Answered On:13.03.2001 Potable Water and Sewage Schemes in Uttar Pradesh Sheela Gautam GOVERNMENT OF INDIA URBAN DEVELOPMENT AND POVERTY ALLEVATION LOK SABHA UNSTARRED QUESTION NO:2333 ANSWERED ON:13.03.2001 POTABLE WATER AND SEWAGE SCHEMES IN UTTAR PRADESH SHEELA GAUTAM Will the Minister of URBAN DEVELOPMENT AND POVERTY ALLEVATION be pleased to state: (a) whether the Union Government have taken any steps to implement potable water and sewage projects in Uttar Pradesh; (b) if so, the details thereof; (c) the names of cities/towns proposed to be covered under these projects, project-wise; (d) whether the Union Government propose to include these projects in the current Five Year Plan; (e) if so, the details thereof; (f) whether the World Bank or any other agency has agreed to provide assistance for these projects; and (g) if so, the details thereof? Answer MINISTER OF STATE FOR URBAN DEVELOPMENT & POVERTY ALLEVIATION ( SHRI BANDARU DATTATREYA ) (a)to(e): Water supply and Sewage being state subject, it is the responsibility of State Governments to plan, implement, operate and maintain water supply and sewage facilities and make adequate provision of funds in their State plans for the purpose. However, in order to supplement the efforts of the State Governments for providing water supply facilities to the towns having population less than 20,000 (as per 1991 census), a Centrally sponsored Accelerated Urban Water Supply Programme (AUWSP)w as launched during 1993-94 in order to provide Central assistance to the State Governments on 50:50 matching basis between Centre and State. Under AUWSP, water supply schemes for 190 towns of Uttar Pradesh have been sanctioned at an estimated cost of Rs.14,924.86 lakhs and Rs.5614.97 lakhs have been released to the Government of Uttar Pradesh as Central share. Details of these schemes are at Annexure. There is no Central Sector Scheme under which funds can be provided for provision of sewage facilities. An Integrated project for construction of Barrage over River Ganga has been sanctioned by the Government of India at an estimated cost of Rs.263.40 crores and it has been decided that 50% of this amount would be given as loan to the Govt. of Uttar Pradesh by the Union Government. The project envisages to rectify gradual shifting of river Ganga from its right bank i.e. Kanpur and also to solve the drinking water problem. Against the Central share of Rs.131.70 crores, which is to be released as loan to the Government of Uttar Pradesh, Rs.70.49 crores have been released till date. (f): No, Sir. (g): Does not arise. FOREWORD THE Uttar Pradesh Government asked me in March. 1952, (0 'supply them for the purposes of elections to local bodies population statistics with ,separation for scheduled castes (i) mohalla/ward-wise for urban areas, and (ii) village-wise for rural areas. The Census Tabulation Plan did nbt provide for sorting of scheduled cast<;s population for areas smaller than a tehsil or urban tract and the request from the Uttar Pradesh Government came when the slip sorting had been finished and (he Tabulation Offices closed. As the census slips are mixed up for the purposes of sorting in one lot for a tehsil or urban tract, collection of data regarding scheduled castes population by moh'allas/wards and villages would have involved enormous labour and expense if sorting of the slips had been taken up afresh. Fortunately, however, a secondary census record, viz. the National Citizens' Register, in which each slip has been copied, was available. By singular foresight it had been pre­ pared mohalla/ward-wise for urban areas and village-wise for rural areas. Th e required information has, therefore. been extracted from. this record, 2. In the above circumstances there is a slight difference in the figures of population as arrived at by an earlier sorting of the slips and as now determined by counting from the National Citizens' Register. This difference has been accen mated by an order passed by me during the later coum from the National Register of Citizens as follows:- (i) Count Ahirwars of Farrukhabad District, Raidas and Bhagar as ·Chamars'.
