G. Van Staden It is indeed an honour to present the Integrated Development Plan (IDP) for the 2015/2016 financial year. This is guidance for future development trail for the ZF Mgcawu District Municipality proceeding from the cooperation and engagements with our stakeholders. The IDP is a strategic document which is forward looking and as a result it necessitates fresh thinking and a fresh approach to the process of preparing the IDP. We are mindful of the fact that the role and function of the District Municipality is to render support and assistance to category B municipalities for the purposes of this IDP the needs and priorities of the local municipalities as well as those of the district municipality were reviewed, scrutinized and amended in order to enhance alignment and strategic planning. The IDP document depicts the blueprint for the future of our municipality and is informed by the development aspirations of the citizens of our area. In accordance with the provisions of the laws that govern the affairs of the municipality, we have embarked upon a process of consultation with the category B municipalities with a view to establish their needs and challenges so that we can address them in our IDP and Budget for the 2015/16 financial year. It is evident that the IDP is the central point that is utilized by Local Government to guide the developmental agenda, budgets, institutional transformation, spatial planning and local economic development in a consultative and synchronised manner, in order to respond to the socio-economic challenges facing the ZF Mgcawu District Municipality communities. With this Integrated Development Plan, our stakeholders, partners and community guide the Municipality to meet the development responses of our people. We are committed to plan our service delivery, governing and developmental priorities with our communities. Despite the constraints and the accumulated effect of our historical burdens, the ZF Mgcawu District Municipality strongly believes that it is time to seize the opportunities bestowed upon us in order to define for ourselves what we want to make of our shared destiny. We are ready to implement this IDP and to fulfil our determination to better the lives of the people. What are needed now are the support and the enthusiasm of the people of the ZFM to own this IDP and to turn its objectives into reality. 5 I have confidence that together with our communities, councillors and administration, we can achieve our vision and objectives of attaining a clean Audit. Over and above this process, I wish to encourage every resident, every business, every community and nongovernmental organisation in the District to take this opportunity to read, engage with and provide feedback to us on our IDP. I congratulate my colleagues on the Mayoral Committee and Council. I appreciate your valuable inputs in creating a functional and effective IDP and for your enthusiasm to develop and empower the people. I want to express my gratitude towards the Municipal Manager and his team for successfully developing the IDP. I thank all involved in this municipality for contributing towards the IDP goal and I am looking forward to the implementation that will follow. Cllr. G. Van Staden Executive Mayor Executive Summary WHO WE ARE ZF Mgcawu District Municipality forms the mid-northern section of the province on the frontier with Botswana. It covers an area of more than 100,000 square kilometers (almost 30% of the entire Province) out of which 65; 000 square kilometers compromise the vast Kalahari Desert, Kgalagadi Tran frontier Park and the former Bushman Land. ZF Mgcawu District comprises six Local Municipalities namely: Mire; Kai! Garb; Kara Hails; Tsantsabane, Kheis and Kgatelopele. Upington is the district municipal capital where the municipal government is located. The whole area is managed by the ZF Mgcawu District Municipality, which is classified as a category C Municipality. The ZF Mgcawu District Municipality has 21 councilors; 13 of them are ward councilors and the other 8 are proportional candidates elected to represent political parties on the basis of proportional representation. The council is responsible to provide overall political leadership and accountability to communities and stakeholders through implementation of sound policies and programmes. This must ensure that the decision-making processes provide a balance between a speedy, transparent and efficient decision-making process as well as meaningful participation of citizens and other stakeholders. It must ensure provision of quality service delivery at a reasonable cost while preserving the environment and natural resources 6 Analysis: Historical Background During the past few decades the District Municipality underwent different changes of names and in some instances also changes in jurisdiction areas. The Kenhardt and Gardenia area was in the past served by the Divisional Council. Currently these areas together with an area that previously fell within the Kalahari Divisional Council are served by the ZF Mgcawu District Municipality (Proclamation 27/2000 as well as proclamation 25/2001). Population The Census report of 2001 showed a population of 202 160 and 238 063 in the 2007 Community Survey. Note the DMA has since been incorporated into the neighboring municipalities. The aforementioned table shows that the majority of the population is located in the //Khara Hais Municipality (42%), followed by the Kai! Garib Municipality (24%) and the Tsantsabane Municipality (12%). The Main settlements in the aforementioned municipalities are: Upington, Keimoes; and Postmasburg, respectively. Health Most health facilities distributed throughout the various municipalities in the ZFM. The aforementioned figure shows that the majority of the health facilities, namely the community health centers and hospitals are located in the south of the N14, the main freeway connecting Springbok and Kuruman. Hospitals are located in Kakamas (Kai! Garib), Keimoes (Kai! Garib), Upington and Gordonia (//Khara Hais) and Postmasburg (Tsantsabane). There are five hospitals in the ZFM. There are only two Community Health Facilities in the ZFM and Kenhardt (Kai! Garib) and Rietfontein (Mier) are the only settlements that have these facilities. 7 The clinics are generally located in settlements along the main routes through the municipality, namely the N14 and the N10 in the case of Kai !Garib and !Kheis. There are 52 clinics in the ZFM. Kai !Garib has the most clinics, 18, followed by //Khara Hais that has 14 clinics. Kgatelopele and Mier have the least amount of clinics, namely 3 and 4, respectively. It should be noted that medical staff are not stationed at all these facilities on a full time basis and in some cases the staff are on site only once a month. (IDP, 2007-2011) Tuberculosis and HIV/AIDS are some of the infectious diseases that are receiving priority attention and that a shortage of staff hampers the delivery of health services in the ZFM. (ID, 2007-2011) In 2005 10.8% of the total population was diagnosed as HIV positive.

The Endangered Wildlife Trust (EWT) was subsequently appointed to conduct an avifaunal specialist study. Very few CSP plants have been constructed worldwide to date, and knowledge on the associated avifaunal impacts remains limited. The site consists mainly of uniform, arid vegetation types. Few permanent water bodies were observed on site. The proposed site falls within the Quarter Degree Grid Square (QDGS), 2823BD, while data from three additional squares, 2823BA, 2823BB, and 2823BC was also considered due to their close proximity to the site. The South African Bird Atlas Project (SABAP) recorded 12 Red Listed Species (Harrison et al, 1997), across all four squares, of which 5 are classified as Vulnerable, and 7 as Near Threatened. One additional species, the White Stork, is also included as it is protected internationally under the Bonn Convention on Migratory Species. Various other species relevant to the project were identified and include raptors, doves, pigeons and aerial foragers such as swallows and swifts. In general, SABAP2 data showed low counting effort for study site and immediate surrounds.

ENVIRONMENTAL IMPACT ASSESSMENT: NAKOP 1.1 INTRODUCTION The farm Nakop is privately owned, belonging to Mr and Mrs Tonnemacher. The farm is located approximately 5km east of the Namibian Border post and approximately 6km east of the nearest settlement which is called Ariamsvlei. The presence of the Namibian border post en route to South Africa contributes to a large average number of tourists passing through the town annually. 1.2 RATIONALE FOR SITE The position of the existing microwave tower at Nakop has very good coverage even beyond the Namibian border into South Africa, covering large parts of the south-eastern extremities of Namibia (Figure 1-1). This microwave tower is however very visible from the B3 road to South Africa. For this reason the proposed site is located close to the existing infrastructure but further back from the edge of the plateau to ensure that it is not quite as visible as the existing infrastructure. Digital Terrestrial Television Infrastructure Rollout – NBC EIA - Nakop August 2013 2 1.3 SITE DESCRIPTION Ariamsvlei is located at the foot of a plateau and as one approaches the Orange River approximately 40km south of the town, there is a sharp decrease in elevation. The surrounding area forms part of the Nama Karoo biome and comprises of a combination of small succulents and grass species. Although not particularly high in faunal diversity, the rocky side slopes of the plateau are an optimal niche for the occurrence of a variety of reptiles and birds.

    Refurbishment and Upgrading of the Vaal Gamagara Water Supply Scheme “Sustaining the source and flow of life forever” BACKGROUND The construction of the Vaal Gamagara Water Supply Scheme in the Northern Cape Province was initially completed in 1976. The purpose of the scheme is to supply water from the Vaal River to the arid areas of the Gamagara valley near Postmasburg, and north thereof to the diamond mines at Lime Acres and the iron ore and manganese mines at Beeshoek, Sishen, Mamatwan, Hotazel and Black Rock. Several local authorities (of which Delportshoop, Postmasburg, OIifantshoek, Kathu and Hotazel are the largest) also receive bulk water supply from the scheme. A later addition to the scheme is the Kalahari East Water User Association, which was completed in 1992 to supply domestic and stock water to an area of approximately 1 412 000ha that includes more than 250 farms. The Vaal Gamagara Scheme consists of: • Vaal Gamagara Water Treatment Works near Delportshoop (capacity of 13.27 million m³/annum) • several pump stations • 11 reservoirs • a pipeline of 370km that delivers water to users The pipeline has the capacity to convey and import a maximum of 19 million m³/annum into the area. Water from the Vaal Riv- er (13.27 million m³/annum) is augmented by dewatering facilities at the Kolomela, Beeshoek and Sishen mines. (Dewatering activities are aimed at lowering the ground water table to ensure safe mining conditions.) The scheme was transferred by the Department of Water and Sanitation to Sedibeng Water in 2007. Approximately 22 million m3 of water is currently supplied per annum to domestic consumers, as well as the mining, industrial and agricultural sectors in the area.
