A third of all Georgians age 60 and older make their home in the Atlanta Region’s 10 counties and data indicates this population is growing. In addition, over 400,000 residents state they live with some type of disability. Today, one person in 10 is over age 60 and it is projected that by 2030, one person in five will be over 60. This Resource Directory for Senior Adults and Individuals with Disabilities in the Atlanta Region provides information to help individuals and their caregivers identify opportunities and services aimed at enriching and supporting a long and healthy lifestyle for our region’s expanding population. It also includes a listing of services to help individuals that are frail remain in the community and maintain their independence as long as possible. As the Area Agency on Aging (AAA) and the Aging & Disability Resource Connection (ADRC) for the 10-county Atlanta region, the Atlanta Regional Commission (ARC) is responsible for plan- ning, developing, implementing and coordinating the delivery of services through a network of locally based agencies and service providers. ARC serves senior adults, individuals with disabilities, family members, caregivers, friends, professionals and the community at large. AAAs were established under the Older Americans Act in 1973 to respond to the needs of adults aged 60 and over and that charge has grown over the years, most notably with the creation of ADRCs which were created to allow people of all ages, incomes and disabilities to go to one location to get information and one-on-one counseling on the full range of long term care supports and solutions. AAAs/ADRCs are part of a comprehensive, nationwide information and referral/assessment system that responds to the aging, disabilities and long term care needs of individuals throughout the country. The Atlanta Regional Commission AAA/ADRC coordinates and maintains the ESP statewide database containing more than 26,000 services and programs. Many of the resources listed in this publication are from the ESP database. Information and Referral Specialists and others throughout the state use ESP to find services for Georgia’s residents. The database provides detailed information, customized for each service category, including hours of operation, eligibility, cost, and services or programs offered by agencies and fee for service companies in the community. For more information about ESP, call (404) 463-3232. This directory is a tool to help connect you to local services and activities. Services offered may be subsidized by government, provided for a fee, covered through insurance or offered at no cost to the user. With the exception of Fayette Senior Services, each of these county-based agencies is a unit of the local government. Funding for the services the county-based agencies provide or manage includes federal funds through the Older Americans Act, other state and federal funding, county appropriations, donations and contributions.

Cherokee County Senior Services Cherokee County Senior Services (CCSS), a unit of Cherokee County government, provides services to senior adults and other eligible individuals in Cherokee County. The agency provides information and assistance, care management, homemaker or respite services, a senior center and two satellite centers (Waleska and Ballground) that provide both meals and opportunities for recreation, education and socialization. Additional services include transportation and volunteer opportunities. Cherokee County Volunteer Aging Council, a 501(c) (3) organization, works in cooperation with CCSS, providing supplemental funding for emergency financial assistance, a chore program, a fan drive and a ramp/home modification program for persons with mobility challenges. Through contract agreements, the county has expanded the senior service network to include new and remodeled neighborhood centers, home- delivered meals, care management, homemaker services, some respite and volunteer opportunities. The Fulton County office also oversees four senior multipurpose facilities. These facilities all have cafeterias, exercise facilities, therapeutic pools, computer training centers and adult day programs. There are also 15 neighborhood senior centers which provide opportunities to participate in life enrichment, nutrition education, fitness and leisure and recreation activities. Coordinated transportation services are provided through a private contractor. In-home services, which include homemaker and personal care are contracted with an outside agency. Home-Delivered Meals Programs Home-delivered meals programs provide nutritious noon-time meals, which meet one third of the USDA nutritional daily requirements, to older individuals and others who may be eligible, who are homebound and, due to an impairment, are unable to prepare their own meals. Caregiver Support Services Trained information and referral specialists can offer telephone consultation to individuals who need help in making decisions related to caring for a vulnerable individual in their charge. Sitter Services/Home Care Providers Licensed Private Home Care Providers offer nursing care, personal care assistance and companion/sitter services to older adults or individuals with a disability in the care recipient’s home. Continuing Care Retirement Communities, also known as Life Care Communities, are a type of OUSING retirement community where three levels of residential needs; independent living, assisted liv- ing/licensed personal care home and nursing home care, may all be met on the same campus. Georgia law requires that anyone who believes an elderly person or a person with a dis- ability is being abused, neglected or exploited report the occurrence. By law, reports remain confidential. Adult Protective Services (APS) are available through the Georgia Department of Human Services, Division of Aging Services to provide protection from exploitation, abuse or neglect of individuals who, because of physical or behavioral health/cognitive limitations, are unable to act in their own best interests. Contact the following to report suspected abuse or neglect in the following situations:

Any Setting If immediate, serious risk, call the Police ...... 911 Community Setting If the suspected abuse, neglect or exploitation occurs in a person’s home or other com- munity setting, contact the Division of Aging Services’ Adult Protective Services Central Intake in the Atlanta region at (404) 657-5250 or outside of Atlanta at (888) 774-0152, or call (866) 552-4464, option 3, which serves both older adults and persons with a disability. Reporting is confidential and the law protects anyone from a lawsuit who reports abuse.

Long-Term Care Facilities or Residences Long Term Care Facilities include nursing homes, personal care homes, assisted living communities and community living arrangements. The Department of Community Health, Healthcare Facility Regulation Division is responsible for investigating reports in these facilities. Call (404) 657-5728 or (404) 657-5726 or the toll free number (800) 878-6442 to report concerns or suspected abuse.

Long-Term Care Ombudsman The Long-Term Care Ombudsman Program advocates for residents in nursing homes, assisted living communities and personal care homes by investigating and resolving complaints related to quality of care issues such as health, safety and welfare, human and civil rights violations, or administrative abuses. The Ombudsman also provides information on facilities and services and in general advocates for quality institutional care. Consumer Protection The Governor’s Office of Consumer Protection (OCP), (404) 651-8600, enforces the Fair Business Practices Act and other consumer protection laws. The OCP investigates consumer problems, monitors the marketplace to promote fair and honest competition, takes enforcement actions against violators and publishes con- sumer education materials and alert warnings.
