Raamatud : registrid 2006 on Eesti registreeriva rahvusbibliograafia osa, mis ilmub alates 2000. aastast. Aastaväljaanne hõlmab 2006. aastal ilmunud kuuvihikute Eesti Rahvusbibliograafia. Raamatud koondregistreid. Nimeregister sisaldab 2006. aasta Raamatute kuunimestikes esinenud isikute nimesid ning asutuste ja konverentside nimetusi. Isikunimedele on lisatud tegija funktsioon (nt tõlkija, toimetaja), autorinimedel selline täpsustus puudub. Ümarsulgudes kirjenumbrid tähistavad personaaliat. Pealkirjaregister kajastab 2006. aasta Raamatute kuuvihikutes toodud põhi-, rööp-, seeria-, selja-, kaane-, originaali-, osa- ja teisendpealkirju. Põhipealkirjad on registris esitatud paksus kirjas. Aastaväljaanne sisaldab ISBN-tunnusega kirjastajate loetelu, kus on toodud Eesti ISBN-tunnusega kirjastajate kontaktandmed seisuga 1. mai 2007. Eraldi loetelu moodustavad Eesti kirjastuste ISBN-tunnused, mis on esitatud numbrite kasvavas järjekorras. Aastaväljaandest leiab ka Eesti trükitoodangu (raamatud ja brošüürid) statistilised andmed aastate 2004-2006 kohta. 4 2006aasta2_.p65 4 25.06.2007, 13:45 PREFACE From 2000 a publication Eesti Rahvusbibliograafia. Raamatud : Registrid. (Estonian national Bibliography. Books : Indexes.), forming a part of the Estonian current National Bibliography, is published annually. The annual publication consists of the cumulative indexes of the monthly publications of Eesti Rahvusbibliograafia. Raamatud (Estonian National Bibliography. Books) of 2006. The Name Index includes the names of persons as well as institutions and conferences which appeared in the monthly publications of Raamatud (Books). A person’s contribution to the publication (e.g. translator, editor) is also noted, except for not stating the authorship of the work. The record numbers in round brackets mark personalia. The Title Index includes title propers, parallel titles, series titles, spine titles, cover titles, original titles, partial titles and variant titles from the monthly publications of Raamatud (Books) of 2006. Title propers are typed in bold style. The annual publication also includes a list of Estonian publishers who have received their ISBN, providing their contact data as on 1 May 2007, and a progressively arranged list of the ISBNs of Estonian publishers.     Andres Tvauri LATE MEDIEVAL HYPO CAUSTS WITH HEAT STORAGE IN ESTONIA INTRODUCTION As often happens with archaeologists, the stimulus for writing this article was a discovery unexpectedly brought to light from under the ground. In autumn 2007, I had the opportunity to study a large medieval heat storage furnace (Figs. 1 and 2) constituting the central part of the hot air heating system, or hypo caust, of a former grooms’ building. It was unexpectedly unearthed in the course of construction work in the outer bailey of the medieval Order Castle of Viljandi.1 The furnace found in the Viljandi Castle was a nice but, in the context of Estonian medieval fi nds, rather ordinary discovery. In Old Livonia, roughly corresponding to the territory of present-day Estonia and Latvia, hot air heating systems in which the core was a furnace fi lled with large stones, making it possible to store heat and rid oneself of the need to con- stantly heat the furnace or the fi replace, was used in the 13th to the 16th centuries before the introduction of Dutch tile stoves in castles, monas- teries and in residential and public buildings in towns. Starting in the 1930s, such furnaces, or their archaeologically studied remains, have been found in numerous medieval buildings in Estonia. The furnace found in Viljandi induced me to look for literature about hypo causts with heat storage. With the assistance of my colleague Erki Russow, the most thorough paper on medieval hot air heating systems ever written soon landed on my desk – a thesis published by the Ger- man researcher Klaus Bingenheimer in 1998, Die Luftheizungen des Mittelalters.

Eesmärgipärane kohaliku omavalitsuse tegutsemine tagatakse sihipärase liikumisega püstitatud eesmärkide suunas, arvestades olemasolevaid võimalusi. Arengukava aitab vältida juhuslikkust valla kui terviku juhtimisel. Samuti võimaldab ratsionaalselt kasutada olemasolevaid ressursse. Valla eelarve koostamisel lähtutakse arengukavast. Arengukava aitab viia kooskõlla erinevate struktuuride tegevust (kohalik omavalitsus, allasutused, investorid, riigivõim), samuti on abiks poliitiliste ja majanduslike otsuste langetamisel.

    Summaries in English EDITOR IN-CHIEF'S COLUMN Children's welfare in the hands of the Riigikogu Aivar Jarne, editor in-chief of Riigikogu Toimetised, Chancellery of the Riigikogu, head of the Press service Population experts paint a fairly bleak picture when it comes to Estonia. The population pyramid, which should have a wide base since the young make up the largest part of the population, is in fact eroded. The burden of bearing the economy and general weal falls onto the shoulders of people who are in their middle years but approaching pension age. Some relief is provided by 15-19-year-olds, whose fairly sizeable ranks are about to enter the workforce. Since the 2000 census, the Estonian population has decreased every year by almost 6,000 people. Estonia's birth rate is negative as there are 15 deaths and only 10 births per 1,000 people. In this year alone, the gap has closed, but deaths still outstrip births. The necessary replacement rate to maintain the population at present levels has been calculated at 2.1 children for every woman of childbearing age; more is necessary to grow the population. Currently this figure stands at only 1.2. In order to tackle the population problem, population experts believe that the Western world and every Western country must give thought to how to stimulate the birth rate, increase the meaning of children to families and parents. Emotion-based values by itself will not be enough to counterbalance the time and money spent on raising a child. Introduction The issues of cross-border crime*2 related to Eastern Europe were already topical before the current enlarge- ment of the European Union. The majority of foreign criminologists and experts claim that crimes between the East and the West have increased considerably, diversified, and become more organised over the de- cades, with radical social change and broadening crime opportunities.*3 What will happen in cross-border crime after the accession of the ten countries, including Estonia and other former Soviet republics, is a question to which various answers have been given. Cross-border crime related to Estonia and the other Baltic states has mainly been examined in the context of the movement of offenders from these countries to the European Union and the resulting worsening of the crime situation in the old member states.*4 Such stereotypical assessment is rather prevalent both in Western European public opinion and among law enforcement professionals.*5 Here we can perceive the transfer of similar views to new circumstances, or unwillingness to alter earlier attitudes.
