in school catchment, and therefore travel distances and mode associated with the rebuild; • Keep existing issues on the highway, cycling and pedestrian networks, and bus routes under review in order to identify new opportunities to assist sustainable school travel; and, • Work with pupils and parents to identify barriers to sustainable travel.

6 Conclusions

This Transport Statement and Travel Plan are submitted in support of the planning application for the rebuild of Gnosall St. Lawrence Primary School. The new school will provide capacity for 338 pupils, which is an increase of 113 pupils over existing levels. Staff numbers are proposed to increase from 33 to 37 FTE. This level of increase in pupils will not have a noticeable impact on the local highway network, and is lower than the capacity of the existing school buildings. 24 staff car parking spaces, 12 visitor and 3 disabled spaces will be provided on site which is sufficient to accommodate staff parking demand. The pupil drop off and pick up area will also continue to operate. The school has a Travel Plan which will be maintained and developed in order to encourage travel by sustainable modes and mitigate the impact of car trips to the school. In conclusion, there are no transport related issues why this application should not be granted.
