PRESS RELEASE Official Visit to the Republic of Kazakhstan by Speaker PRESS RELEASE Official Visit to the Republic of Kazakhstan by Speaker of Parliament Madam Halimah Yacob, 8 to 11 June 2017 The Speaker of Parliament, Madam Halimah Yacob, who is currently on an official visit to Kazakhstan, called on Prime Minister Bakytzhan Sagintayev, and met with Chairman of the Senate of the Parliament Kassym-Jomart Tokayev, Chairman of the Mazhilis of the Parliament Nurlan Nigmatulin, and First Deputy Chairman of Nur Otan Party Mukhtar Kul-Mukhammed. During her meetings, Madam Halimah reaffirmed the warm and friendly ties between Singapore and Kazakhstan and discussed ways to expand Singapore- Kazakhstan bilateral cooperation. Madam Halimah expressed Singapore’s appreciation for Kazakhstan’s support for the Singapore-Eurasian Economic Union Free Trade Agreement. During her visit, Madam Halimah also visited the Khazret Sultan Mosque, and the Svyato-Uspensk Cathedral in Astana, amongst other local sites. Madam Halimah also officiated at the Opening Ceremony of the Singapore Pavilion at the Astana EXPO-2017 on 10 June 2017. The Singapore Pavilion, themed “Small City, Big Ideas”, highlights Singapore’s efforts in creating an ecosystem which supports the development of effective solutions for a sustainable future. Styled as a terrarium, the Pavilion features various sustainable energy ideas and innovations by agencies, including the Economic Development Board (EDB), Energy Market Authority (EMA) and Building and Construction Authority (BCA). The Astana EXPO-2017 was officially opened by President Nursultan Nazarbayev on 9 June 2017. Madam Halimah attended as Singapore’s official representative. The opening ceremony was also attended by several Heads of States and Heads of Governments, and representatives of the participating countries. Speaking to the media after the opening ceremony, Madam Halimah said that “Singapore’s participation at the Astana EXPO-2017 is testament to the close bilateral ties that we share with Kazakhstan. It is another manifestation of Singapore’s support as a good friend of Kazakhstan. We are confident that Kazakhstan will host a very successful EXPO, which will boost Kazakhstan’s goal of being one of the top 30 economies by 2050. In recent years, there have been frequent high-level exchanges of visits between both our countries, as well as exchanges between our respective officials. Through Singapore’s participation in the EXPO, I hope that we can share Singapore’s experience in future energy and sustainable development. I also hope that our participation in EXPO-2017 will encourage Singapore businesses to take a closer look at the opportunities in Kazakhstan and the larger Central Asian region. Kazakhstan is at the crossroads of Asia and Europe, and Singapore is a gateway to ASEAN, a growing market which is set to become the fourth largest single market in the world by 2030. We can utilise our strengths as hubs in our respective regions and bring our two regions closer together.” Madam Halimah was accompanied by Members of Parliament Mr Liang Eng Hwa, Dr Chia Shi-Lu and Dr Intan Azura Mokhtar, and officials from the Ministry of Foreign Affairs and Ministry of Trade and Industry.     Month in Review: Central Asia in January 2021 The first month of 2021 in the countries of Central Asia began with parliamentary and presidential elections in Kazakhstan and Kyrgyzstan, the purchase of various vaccines for coronavirus, periodic protests, and an ambiguous epidemiological situation in different countries. The analytical platform CABAR.asia presents a brief overview of the major events in the region over the past month. Follow us on LinkedIn Kazakhstan General epidemiological situation In January, compared to December, there is an increase in the incidence of coronavirus by 10 percent in Kazakhstan, from 23.1 thousand to 25.6 thousand cases. The number of laboratory-confirmed cases of coronavirus infection in Kazakhstan, according to official data, amounted to 187 970. Where 2,556 people died (seven deaths were registered on January 31). Cancellation of strict quarantine in Almaty Almaty has moved from the “yellow” to the “green” zone in terms of the rate of detection of those infected with coronavirus. The city stayed in the “yellow” zone for one day – January 30. The severity of quarantine measures depends on which zone (“red”, “yellow” or “green”) the city or region is located in. Earlier, on January 28, Almaty was in the “red” zone, the sanitary inspector of the city Zhandarbek Bekshin decided to tighten quarantine measures from February 1. Among the measures taken were the mandatory hospitalization of patients with any form of coronavirus – mild or severe, a new schedule of catering from 9 am to 8 pm, a ban on work on the weekends. Later, in December 2019, the head of the country called for a transition from a permissive to a notification nature of protests (quote from zakon.kz): Protests are permissible if they do not violate the law, do not violate public order and do not interfere with the peace of citizens. This is my principled position and we will consolidate it legally. The new bill was developed by the Ministry of Information and Public Development of the Republic of Kazakhstan and it provides for amendments and additions to 10 legislative acts, including two codes and eight laws.

Follow us on LinkedIn Kazakhstan General epidemiological situation In Kazakhstan, in March, there is an increase in the incidence of coronavirus by 1.5 times. According to the country’s chief state sanitary doctor, Yerlan Kiyasov, this was facilitated by the general relaxation of restrictive measures. The largest number of cases occurs in the cities of Almaty and Nur-Sultan. Since the beginning of March, 9,525 cases of coronavirus have been reported. The increase in March is the highest compared to January and February this year. The largest percentage of cases falls on people working in individual entrepreneurship or LLP, as well as the non- working population. Since March 21, quarantine has been tightened in Almaty for a week. A little later, the strengthening of quarantine was extended until April 12. In Nur-Sultan, new restrictive measures were introduced in relation to catering points from March 30 to April 11. According to the matrix for assessing the epidemiological situation in the regions of Kazakhstan as of April 1, in the “red” zone: Nur-Sultan, Almaty city, Atyrau, Aktobe, Almaty and West Kazakhstan regions.
