Demolition and Relocation of Hindu Temples in Malaysia: Pragmatic Responses of Indian Hindu Communities in Penang DEMOLITION AND RELOCATION OF HINDU TEMPLES IN MALAYSIA: PRAGMATIC RESPONSES OF INDIAN HINDU COMMUNITIES IN PENANG BY TEO SUE ANN A thesis submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Doctor of Philosophy Victoria University of Wellington (2018) ABSTRACT This thesis examines the pragmatic responses of Indian Hindus when their century-old Hindu community temples face threats of demolition by the Malaysian government. I argue that their compliance with the demolition is a subtle and pragmatic political act that manipulates their political standing as a minority community in order to safeguard their temples. I analyse the effectiveness of such pragmatic acts of compliance by the Indian Hindu communities, and the implications of their compliance for the political and social significance, as well as the sacredness of their demolished temples. My ethnographic data is derived from in-depth interviews of the management committees and community members of three Hindu temples in Penang, and field observations of the rituals and ceremonies in these temples. During my fieldwork, these temples have either been demolished or are in the process of demolition. The management committees of these temples have relocated the statues of the deities into temporary buildings. My findings show that the Indian Hindu communities acquiesced to government demolition of their community Hindu temples to make way for development. In return for their compliance, the Hindu communities expected that the government is obligated to find new locations for them to rebuild their community temples. Their attempts to ensure the temples continuously exist in the area suggest that these temples, regardless of their shapes and sizes, have significance for the local Hindu communities. This significance it true both for members of the temple committee and the local Hindu community. Their compliance also suggests that the portability of these temples as sacred places. The importance of the thesis is in its insistence that Malaysian Indian Hindus as minorities are not necessarily powerless in the face of dominance of the government. Instead, these Hindu communities are actively engaging with their political and social realities with pragmatic and subtle political actions such as demonstrating compliance. By complying with the demolition of their community temples, the Hindu communities are not only able to manoeuvre their ways through the dominance of the government, but they can also Hindu communities. The main objective of this project is to investigate the link between Canterbury Christ Church University in the UK, and Goodwill Children’s Homes in Tamil Nadu, to strengthen the relationship with the organisations involved. Therefore this study may bring a lot of avenues for more interaction and exchange of programmes in the future. Mutual intercultural learning activities have been in existence between teachers of UK-India for over 10 years. The idea of conducting a joint study that there was no systematic research has been carried out to understand the intercultural exchange learning process in the globalized world. A number of student groups accompanied by the teachers have been visiting as part of their education and field work to the Goodwill Homes for the periods of one to two weeks for the last ten years. Groups from Canford, Canterbury Christ Church University and Margret School are regular visitors in addition to vocational, small and medium groups. About four years ago while interacting with the visiting groups it was suggested that a systematic research could be undertaken in order to find out the changes occurred among the visiting and visited groups both students and teachers as a result of stay work and interactions. That is how the present study has been crystallized. I became involved as researcher because I have been involved in an innovative and action research like these both at national and international level.

Penang is selected as case study due to the fine balance in population numbers between the Malays and the Chinese which is reflected in their cultural foregrounding in the Penang State Museum. This ethnic balance is also reflected by the multiethnic composition of the state museum board. Yet behind this façade one could detect the existence of culture contests. Such contests are also found within the different ethnic groups like the Peranakan and non-Peranakan Chinese or the Malays and the Indian-Muslims. This essay also examines visitor numbers and the attractiveness of the Penang Story. The essay is based on the scrutiny of museum exhibits, museum annual reports and conversations with former and present members of the State Museum Board. Although not as severe, such wars in Malaysia are manifested by the intense culture competition within and among museums due to the pervasive influence of ethnicity in various facets of the national life. As a result, museum foregrounding of culture and history have become contested (Matheson- Hooker, 2003: 1–11; Teo, 2010: 73–113; Abu Talib, 2008: 45–70; 2012; 2015).

    Chapter Four: The Invention of Hinduism for National Use In the course of the previous chapters, the category that has been imposing its presence on this book has been ‘Hinduism’; and it should be clear that it is impossible to proceed without confronting it. What work does the category ‘Hindu’ do for, or in, the ‘national’? Is the problem of what constitutes ‘Hinduism’ one merely of terminology? Is ‘Hinduism’ a ‘modern’ concept, an ancient religious identity or a modern political movement? Is ‘Hinduism’ a set of practices, a textual tradition, or a collective umbrella term for a wide range of divergent things? And possibly more importantly, what is the work done by the set of claims made for ‘Hinduism’ in the colonial period? The questions of when what we now know as ‘Hinduism’ came into being, or indeed whether it exists or existed at all, or perhaps whether we are forced to acknowledge its existence because those who believe it does exist are so vocal and aggressive about it, refuse to go unanswered. This, on the one hand, is a very public debate. On the other hand, there is an increasingly loud academic debate on whether ‘Hinduism’ as we know it is a colonial artefact or invention or whether it has continuities with practices and doctrines in the precolonial past. It seems we might be working at the very least with several Hinduisms, which is of course not unusual to anything that has remotely been close to claiming the category ‘religion’, or having such claims made on behalf of its imagined collective practitioners.
