Odluka O Programu Uređivanja Građevinskog Zemljišta Za 2021. Godinu
ODLUKA O PROGRAMU UREĐIVANJA GRAĐEVINSKOG ZEMLJIŠTA ZA 2021. GODINU ("Sl. list Grada Novog Sada", br. 59/2020, 5/2021, 9/2021 i 15/2021) Član 1 Ovom odlukom utvrđuje se Program uređivanja građevinskog zemljišta za 2021. godinu (u daljem tekstu: Program), koji je sastavni deo ove odluke. Član 2 Program obuhvata: radove na pripremanju zemljišta, radove na komunalnom opremanju zemljišta, kao i troškove realizacije investicija i izvršenja sudskih odluka. Član 3 Za realizaciju Programa planiraju se sredstva u ukupnom iznosu od 5.929.666.145,28 dinara, i to prema izvorima prihoda: Sredstva iz budžeta Grada Novog Sada (u daljem tekstu: Budžet) 1. Opšti prihodi i primanja budžeta 2.995.424.957,80 dinara 2. Transferi od drugih nivoa vlasti 170.000.000,00 dinara 3. Primanja od prodaje nefinansijske imovine 1.395.523.575,48 dinara 4. Neraspoređeni višak prihoda i primanja iz ranijih godina 1.352.217.612,00 dinara 5. Neutrošena sredstva donacija, pomoći i transfera iz ranijih 16.500.000,00 dinara godina UKUPNO: 5.929.666.145, dinara Sredstva iz stava 1. ovog člana raspoređuju se na: I Radove na pripremanju zemljišta 946.937.000,00 dinara II Radove na komunalnom opremanju zemljišta 4.373.584.145,28 dinara III Troškove realizacije investicija i izvršenja sudskih odluka 609.145.000,00 dinara UKUPNO: 5.929.666.145,28 dinara Gradonačelnik Grada Novog Sada (u daljem tekstu: Gradonačelnik), na predlog Gradske uprave za građevinsko zemljište i investicije (u daljem tekstu: Gradska uprava), utvrdiće prioritete u izvršavanju radova predviđenih u Programu. Radovi na uređivanju građevinskog zemljišta, koji nisu obuhvaćeni Programom, mogu se izvoditi pod uslovom da se obezbede posebna sredstva za finansiranje i da ti radovi ne utiču na izvršenje radova utvrđenih Programom. -

It underlines the importance of reasonable proportioning, sensible structuring and long-term planning of transformation of urban spaces, which contributes to an upgrade of living conditions and qualitative advancement of social consciousness and development of needs of the local inhabitants, regardless of their socio-economic profile. Despite not perceiving gentrification as an a priori negative process, influences of alterations of urban tissue carried out through radical and narrowly interpreted modifications of their character may cause undesired changes in the perception and use of the space and were analyzed as well. (Under the direction of Graeme Robertson) Western coverage of Russian journalism often bemoans the current state of Russian independent media: shrinking every year, with an increasing number of websites, journals, and newspapers either forced to close following legal action or purchased by state-affiliated media companies. When Russian journalists appear in Western publications, it is often because of their murder of beating and the intense scrutiny that it receives from outside of Russia. While Russia is understood to be enormously dangerous for independent, critical journalists to operate in according to several journalism watchdogs, Russian independent media carries on, and remains a significant force in Russian civil society. Given the continued existence of independent Russian journalism, and its willingness to investigate the Russian state, why do certain members of the Russian media become targets of violence? This paper, through a case study approach, contends that, while no absolute cause can be identified all the time, journalists who attack the Russian state building project since Vladimir V Putin’s election to the Presidency in 2000 are at a greater risk of being attacked with their attackers receiving impunity for their actions. -

A LOOK THROUGH THE JUDAS HOLE [1] Significance of the topic . The Imperial Russian prison-and-exile system exerted a profound influence on the empire's development, culture, politics, social and natural sciences. Russia's history cannot be properly understood without taking prison and exile into consideration. 1) Geography and demography . If one were to exhibit Imperial-Russian or Soviet-era Siberia, for example, such an undertaking could not ignore one simple fact: Siberia was for many years the tsars' preferred dumping ground for criminals and those whose politics were perceived by the authorities as a threat, potential or real. Much as Britain used convicts to settle Australia, and France - New Caledonia, so too did Russia use criminal and political exiles in an attempt to populate the Far North, Siberia and Sakhalin. By 1662 more than one in every ten people in Siberia were exiles,[2] and by 1900, when criminal exile to Siberia was finally and drastically curtailed, that percentage had reached considerably higher. The country's demography underwent a radical change in the short span of a century, in large part due to her prisons and places of exile. It was the political exiles that brought Russian culture and civilization to that area, and to a considerable extent, it was prison labor that built the roads and railroads and opened up its expanses. 2) Political history . Any exhibit of Soviet material that touches upon the Soviet Gulag, say, or presents a thematic study of the Communist Party or this or that Soviet leader, must of necessity take the tsarist prison and exile system into account. -

This 80-page booklet was written in January, February, and March of 1993 and published as a Rick Steves' Europe Through the Back Door newsletter. I researched and wrote all the material except for the Moscow chapter, where Mike Evans did the footwork and writing. I edited the booklet in Moscow and sent it to Seattle for production and layout. Looking at the booklet eleven years later what is most interesting to me is that it is a snapshot of the former Soviet Union only a year and a half after its breakdown in the summer of 1991. This was a special time when the rules of social interaction and the ephemera of daily life were changing fast. I don't have any delusions that this booklet is a historical document of any great value but I am putting it up for free distribution on the web in hopes that it might give some pleasure to someone who wants to reexperience the spirit of those times. I have lightly edited the booklet's format for this web version and updated the fonts. The Cyrillic characters included in the original could not be preserved. The maps, and (unfortunately) the sample train ticket originally printed with the booklet are also not included.
