Minutes of Ordinary Meeting of the Parish Council held at The Jubilee Hall on Wednesday 1st June 2016 at 7:30pm

Present: Cllrs M Haggard, T Harris, R Miller, J Stevens, S Davie, and N Eastick In attendance: Mrs Teresa Pinder Clerk to The Council, District Councillor Sue Osborne and 0 residents.

3042 COUNCILLOR CO-OPTION No applications were received.

3043 NEW MEMBER’S DECLARATION OF ACCEPTANCE OF OFFICE Not applicable.

3044 APOLOGIES FOR ABSENCE Apologies were received from Cllrs A Simkins & D Wallbridge.

3045 DECLARATIONS OF INTEREST Cllr J Stevens declared a personal interest in item 6 - Planning item 16/01962/FUL. Cllr J Stevens declared a personal interest in Item 12 - The Trial Switch Off of No. 3 Lamp Post, Court Farm Close.

TH 3046 TO APPROVE THE MINUTES OF THE ANNUAL COUNCIL MEETING HELD ON THE 4 MAY 2016 (LGA 1972 sch 12, para 41(1)) The minutes of the Annual Council Meeting held on the 4th May 2016 were approved as a correct and accurate record and were signed by the Chairman. 3047 PLANNING MATTERS a) Applications Application No: 16/01962/FUL Applicant: Mrs Christine Hughes Proposal: Replacement door to rear elevation. Location: 7 Court Farm Close, Winsham, Chard, Somerset, TA20 4JY Resolved: No objection Proposed: Cllr M Haggard Seconded: Cllr S Davie 4-0-1 Application No: 16/01799/FUL Applicant: Mr Stephen Taylor Proposal: Engineering operations to install cattle grid, reduce ground level and form trackway in order to manage surface water flows. Location: Midnell Farm, Crewkerne Hill, Winsham, Chard, TA20 4EQ Resolved: The Parish Council objects to the proposed works in it's current form. These are due to be carried out on public right of way CH30/6 (bridleway) but no reference is made to this anywhere in the application or plans. This means we are unable to make a decision on the proposed works as they may adversely affect walkers or horse riders. Should our concerns be addressed we see no reason why this objection cannot then be withdrawn. 3048 SOMERSET ASSOCIATION OF LOCAL COUNCILS (SALC) MEMBERSHIP Resolved: a) The Members agreed to continue its membership of SALC. Proposed: Cllr R Miller Seconded: Cllr S Davie 6-0-0 b) The Members approved the cheque for the 2016/17 subscription of £186.72 Proposed: Cllr J Stevens Seconded: Cllr R Miller 6-0-0

3049 FINANCE The schedule of cheques numbered 322215 to 322219 totalling £1083.68 were noted.

3050 PARISH COUNCIL SURGERY AT THE JUBILEE CAFE Resolved: The Members agreed that Cllr T Harris will attend the Jubilee Cafe in May.

3051 POLICY REVIEW Resolved: The following policies were reviewed and adopted: a) Terms of Reference – Working Parties, Groups and Task and Finish Groups Proposed: Cllr J Stevens Seconded: Cllr N Eastick 6-0-0 b) Governance & Accountability for Smaller Authorities in England – March 2016 Proposed: Cllr R Miller Seconded: Cllr M Haggard 6-0-0

3052 PENSIONS AUTO ENROLMENT Resolved: The Members agreed to appoint Tailored Auto Enrolment to oversee the Parish Council’s compliance to Pensions Auto Enrolment. Proposed: Cllr J Stevens Seconded: Cllr N Eastick 6-0-0

3053 THE TRIAL SWITCH OFF OF NO: 3 LAMP POST, COURT FARM CLOSE Resolved: The Members approved the permanent switch off of No. 3 Lamp Post, Court Farm Close and the Clerk will write to the relevant department for the Lamp Post to be removed, attaching all the letters for and against the permanent switch off of No 3 Lamp Post. Proposed: Cllr N Eastick Seconded: Cllr S Davie 5-0-1

3054 WINSHAM COMMUNITY RESOURCE CENTRE The Members received an update on the current position.

3055 ROUTE 60+ - ROAD SAFETY WORKSHOP FOR THE OVER 60S Resolved: The Members approved holding a free 1 hour workshop for older drivers in the Parish (the only cost to the Parish Council being the hire of the hall). Cllr T Harris will be organising the event. Proposed: Cllr R Miller Seconded: Cllr J Miller 6-0-0

3056 CONSULTATION ON STATEMENT OF COMMUNITY INVOLVEMENT – MINERALS & WASTE The Members decided not to comment on the Consultation on Statement of Community Involvement regarding Minerals and Waste.

3057 REFLECTORS ON PAVEMENT BY LOWER REC/WAR MEMORIAL Resolved: The Members agreed to not fit reflectors onto the wall or ground by the War Memorial. Proposed: Cllr J Stevens Seconded: Cllr M Haggard 6-0-0

3058 SHARED ACCESS The Members received an update on negotiations from the Working Party regarding the possibility of this company installing equipment at the Sports Field.

3059 GATES ON LOWER REC Resolved: The Members agreed to repair the securing catches to the gates on the Lower Rec that lead into Western Way, which Cllr N Eastick will undertake. Proposed: Cllr J Stevens Seconded: Cllr M Haggard 6-0-0

3060 ITEMS FOR REPORT a) Parish Assets: Cemetery, Upper Rec/Lower Rec, Resource Centre, Bus Shelter, War Memorial, Seating, Signage & Bins Upper Rec car park is being enlarged, back to the size it was. b) Web Sites, Welcome Pack Nothing to report. c) Public Rights of Way Cllr S Davie will be doing a light clearance on Right of Way CH30/15. d) Grass Cutting Report Nothing to report. e) Highways and Bus Services Dave Grabham, Traffic Engineer, SCC to be requested to install a SID (Speed Indicator Device) for a further period. Various potholes have been reported for repair. f) Reports from Member Representatives on Outside Bodies Nothing to report. g) Clerk’s report and correspondence The Clerk notified the Members that no crime had been reported between 1st and 29th May 2016, as confirmed by PCSO Richard Oaten.

3061 QUESTIONS TO THE CHAIRMAN An update on the Western Way Development was requested. Cllr J Stevens updated the Members as far as possible. What happens at the July meeting as the Chairman may not be available? Cllr J Stevens may not be at the next meeting so the Vice-Chair will be acting as Chairman.
