McElwaine, 1925-2010 Every time I hear about a new tell-all book by a famous person’s former lover, spouse, political aide or appointee, full of embarrassing revelations about what celebrities, political leaders or admired (or reviled) historical figures did or said behind closed doors or in the dead of night, I admire Bob McElwaine just a little more. When he died this month, the Washington Post obituary described him as a man who knew how to keep a secret. He did, but he was much more than that. Robert McElwaine was a gentleman. An old story tells of a woman had asks a great king to make her son a gentleman. “Alas, I cannot,” the king replies. “I can make him a nobleman, but only God can make a gentleman.” Many affect the trappings of gentility, of course; that’s a matter of taste, style and manners. Bob possessed all of those. The first time I saw him, he was sitting at a restaurant table at the Four Seasons Hotel in Georgetown waiting for me to meet him for lunch. As always, he had arrived early; in all the times I had engagements with him, he was never a minute late, though I often was, and usually by more than a minute. He was impeccably dressed in a crisp white shirt, a tie, blazer and slacks…nothing ostentatious, just perfect. Yes, Bob knew how to look like a gentleman. Being one, however, is considerably harder. I had invited to Bob lunch because I had heard about his Hollywood career and long association with entertainer Danny Kaye, and wanted to pick his brains about my theater company’s impending production of the musical “Lady in the Dark,” which launched Kaye’s career. -

The first floor leaders were formally designated in 1920 (Democrats) and 1925 (Republicans). The Senate Republican and Democratic floor leaders are elected by the members of their party in the Senate at the beginning of each Congress. Depending on which party is in power, one serves as majority leader and the other as minority leader. The leaders serve as spokespersons for their parties' positions on issues. The majority leader schedules the daily legislative program and fashions the unanimous consent agreements that govern the time for debate. The majority leader has the right to be called upon first if several senators are seeking recognition by the presiding officer, which enables him to offer motions or amendments before any other senator. Majority and Minority Leaders Elected at the beginning of each Congress by members of their respective party conferences to represent them on the Senate floor, the majority and minority leaders serve as spokesmen for their parties' positions on the issues. The majority leader has also come to speak for the Senate as an institution. Working with the committee chairs and ranking members, the majority leader schedules business on the floor by calling bills from the calendar and keeps members of his party advised about the daily legislative program. -

The Museum Of Modem Art For Immediate Release June 1987 PARAMOUNT PICTURES: 75 YEARS July 10, 1987 - January 4, 1988 Marlene Dietrich, William Holden, Barbara Stanwyck, Fred MacMurray, and Mae West are among the stars featured in the exhibition PARAMOUNT PICTURES: 75 YEARS, which opens at The Museum of Modern Art on July 10. The series includes films by such directors as Cecil B. De Mille, Ernst Lubitsch, Francis Coppola, Josef von Sternberg, and Preston Sturges. More than 100 films and an accompanying display of film-still enlargements and original posters trace the seventy-five year history of Paramount through the silent and sound eras. The exhibition begins on Friday, July 10, at 6:00 p.m. with Dorothy Arzner's The Wild Party (1929), madcap silent star Clara Bow's first sound feature, costarring Fredric March. At 2:30 p.m. on the same day, Ernst Lubitsch's ribald musical comedy The Smiling Lieutenant (1931) will be screened, featuring Paramount contract stars Maurice Chevalier, Claudette Colbert, and Miriam Hopkins. Comprised of both familiar classics and obscure features, the series continues in The Roy and Niuta Titus Theaters through January 4, 1988. Paramount Pictures was founded in 1912 by Adolph Zukor, and its first release was the silent Queen Elizabeth, starring Sarah Bernhardt. Among the silent films included in PARAMOUNT PICTURES: 75 YEARS are De Mille's The Squaw Man (1913), The Cheat (1915), and The Ten Commandments (1923); von Sternberg's The Docks of New York (1928), and Erich von Stroheim's The Wedding March (1928). - more - ll West 53 Street. -

THE BRICKER AMENDMENT THE FALLACIES IN THE CASE FOR THE BRICKER AMENDMENT Introduction The existing constitutional arrangements for the making and enforcing of treaties and the present constitutional powers of the President to make executive and other agree- ments with foreign countries have recently been under severe attack. Since these arrangements and powers have on the whole served us remarkably well under changing circum- stances for more than a century and a half, it is proposed to examine the development of this campaign and to analyze the arguments that have been used to support it. The principal goal of this forensic effort has been the adop- tion of the Bricker amendment as reported out by the Senate Judiciary Committee on June 4, 1953. The amendment did not of course emerge suddenly out of a vacuum. Advocacy of such a proposal was initiated chiefly by groups in the Ameri- can Bar Association,2 and by Senator Bricker and other Sen- ators associated with him. -

Gerald R. Ford Oral History Project Pat Buchanan Interviewed by Richard Norton Smith October 4, 2010 Smith: Thanks so much for doing this. I appreciate it. Buchanan: I’m delighted. Smith: Let me ask you. First of all, what was the attitude in the Nixon White House toward the Republican Congressional leadership, and Ford in particular, during that first term? Buchanan: Well, for the first couple of years, Nixon had one of his speechwriters at all the cabinet meetings, congressional leadership and others, and I was in all the congressional leadership meetings. I think the attitude was very respectful, but I don’t think there was a sense that this was a very powerful, competent, and really able force that we had on Capitol Hill. Nixon was the first time since Zachary Taylor that we had a president with both Houses of the Congress in opposition to him and I don’t think that Nixon felt that these fellows were up to his level of the game. Smith: Would you distinguish at all, not necessarily in terms of competence, but in terms of loyalty, between a Jerry Ford and a Hugh Scott? Buchanan: I know what you’re going to say. Everybody in the White House distinguished between the two. Jerry Ford was a friend of Richard Nixon. Nixon liked him. I’d been out with Nixon for Jerry Ford in Michigan and Romney in Michigan, out there in 1996. Jerry Ford was a friend and a buddy of Nixon’s and I think they genuinely liked each other. I think Hugh Scott was looked upon as on the other side of the party. -

SEARSt The Senate Committee on the Judiciary has recommended the adoption of a resolution to amend the Constitution of the United States. It concerns treaties and other international agreements; but it differs from other ver- sions of what is called the Bricker Amendment. Senator Dirksen of Illinois appears to have been the person who secured an agreement of a majority of the committee in submitting the present text as follows: "Section 1. A provision of a treaty or other international agreement which conflicts with any provision of this Constitution shall not be of any force or effect."' While there are two additional sections, as noted, Section 1 is the only section that is worthy of any appreciable debate. Before it is made a part of the Constitution of the United States there should be an announcement, as clear as it is humanly possible to state it, of the purposes that its advo- cates seek to accomplish. Since there have been decisions of the United States Supreme Court as to the validity of treaties and of legislation to enforce them, the .voters should be informed which of these decisions will be rendered ineffective as precedents upon the adoption of section 1, supra. -

Global innovation networks have been a key centrifugal force in the geographical distribution of knowledge creation activities. Knowledgeseeking FDI does not target whole countries, but specific locations within them. -

Civic and Political Status CIVIL LIBERTIES HE PERIOD between July 1954 and the autumn of 1955 saw a marked im- Tprovement in the general attitude on civil liberties questions in the United States. Many factors contributed to this. A decreased fear of immi- nent war was accompanied by a calmer approach to internal policies. The absence of any evidence of new Communist penetration, either in govern- ment or in other fields, led to a widespread feeling that the danger from con- spiratorial Communist activity had declined. On the other hand, the pub- licity received by a number of cases in which security procedures had been patently misused led to an increased realization of the dangers arising from measures which departed from the spirit of the Bill of Rights. And there could be little doubt that the clash between Sen. Joseph R. McCarthy and the Army, followed by the report of the Senate Select Committee to Study Censure Charges (Watkins Committee) and the Senate censure vote (AMER- ICAN JEWISH YEAR BOOK, 1955 [Vol. 56], p. 184-85), tended to bring the ap- proach generally described as "McCarthyism" into disrepute. Security Program The change was least noticeable in the legislative field, where it took the form of a decrease in new restrictive legislation rather than in the disap- perance of any already on the books. There was, however, a marked altera- tion in both the interests and the behavior of legislative investigating com- mittees. In the executive department, security procedures changed little, and injustices still appeared to be frequent. But when—as increasingly hap- pened—they were brought to public attention, there was a new readiness and even eagerness to remedy them.
