Increasingly serious hostility between the East Indian and Afro-Guyanese popula- tions has made racism the dominant factor in domestic political developments-a racial polariza- tion which has also contributed to the breakdown of what could have been the most hopeful of the leftist nationalist movements in the Caribbean. In addition to its internal difficulties, Guyana also faces external pressures from its neigh- bors on both the east (Surinam) and the west (Venezuela). Border disputes have erupted at several points along Guyana' s frontier and last year one upheavsl resulted in an unsuccessful rebel- lion in one of the southern prov- inces called the Rupununi. The story is not a happy one. Cold war intrigue race riots, rebellion, rigged elections and repres- sion are the sal.ient points of the ordeal of Guyana--an ordeal, incidentally, exacerbated by Anglo-American foreign policy of the past twenty years. Guyana is a large country (83,000 square m+/-le.s) with a very small population (700,000). Situated on the northern coast of South America, Guyana is bounded on the east by Surinam, on the west,by Venezuela and in the south by Brazil. To the north is the Atlantic coastline extending about 270 miles.

    Chapter 2 Political Background Early History Before the arrival of Europeans, the land which is now Guyana was inhabited by semi- nomadic Amerindian (Carib and Arawak) tribes, who named it Guiana, which means “land of many waters”. The Dutch settled in Guyana in the late 16th century, but their control ended when the British became the de facto rulers in 1796. In 1815, the colonies of Essequibo, Demerara, and Berbice were officially ceded to Great Britain at the Congress of Vienna, and in 1831, were consolidated as British Guiana. Following slave revolts in the 18th century and the eventual abolition of slavery in 1834, thousands of indentured labourers were brought to Guyana, primarily from India but also from Portugal and China, to replace the slaves on the sugarcane plantations. The practice ceased in 1917. Many of the Afro-Guyanese former slaves moved to the towns and became the majority urban population, whereas the Indo-Guyanese remained predominantly rural. The Amerindian population remained living mostly in the country’s interior. In 1928 an appointed legislative council was established, with some extension of the franchise to elected members in 1943 and 1945. The Transition to Independence The first modern political party in Guyana was the People’s Progressive Party (PPP), established on 1 January 1950, with Forbes Burnham, a British-educated Afro-Guyanese, as chairman; Dr. Cheddi Jagan, a U.S.-educated Indo-Guyanese, as second vice chairman; and Dr. Jagan’s American-born wife, Janet Jagan, as secretary general. Overview In 2009, President Bharrat Jagdeo retained a strong base of support despite a series of government scandals relating to sex, drugs, and credible allegations that police officers had tortured criminal suspects. Charges of corruption and police brutality spiked in 2009, with formal complaints increasing by 11 percent. Guyana gained independence from Britain in 1966 and was ruled by the autocratic, predominantly Afro-Guyanese People’s National Congress party (PNC) for the next 26 years. In 1992, Cheddi Jagan of the largely Indo-Guyanese People’s Progressive Party (PPP) won the presidency in Guyana’s first free and fair elections. He died in 1997, and the office passed to his wife, Janet, who resigned in 1999 for health reasons. She was succeeded by Finance Minister Bharrat Jagdeo of the PPP-C, an alliance of the PPP and the Civic Party. President Jagdeo was elected in his own right in 2001. Guyanese politics are dominated by a tense split between descendants of indentured workers from India, known as Indo-Guyanese, who make up about half of the population and generally back the PPP-C, and Afro-Guyanese, who compose 36 percent of the population and largely support the PNC-R. In 2004, the political climate showed brief signs of improving when the two main parties, the PPP-C and PNC-R, announced that they had reached agreement on a wide variety of issues.

ISBN 978-1-907493-63-8 2 Biographical Summary Scholar : Linden Forbes Sampson Burnham was born to a Headmaster father and a devout Christian mother on February 20, 1923. His scholastic career is one of the outstanding features of his life. He went from Kitty Methodist School to Central High School and then to Queen’s College in 1935 and one year later gained the Centenary Exhibition as well as a Government Junior Scholarship. In 1937, he won the Percival Exhibition Award and in 1942 he won the coveted Guyana scholarship. The war prevented him from proceeding to University overseas and he therefore read externally for a degree from London University. After the war, he proceeded to read Law at Gray’s Inn, winning the best speaker’s cup in the process. But the Law could not hold him. Politics was in his blood. Several Caribbean Leaders, especially Errol Barrow of Barbados have testified how Burnham and others “tired the sun with talking” on all subjects political. The destiny of Guyana and the Caribbean region claimed his attention. Left wing politics attracted him and soon Burnham was involved with the youth arm of the Communist party of Britain and the politics of the Caribbean students.

Baines1 Departamento de Antropologia, Universidade de Brasília (UnB) [email protected] Based on a research project on nationality and ethnicity on international borders in which I have been working since 2001, this paper examines the recent changes in the relationship between indigenous peoples, the State, and civil society on part of the international border which separates Brazil and Guyana. In this region, the transnational, the national and the local coexist and are constantly revised in the struggle of indigenous peoples to have their rights recognised. My research focuses part of this international border which is home to the Makushi and Wapishana indigenous peoples. Commenting about government indigenist policy, Adolfo de Oliveira affirms that: What draws attention in Brazil is the dialogical character, one may say, of the practice of government indigenist policy. Indigenous peoples in Brazil have positioned themselves in relation to the State insistently as subjects in a process of dialogue with the State, in opposition to the (government) indigenist policy which, even more insistently tries to position itself as the only, unilateral interlocutor of the Amerindians, taken as objects of its action, defined exclusively from its own position2 (2002, p.112). De Oliveira adds: “... the field of traditional discussion of Brazilian indigenist policy is following the tendency in other parts of the world (Coates, 1998), in the direction of including indigenous peoples as legitimate participants”.

The Constitutional Committee, 1958 he PPP government, after August 1957, set out with determination to press the T demand for independence for Guyana. To encourage the people’s awareness and to whip up support for the cause, PPP leaders held public meetings throughout the country. This issue was eventually raised in the Legislative Council on June 6, 1958 when opposition representative Jai Narine Singh—now sitting as an “independent” member—introduced a motion urging the British government to discuss constitutional reform for Guyana. In the discussion that followed, Chief Minister Dr. Cheddi Jagan introduced a resolution which called on the British government to grant Guyana the status of a “fully self-governing territory” within the Commonwealth. Forbes Burnham moved an amendment to the resolution suggesting that Guyana should be granted only “full internal self-government.” However, this amendment was defeated and on June 11 the resolution presented by Dr. Jagan was passed unanimously. The resolution called on the British government to receive a representative delegation approved by the Legislative Council to discuss: 1. Constitutional reform with the view to the granting to British Guiana of the status of a fully self-governing territory within the Commonwealth; and 2. The working out of an agreement between the British Guiana government and the United Kingdom government for a transitional period whereby the United Kingdom government would exercise control over defence and give guidance in foreign relations other than trade and commerce.
