    Water Safety Policy in Scotland —A Guide 2 Introduction Scotland is surrounded by coastal water – the North Sea, the Irish Sea and the Atlantic Ocean. In addition, there are also numerous bodies of inland water including rivers, burns and about 25,000 lochs. Being safe around water should therefore be a key priority. However, the management of water safety is a major concern for Scotland. Recent research has found a mixed picture of water safety in Scotland with little uniformity or consistency across the country.1 In response to this research, it was suggested that a framework for a water safety policy be made available to local authorities. The Royal Society for the Prevention of Accidents (RoSPA) has therefore created this document to assist in the management of water safety. In order to support this document, RoSPA consulted with a number of UK local authorities and organisations to discuss policy and water safety management. Each council was asked questions around their own area’s priorities, objectives and policies. Any policy specific to water safety was then examined and analysed in order to help create a framework based on current practice. It is anticipated that this framework can be localised to each local authority in Scotland which will help provide a strategic and consistent national approach which takes account of geographical areas and issues. They are written for yachts of moderate draft and should not be used by larger craft. They should be used only as an aid to navigation in conjunction with official charts, pilots, hydrographic data and all other information, published or unpublished, available to the navigator.     Submission from Chris Ryan on behalf of 52 Lewis and Harris businesses – 3 April 2008 Dear Sir/Madam 7-DAY FERRY SERVICES TO LEWIS & HARRIS The undersigned businesses, all based in the Western Isles, request that Sunday ferry services to Lewis & Harris should be introduced in the summer of 2008. This will be a necessary and long overdue development with the potential to improve the islands’ tourism industry in line with the Scottish Governments’ target of a 50% increase in tourism revenues. The proposed introduction of RET fares from October 2008 is also likely to result in increased demand and additional capacity will be needed to cope with peak season demand, particularly at weekends. However, our view as businesses is that Sunday services must be phased-in ahead of RET and that they should certainly be in place for summer 2008. Apart from the immediate boost for the local economy, this would give accommodation providers and tourism related businesses an indication of the response to weekend services and allow for business planning for the summer of 2009, which is the Year of Homecoming. Quite apart from the many social benefits, Sunday ferry services will make a major difference to the local economy by extending the tourist season, enabling businesses to work more efficiently and spreading visitor benefits throughout the islands. As a specific example, the Hebridean Celtic Festival, held in July, attracts over 15,000 people and contributes over £1m to the local economy. A Sunday ferry service would mean that many visitors to the festival would stay an extra night, enjoy all 4 –days of the festival and see more of the islands.

Given the time sensitive nature of the responses, the issue had been discussed at the Executive Group. It was noted that a Task Group had been established locally to lobby for the retention of the local Coastguard Service and the group was working on an alternative proposal as a response to the consultation. The review proposed that either Stornoway or Shetland be reduced to a daylight operation and the other discontinued. The Chairman advised that initial discussions with the Minister had suggested that alternative models would be considered.
